<br />Sponsored by: Staff <br /> <br />...... <br /> <br />CITY OF SEWARD, ALASKA <br />PORT AND COMMERCE ADVISORY BOARD <br />RESOLUTION 2006-03 <br /> <br />RESOLUTION OF THE PORT AND COMMERCE ADVISORY BOARD, <br />PROVIDING A RECOMMENDATION TO THE CITY COUNCIL <br />REGARDING THE SEWARD MARINE CENTER DOCK <br /> <br />WHEREAS, two million five hundred and fifty thousand dollars ($2,550,000) was allocated <br />by the State of Alaska as, "Seward: Ferry, Infrastructure at Seward Marine Center {HD 33-35)"; and <br /> <br />WHEREAS, the R/V Alpha Helix is the oldest research vessel in the University-National <br />Oceanographic Laboratory System's fleet and its replacement is a major priority in the Federal <br />Oceanographic Facilities Committee fleet renewal plan; and <br /> <br />WHEREAS, the Seward Marine Center is anticipating a 236' replacement vessel (Alaska <br />Regional Research Vessel) for the Alpha Helix; and <br /> <br />WHEREAS, the replacement vessel marine improvements are necessary to provided much <br />needed vessel moorage space for large vessels to dock and use the facilities; and <br /> <br />WHEREAS, the Seward Marine Center has developed a Conceptual Plan for Renovation <br />and Modernization; and <br /> <br />..... <br /> <br />WHEREAS, the Port and Commerce Advisory Board held a public Work Session on <br />September 20, 2006 regarding this issue. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Seward Port and Commerce Advisory <br />Board that: <br /> <br />Section 1. The City of Seward support the Seward Marine Center (SMC) and the Alaska <br />Regional Research Vessel to be homeported at SMC. <br /> <br />Section 2. The Board recommends the City not pursue or accept an ownership interest in the <br />dock. The City of Seward should support the University in obtaining funds for the project though <br />advocacy of resolution of support, personal contact/networking, and maintaining established <br />relationships. <br /> <br />Section 3. The Board further recommends that the SMC project should not be placed ahead <br />of existing identified projects on the City's State and Federal priorities list. <br /> <br />Section 4. This resolution shall take effect immediately upon its adoption. <br /> <br />...... <br /> <br />PASSED AND APPROVED by the Port and Commerce Advisory Board this 4th day of <br />October 2006. <br />
