NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF SEWARD, ALASKA that: Section 1. THE CITY OF SEWARD Historic Preservation Commission Shannon Kovac, Chair s Agenda Statement Meeting Date: Wednesday, October 11,2006 To: Historic Preservation Commission . ~ From: Karin Sturdy, Parks & Recreation Directo~ Agenda Item: Hoben Park Interpretive Panel Placement · BACKGROUND & JUSTIFICATION: The Seward Parks and Recreation Department has been involved with several projects to create and install interpretive panels around our community. The latest creation is a historic depiction of Hoben Park, detailing the history of Harry Hoben, the working waterfront, the railroads and the park itself. The large wood frame (duplicates the interpretive frame found in Kawabe Park or First Lake Park) has been constructed. The panel is available for placement. SPRD is ready to request a Digging Permit and install the panel with input on the appropriate location in light of the plan for the park. We have asked the Alaska Sealife Center to consider placing the panel at or near Hoben Park, but not actually within the park boundaries. They have responded that they are pleased to consider this alternative. We do expect to hear back in the near future, but no deadline was proposed or offered. If the panel should be placed within the park boundary, we request input from the Historic Preservation Commission on a most appropriate location, allowing possible restrictions which may arise, with regard to a Dig Permit. The panel should be kept as far from the poplar ("cottonwood" tree) as possible. The assumed large root zone of this tree may be as large as the tree's drip zone. OPTIONS: A. Is the Commission's fIrst choice to place the sign on Alaska Sealife property? B. Near the new wrought iron fence, facing west, so Alaska Sealife visitors would see it from the plaza. (View blocked if the fence height is raised.) C. In the middle of the park D. At the east side of the park, closer to the Depot. E. On a south border, near the blue, metal ADA sign posts. F. The Seward Register of Historic Plants & Trees was established by Seward City Council Ordinance No. 06-_ to increase public awareness of Seward's locally significant plants and trees. This program promotes community appreciation of natural and cultural resources, and encourages the preservation of these assets. In addition, the research and documentation that result from completing the local register application provides a valuable historic resource. Please note, there is nothing regulatory about being listed on the Seward Register of Historic Plants and Trees. Placement on the register does not place any restrictions or limitations on a property. Historic plants and trees are those individual and groups of plants that have been designated as significant on the basis of their importance to Seward's history. They need not be found within the Seward city limits, but must be located between Caines Head in Resurrection Bay and the head of Kenai Lake. Plants may be acknowledged due to their inclusion in a landscape, or association with a significant event or person. A noteworthy plant may be identified as a specimen, landmark, collection or commemorative. For a plant or tree to be considered for inclusion to the Seward Register of Historic Plants & Trees, it must satisfy at least one of the following criteria: A. The plant or tree is associated with events that have made a significant contribution to the broad pattern of Seward history. B. The plant or tree is associated with the life of a person or group of historic significance. C. The plant or tree represents a significant and distinguishable entity within a community or location. D. The plant or tree has age, size, or species significance that contributes to its heritage status. To nominate a tree or plant, complete the attached application form. The applicant need not be the owner of the property where the plant is located. Once the application has been submitted, it will be forwarded to the Resurrection Bay Historical Society for review and comments prior to being presented to the Seward Historic Preservation Commission. This year the Seward Historic Preservation Commission's Regular Meeting is scheduled for December 20, 2006. Historically, the Commission cancels their Regular Meeting in December. Seward City Code ~2.30.420 states, "(a) The commission will meet at least twice each year at a time and place to be designated by the commission." This section of the Seward City Code allows the commission to schedule (or reschedule) their meetings. RECOMMENDATION: If the Commission wishes to cancel the December meeting, the following motion may be used; "I move to cancel the December 20,2006 Regular Historic Preservation Meeting." This motion will require a second. If the Commission wishes to reschedule their December meeting, the following motion may be used; "I move to reschedule the Regular Historic Preservation Meeting from December 20, 2006 to ." This motion will require a second. If the Commission wishes to hold their Regular Historic Preservation Meeting on December 20, 2006, no motion is needed. It{ City of Seward, Alaska October 11, 2006 Historic Preservation Commission Minutes Volume 2, Page 27 Call to Order The October 11, 2006 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Chair Shannon Kovac. Opening Ceremony Commissioner Carpenter led the Pledge of Allegiance to the flag. Roll Call There were present: Chair Shannon Kovac presiding, and Greg Carpenter Shannon Huber (6:45 pm) Tom Swann Meredith Hershock Jolund Luther comprising a quorum of the Commission; and Scott Williams, Planner Christy Terry, Executive Liaison Absent were- None. City Administration Report Planner Scott Williams reported City staff were spending an extraordinary amount of time dealing with the flood event, Executive Liaison Christy Terry stated Linda Lasota was appointed to the Historic Preservation Commission at the last Council Meeting. Other Reports, Announcements & Presentations Tom Swann- update on the Friends of the Jesse Lee Home Swann noted the Friends of the Jesse Lee Home had collected about $36,000 of the $60,000 needed to begin the direction study for the Statewide Charter School at the Jesse Lee Home. He stated the grant application was submitted to the Rasmuson Foundation. Swann stated