A tour was scheduled during the Historic Preservation Meeting on June J 9, 2006 and received proper public notice This tour was scheduled to be led by Carol Griswold on August 5. Kovac asked Huber to update Commission at their next meeting Other Commissioners stated they would like to join Park and Griswold when they went on their excursion Discussion of planning a celebration for Alaska Flag Day, July 2007 Kovac asked the Commission if they would like to plan something for next year. Swann stated that the City Council had discussed this and was supportive of activities. Swann noted that someone needed to spearhead the planning of the event. He proposed that the Historic Preservation Commission would be the appropriate group to organize a celebration, but that this should be their main event for next year. Commission discussed taking on the celebration for next year because it was the 80th anniversary, but not committing to having the responsibility each year. Commission recessed for 5 minutes. Kovac stated she would inform Parks & Recreation Director Karin Sturdy that the Historic Preservation Commission would be willing to plan and execute (with assistance from Parks and Recreation) a celebration for the 80lh anniversary of Alaska Flag Day in July 2007. Swann stated he would speak to Kirsten Vese! and ask her to organize a work session with all the parties involved. Swann noted he would bring a repol1 back to Historic Preservation at their next meeting. Discussion and set a work session date fot' the development of the Local Register of Histol"ic ,. We found the south WW II bunker where the highway department used to store gravel and sand mixed with salt in the I960s through 80s. The original steel doors were removed and the hole made larger for the road equipment to get in and out. The road crew tried to push over the protective wall with a caterpillar to make it easier to get in and out, but it was too strong. For that reason, or perhaps with help from the river, it now it leans a bit. The wall was designed to keep ammunitions from coming in and exploding the ammunitions stored inside during the war, and to prevent damage in case of explosions from the bunker. I remember in the early 80s this was the place to go to practice shooting. Now it's a graffiti-covered hangout. We picked up 4 grocery bags of spray cans, aluminum cans, glass bottles, and other trash. Someone has hauled in a metal bathtub, and a pallet; there's another fire planned soon, I suspect. We then hiked north about a quarter mile and looked for the second bunker. I have never heard of or seen this one before, but there is was, facing south, covered by cottonwoods, spruce trees, and alders. A branch of Japanese Creek runs freely between the bunker and the protective wall. Inside the bunker are several feet of fine sand deposited by the river during floods. There is less graffiti, and again, no doors. The protective wall is very straight; there are no leaks in this roof. It is an outstanding job of concrete work. On top, is a tall metal chimney that is part of a vent that exits the rear of the bunker. It has a few bullet holes in it, but is otherwise in good condition. >> The highway department used this bunker to store dynamite. Back in the old days, their equipment was not as powerful as today, and so they used dynamite to remove road slides, etc. There used to be a road from the dump road out to this bunker; the river has erased it over the years. But the roadway to the other bunker is still useful as a walking trail. . >> I intent to nominate these two bunkers to the Seward Historic Register,' as soon as I can get the paperwork. These represent a very significant period in Seward's history, and should be recognized. >> Other significant WW IT sites in Seward should also be recognized if they aren't already. These include the quonset hut by the water tank that was once used as a dog pound, and the other, well- preserved quonset hUts sprinkled around Sew~d, notably Albert Schmoyer's on Caines Head Road. He noted that Outward Bound had shown real interest in the project and was looking for a location to provide expansion of their operations. Tom Swann - update on Alaska Flag Day, July 2007- SwaIm stated he had nothing to report at this time. Tom Swann - update on Wrought Iron Fencing for Hoben Park Swann needed to get copies ofthe plans given to the building department. He was able to get information regarding a wrought iron business in Portland, Oregon from a Historic Commission in the area. Swann noted he would contact the local smithy to get an idea of cost and process. He clarified there needed to be exact specifications on pieces so that they would tit together, but that these could be installed in-house Kovac spent the weekend completing a visual inventory of the park. Glenz noted that the application was usually received only five weeks before it was due and this caused timing problems for the Commission. Glenz noted that research would need to be done and approval needed to be obtained by the State Historian prior to placement.. She felt it should be a main detail in the park, but also wanted to make sure the National Historic Register designation was not jeopardized. Citizens Comments - None. The meeting was adjourned at 7:08 p.m. Christy Terry Executive Liaison Shannon Kovac Chair (City Seal) PROCLAMA TION WHEREAS, on August 28, 1903, a band of railroad promoters and construction personnel, businessmen, and families arrived at Resurrection Bay on the small steamboat, the Santa Ana; and WHEREAS, aboard this steamboat were two brothers, John and Frank Ballaine, who arrived on the Lowell Homestead; and WHEREAS, the Ballaine brothers envisioned a railroad to the interior of Alaska with a coastal headquarters; and WHEREAS, they set to work chopping down trees, erecting buildings, and began the construction of the Alaska Central Railroad, later to become the Alaska Railroad; and WHEREAS, in March, 1903, John Ballaine bestowed upon the new town to be the name of Seward, in honor of William H. Seward, President Lincoln's Secretary of State; and WHEREAS, the landing date of August 28, 1903 is remembered as Seward's Founders' Day; and WHEREAS, the Historic Preservation Commission provides this proclamation to Council in preparation for Founder's Day and in keeping with the Commissions on-going effort to work toward the continuing education of citizens regarding local historic preservation and community history. The Historic Preservation Commission will need to discuss their wishes on the following items: 1) Council has as an Agenda Item 4. A. 2 'Presentation of the Hoben Park PanellKiosk to Council by the Historic Preservation Commission,' and 2) Council has as an Agenda Item 4.
