<br />CITY OF SEWARD, ALASKA <br />RESOLUTION NO. 2000-093 <br /> <br />Section 1. The City Council finds that the costs of maintenance of the small boat harbor <br />are increasing as a direct result of increases in use of harbor facilities by vessels carrying passengers <br />for hire and funds are necessary to cover the improvements of the small boat harbor facilities. <br /> <br />Section 2. Subsection 230(a) entitled "Passenger Fees" of Section II entitled "Services <br />and Charges" of the Rules, Rates, Charges and Regulations for Port and Harbor Facilities, Seward, <br />Alaska" is amended as follows: <br /> <br />230 PASSENGER FEES <br /> <br />(a) Fee. In addition to other tariff provisions, the terms and conditions of this <br />item apply and charges are assessed to passenger vessels, sport fishing vessels, guide and <br />outfitter vessels, and all other vessels carrying passengers for compensation. A passenger fee <br />of$1.50 per passenger shall be paid for each passenger embarking or debarking a vessel at <br />a City Dock, as such term is defined in subsection 100 hereof The passenger fee is assessed <br />once per passenger per excursion regardless of whether the passenger excursion is one-way <br />or round-trip. As used in this subsection, "compensation" means payment to the vessel owner <br />or operator whether by charter or through fares paid by or on behalf of passengers. <br /> <br />Section 3. <br /> <br />Subsection 230(b) "Exceptions" is deleted. <br /> <br />Section 4. The passenger fees described in Section 2 above shall be collected and paid <br />to the City beginning January 1,2001 and shall continue until such time that there are no longer any <br />outstanding Parity Bonds as defined in Resolution No. 94 relating to the issuance of harbor revenue <br />bonds. <br /> <br />Section 5. Prior to January 1,2001 and each January 1 thereafter, operators of affected <br />passenger vessels shall complete a passenger fee registration form provided by the City. Passenger <br />fees shall be paid and reported to the City montWy, on a form provided by the City, by the 10th of the <br />month following the month for which the fees are due. <br /> <br />Section 6. <br /> <br />This resolution shall take effect ten (10) days following its adoption. <br /> <br />PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this lIth <br />day of September, 2000. <br /> <br />THE CITY OF SEWARD, ALASKA <br /> <br />LL, /i.-L1 ^-t ' <br />Edgar Blatchford, Mayor <br />
