RESOLUTION 2000-117
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE
ORDER TO TELALASKA, INC. FOR AN AMOUNT NOT TO EXCEED
$30,000 TO UPGRADE THE CITY'S TELEPHONE SYSTEM
WHEREAS, the current City telephone system was purchased in late 1994; and
WHEREAS, the current telephone system will no longer handle the amount of voice mail and
attendant phone traffic causing a caller into the City to hear the telephone ring and receive no answer;
and
WHEREAS, the current telephone system has maxed out the number of additional lines that
can be added for voice, fax or computer lines; and
WHEREAS, the City Council approved $38,000 for a City-wide telephone system in the
calendar year 2000 capital budget; and
WHEREAS, the local telephone company, TelAlaska, Inc., has reviewed the City's current
system and recommends upgrading the current system rather than replacing the whole telephone
system; and
WHEREAS, TelAlaska, Inc. is the only local vendor who can supply the telephone system,
maintain and service the system with the ability to respond within a few hours in case of emergency
telephone needs of the City; and
WHEREAS, it is, therefore, in the public interest to waive formal bid procedures for the
purchase of this telephone system upgrade.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The city manageris hereby authorized to issue a purchase order to TelAlaska, Inc.
to upgrade the City's telephone system for a price not to exceed $30,000, including a contingency
in the amount of$5,547.
Section 2. The City Council finds it to be in the public interest to waive formal bid
procedures for the purchase of the above cited telephone system upgrades.

Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 9th day
of October, 2000.
