RESOLUTION 2000-075
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH TRANSPAC MARINAS TO PROVIDE CONCRETE
FLOATS FOR THE SMALL BOAT HARBOR REPAIR AND RENOVATION
CAPITAL PROJECT FOR AN AMOUNT NOT TO EXCEED $1,601,419.90
WHEREAS, on April 12, 1999, the City of Seward Council approved the harbor repair
project and authorized the City Manager to issue a Request for Proposals (RFP) for engineering
services (Resolution 99-028). Tryck Nyman Hayes, Incorporated (TNH) was selected to perform
these services (Resolution 99-143); and
WHEREAS, on February 22,2000 at a Special City Council Meeting, the City Council
approved the recommendation of a Project Advisory Team (Resolution 2000-21), selecting
Alternative ID from the TNH Preliminary Design Study Report for the scope of the project; and
WHEREAS, as a result of research, site visits and engineering recommendations, the City
Council authorized a material supply contract Request For Proposal (RFP) to purchase the floats
directly from the vendor; and
WHEREAS, the RFP was issued and Bellingham Marine, Shoreside Construction,
TRANSP AC Marinas and International Marine Floatation Systems, Incorporated responded; and
WHEREAS, the proposals were evaluated by a Technical Evaluation Team consisting of
Ruth Carter, PE, State of Alaska Department of Transportation, Coastal Engineering Section, Carl
Stormer, PE, Tryck Nyman Hayes, Inc, Steve Homan, Civil Engineer, City Of Seward and James B.
Beckham, Harbormaster, City of Seward; and
WHEREAS, TRANSPAC Marinas of Anacortes, Washington scored highest using the
criteria listed in the RFP package and is recommended by the evaluation team to provide the
engineering services for the harbor project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into an agreement to purchase concrete
floats to complete the Small Boat Harbor Repair and Renovation Capital Project with TRANSP AC
Marinas of Anacortes, Washington for an amount not to exceed $1,601,419.90.

Section 2. Funding for these services will come from the Small Boat Harbor Repair and
Renovation Capital Project, account 315-3150-5390.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 28 day
ofJuly,2000.
