RESOLUTION 2000-088
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING A SPECIAL SERVICES CONTRACT WITH FLOYD
M. AINSWORTH, DBA AINSWORTH CONSULTING, FOR INSPECTION
SERVICES FOR CONSTRUCTION AT FT. RAYMOND SUBSTATION
RELATED TO THE INSTALLATION AND INITIAL OPERATION OF AN
EMD-20 DIESEL GENERA TOR NUMBER SIX
WHEREAS, the City Council approved the purchase of an EMD- 20 generator to be installed
as generator number six at Ft. Raymond Substation; and,
WHEREAS, tht' City Council approved a contract with Cook Inlet Contracting to do the
necessary modifications to the structures at Ft. Raymond Substation to accommodate the new
generator; and
WHEREAS, the City requires a full time inspector on the site to ensure full and complete
compliance with the engineer's specifications; and
WHEREAS,a qualified inspector in the person of Floyd (Tex) M. Ainsworth is available as
an independent contractor to perform these inspections at a rate of $66.00 per hour, plus one round
trip airfare to and from Texas and Alaska; and
WHEREAS, the total cost for these inspections is not expected to exceed $45,000 and is well
within the budgeted amount for these services; and
WHEREAS,funding is available within the budget approved by Council for the installation
of generator number six; and
WHEREAS,the proposed contract with Floyd M. Ainsworth is a contract for professional
services and is exempt from the City's competitive procurement procedures under Seward City Code
Section 6.10.120(8):
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to enter into a contract with Floyd M.
Ainsworth to provide specialized inspection services for modifications to the structures at Ft.
Raymond Substation to accommodate the new generator and to oversee initial operation of the new
generator number six for an amount not to exceed $45,000, with funding provided through a State
of Alaska Grant, account 505-5050-5930.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 14th day
of August, 2000.