the application focused the use of the Jesse Lee Home as a Statewide Charter School which would have access to grants. He shared they would be using private funding to house students. Swann was encouraged by the forward momentum of the project. Approval of Agenda and Consent Agenda Motion (Swann/Carpenter) Approve the Agenda and Consent Agenda Swann added under New Business F., "Discussion of Project Assignments" Motion Passed As Amended Unanimous Consent Items approved on the Consent Agenda: August 9, 2006 Historic Preservation Regular Meeting Minutes, August 11, 2006 Historic Preservation Special Meeting Minutes, and September 27,2006 Historic Preservation Special Meeting Minutes. Public Hearing - None. Unfinished Business- Discuss Development of the Local Register of Historic Trees and Plants updates Kovac noted a work session was held in July to develop the Register Application Format. Executive Liaison Christy Terry stated these updates were included in the Historic Preservation Packet. In response to Luther, Kovac stated the Commission was in the process of defining 'Historic Trees and Plants' as well as the nomination format and developing an inventory. She further clarified that these trees and plants might be long term fixtures in the community or had historic significance because of who planted the vegetation. After discussion, by general consensus the Commission set a work session for October 26th at noon. New Business It City of Seward, Alaska October 11, 2006 Historic Preservation Commission Minutes Volume 2, Page 29 Resolution 2006-07, directing the Administration to place the Hoben Park Interpretive Panel. Terry noted the Administration had not yet received an answer from the Alaska SeaLife Center clarifying if they would allow the panel on their property. Swann advocated for placing the panel in a location to draw visitors into the park such as at the double pillars. Carpenter agreed but advocated for a location where there would be the most amount of visitors such as the SeaLife Center Plaza. Kovac had originally envisioned the sign on the South side of the park, but stated the panel could later become blocked by vegetation. Swann stated his first choice would be the plaza location set away from the fence. His second choice would be to the North on the West side of the entrance. Huber concurred with the discussion and emphasized her desire for the panel to be placed outside of the park. Luther suggested the panel, if placed in the park, could be in the south comer facing inward to entice visitors through the park. Williams stated this panel should not be placed on grass because turfwas not resilient enough to handle the foot traffic. He then suggested coupling the panel with a bench in such a way as to view the panel, park and the bay simultaneously. Carpenter supported placement of the panel outside of the park in the plaza area. He noted that historically visitors to Seward had disembarked along this route and this location would tie the present day visitors to Seward's past. Motion (Swann/HuberO Approve Resolution 2006-07 In response to Kovac, Williams noted the resolution did not discuss the instillation, but he agreed that the instillation should wait until other aspects of the park were settled. The Commission discussed the need to have further clarification on what would be allowed by the Alaska SeaLife Center and the need to have further clarification on what was physically located in Hoben Park and the immediate area. Motion (Carpenter/Swann) postpone Resolution 2006-07 until the next Regular Historic Preservation Meeting on November 15, 2006 lC6 City of Seward, Alaska October 1 J, 2006 Historic Preservation Commission Minutes Volume 2, Page 30 After further discussion, the Commission set a work session at Hoben Park for October 21,2006 at noon. Resolution 2006-08, requesting the City Administration to increase the height of the Hoben Park concrete retaining walls to an approximate height of 50 to 52 inches, and replace original or replica wrought iron fence commensurate with the authorized design criteria. Kovac noted this resolution was written by Parks and Recreation Director Karin Sturdy. Kovac noted there had been on-going discussion with the height safety of the height fencing. During these discussions an idea developed to raise the concrete wall to its original height and reinstall original pieces of the wrought iron. Luther questioned the methods that would be used for raising the concrete. He stated this could cost an immense amount of money_ Kovac understood there were no cost estimates; rather Administration was looking for approval from the Commission on the concept. Carpenter was surprised to see this resolution. He noted this was not one of the items discussed at the work session. Carpenter, after reading the resolution, had compared historic and current photographs noting the concrete wall height had been changed from its original height. Swann spoke in support of the resolution and stated it was a great solution to the problem. Finance Director Kris Erchinger gave an overview of the Commission's budget specific to the budget process. She explained some of the budget issues facing the Council. Erchinger noted this was the first year the budget was brought before the Commission. In response to Swann, Erchinger reassured the Commission that the money allocated to Hoben Park would remain in a separate designated fund. Carpenter noted the budget increases with the allocation of staff to the Commission's budget. Erchinger stated costs were being allocated because of Administration's desire to be as transparent as possible with how funds were being spent. Hershock noted she would be willing to work on the Historic Preservation Web site. Swann clarified each year Historic Preservation Week was held in May and the Commission generally facilitated an event during that time. He stated this year was the 80th Anniversary of the Alaska Flag and these items could be tied together. Swann stated that Alaska Flag Day was July 9. Kovac noted the Commission had completed a brochure with grant funds that listed all the locations to complete historic research. Swann noted that the Historic Preservation Commission also produced a Web site with those same grant funds. Kovac welcomed the two new Commissioners and Planner Scott Williams.
