RESOLUTION 2000-090
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUPPORTING THE QUTEKCAK SHELLFISH HATCHERY
WHEREAS, shellfish farming is a growing enterprise in Alaska, and one of the major
obstacles facing this industry was the need for a variety of shellfish seed produced in the State of
Alaska, using broodstock from the same beaches where the seed will be planted; and
WHEREAS, state law prohibits the importation of shellfish seed into Alaska, with the only
exception being oysters; and
WHEREAS, this need was recognized and consequently in 1997 the State of Alaska
Department ofFish and Game constructed the State Shellfish Hatchery in Seward; and
WHEREAS, the Qutekcak Native Tribe established a pilot shellfish hatchery in Seward in
1993 to demonstrate the opportunities available in this industry; and
WHEREAS, with the support of the City of Seward the Qutekcak Shellfish Hatchery is the
operator of the State Shellfish Hatchery; and
WHEREAS, the Qutekcak Shellfish Hatchery has produced a number of species for market,
and they've made great progress in developing production techniques to support the broad number of
species necessary to support this industry, including clams, cockles, rock scallop, and geoducks; and
WHEREAS, the City of Seward has been an advocate for the Qutekcak Shellfish Hatchery in
a number of administrative issues, and has actively lobbied the Legislature on numerous occasions for
funding and support; and
WHEREAS, the City of Seward wishes to see the Qutekcak Shellfish Hatchery become a
financially independent operation that supports a fully developed Mariculture industry in the State of
Alaska; and
WHEREAS, the Qutekcak Shellfish Hatchery operation and the hatchery facility are capable
of producing large numbers of seed, of several different species, for sale to the Mariculture industry
and for use in shellfish rehabilitation in Alaska;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City of Seward expresses strong support for the Qutekcak Shellfish Hatchery,
which is a Seward based operation.

Section 2. The City of Seward renews its commitment to the Qutekcak Shellfish Hatchery as
they seek to develop a profitable business in the Mariculture industry.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 14th day
of August, 2000.
