RESOLUTION 2000-110
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER SOLICIT BIDS FOR
AND PURCHASE A NEW 2000 OR 2001 ONE TON 4WD PICKUP FOR
USED OIL COLLECTION, TRANSPORT AND DELIVERY.
WHEREAS, the Harbor Department collects and delivers used oil to and from various
facilities in town and is responsible for used oil collection and recycling; and
WHEREAS, used oil collection occurs at the six dumpsters in the Harbor area, at the Seward
Marine Industrial Center, Institute of Marine Science, A VTEC and the electrical generation plant and
is delivered to various City buildings for recycled use in used oil burners for heat; and
WHEREAS, the oil recycling operation benefits nearly every city department and is
environmentally responsible; and
WHEREAS, the vehicle currently in use tows the 1 OOO-gallon vacuum tanker used to collect
oil, which weighs over 9000lbs when full; and
WHEREAS, the vehicle currently in use is two-wheel drive and presents a serious safety
issue, at best, in the winter months, has a history of excessive and growing maintenance costs and has
over 95,000 hard miles; and
WHEREAS, it is essential for safety and liability issues to purchase a new 1 ton four-wheel drive
vehicle for the tanker operations; and
WHEREAS, a suitable vehicle is an important and critical element dealing with collection,
transportation and delivery of large amounts of used oil and the associated hazards;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to solicit bids for a new 1 ton 4WD pickup for the
Harbor Department. If the bid price is $30,000 or less, the City Manager is authorized to purchase
the new vehicle.
Section 2. $22,500 is appropriated from the Harbor Enterprise Fund Retained Earnings
Account Number 401-0000-3050, $4500 from the Water and Sewer Fund Retained Earnings Account
Number 701-0000-3050 and $3000 from the Parking Fund Retained Earnings Account Number 403-
0000-3050 to the Motor Pool Internal Service Fund Account Number 102-0000-0000 for the
purchase.

Section 3. The crane truck, vehicle #67 will be transferred to the Water and Sewer Department
and vehicle #61, a 1988 1/2 ton 2WD vehicle, will be transferred to the Parking Enterprise Fund.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 25th day
of September 2000.
