RESOLUTION 2000-111
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH WILDER CONSTRUCTION COMPANY TO REMOVE
BETWEEN 50,000 AND 60,000 TONS OF ROCK FROM THE 4TH OF JULY
ROCK QUARRY FOR THE EXIT GLACIER ROAD PROJECT AT A PRICE
OF $17 rrON.
WHEREAS, Wilder Construction Company has secured the contract to construct the Exit
Glacier Road project for the Alaska Department of Transportation and Public Facilities; and,
WHEREAS, the construction project will require between 50,000 and 60,000 tons of Type
III and Type IV Rip-Rap; and,
WHEREAS, this amount of rock is available from our 4th of July Creek Rock Quarry; and,
WHEREAS, Wilder Construction Company has requested a contract with the City of Seward
to work the 4th ofJuly Rock Quarry to remove between 50,000 and 60,000 tons of rock for the Exit
Glacier Road project; and,
WHEREAS, Wilder Construction Company has proposed a price of $1.50/ton for rock
removed from the quarry which should provide approximately $74,000 in revenue to the City of
Seward General Fund; and,
WHEREAS, Wilder will measure the amount of rock removed from the quarry by weighing
the rock on a scale at the site; and,
WHEREAS, this will be a non-exclusive contract at fair market value for the duration of this
project or October 1, 2001, whichever comes first; and,
WHEREAS, in accordance with Section 6.10.310 of the City Code the City Council may
determine that competitive bids are not in the public interest.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1.
The City Manager is authorized to enter into a contract with Wilder
Construction Company for the removal of 50,000 to 60,000 tons of class III

and class IV Rip-Rap at a price of $1.50/ton as measured on a portable scale
at the quarry.
Section 2.
The Contract will run for the duration ofthe Exit Glacier Construction Project
or October 1, 2001, whichever comes first.
Section 3.
The City Council finds that competitive bids or proposals are not necessary
or in the public interest under these circumstances due to, among other facts,
that this will be a non-exclusive contract for the City to sell rock to Wilder
Construction Company, and the price is at least fair market value..
Section 4.. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 25th day
of September, 2000.
