BACKGROUND & JUSTIFICATION:
Council approved Resolution 2006-059, supporting the Historic Preservation Commission Project to
research and develop a local register of Historic Trees and Plants. The Local Register of Seward
Historic Trees and Plants will mirror the Seward Registry of Historic Places. At the Historic
Preservation Commission meeting of July 21,2006, the Commission set a work session to develop
criteria and procedures for the Registry of Historic Trees and Plants.
The work session was held on July 26, 2006 and updates were made to the application format.

A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION
COMMISSION, DIRECTING THE ADMINISTRA TION TO
PLACE THE HOBEN PARK INTERPRETIVE PANEL
WHEREAS, an interpretive panel describing Hoben Park has been fabricated and
is ready to be placed; and
WHEREAS, an appropriate location should be selected and not moved once
placed; and
WHEREAS, it is the intent of the overall Hoben Park project to restore the park
to its period of historic significance, approximately 1920s to 1940s, and it is appropriate
to carefully consider the placement ofthe interpretive panel.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA that:

spot the panel with the Alaska Sealife Center somewhere near the park.

Agenda Item: Hoben Park Interpretive Panel Placement
BACKGROUND & JUSTIFICATION:
The Seward Parks and Recreation Department has been involved with several projects to create and
install interpretive panels around our community. The latest creation is a historic depiction of Hoben
Park, detailing the history of Harry Hoben, the working waterfront, the railroads and the park itself.
The large wood frame (duplicates the interpretive frame found in Kawabe Park or First Lake Park)
has been constructed. The panel is available for placement. SPRD is ready to request a Digging
Permit and install the panel with input on the appropriate location in light of the plan for the park.
We have asked the Alaska Sealife Center to consider placing the panel at or near Hoben Park, but not
actually within the park boundaries. They have responded that they are pleased to consider this
alternative. We do expect to hear back in the near future, but no deadline was proposed or offered. If
the panel should be placed within the park boundary, we request input from the Historic Preservation
Commission on a most appropriate location, allowing possible restrictions which may arise, with
regard to a Dig Permit. The panel should be kept as far from the poplar ("cottonwood" tree) as
possible. The assumed large root zone of this tree may be as large as the tree's drip zone.
OPTIONS:
A. Is the Commission's first choice to place the sign on Alaska Sealife property?
B. Near the new wrought iron fence, facing west, so Alaska Sealife visitors would see it from
the plaza. (View blocked if the fence height is raised.)
C. In the middle of the park
D. At the east side of the park, closer to the Depot.
E. On a south border, near the blue, metal ADA sign posts.
F. Other (?)
INTENT:
It is the intent of this project to restore the park to its period of historic significance, approximately
1920s to 1940s.

A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION
COMMISSION, REQUESTING THE CITY ADMINISTRATION
TO INCREASE THE HEIGHT OF THE HOBEN PARK
CONCRETE RETAINING WALLS TO AN APPROXIMATE
HEIGHT OF 50 TO 52 INCHES, AND REPLACE ORIGINAL OR
REPLICA WROUGHT IRON FENCE COMMENSURATE WITH
THE AUTHORIZED DESIGN CRITERIA
WHEREAS, it is the intent of this project to restore the park to its period of
historic significance, approximately 1920s to I 940s, and it is appropriate to carefully
consider the design criteria of the replacement wrought iron fence; and
WHEREAS, the new retaining wall inside Hoben Park was dramatically reduced
in size, causing issues which must now be dealt with; and
WHEREAS, the suggested new Hoben Park fencing shall retain the distinctive
characteristics of type, period, method of construction, and location of the original iron
fencing installed in the 1930s. It shall: A. retain the original fence design elements using
the physical evidence as a model; meet current building and safety codes; duplicate the
original fence height, in relation to the height of the caps of the concrete posts, or pulpits;
be constructed of like materials; be built using a similar method of construction; be
painted or not with colors appropriate to the historic park's period of significance, 1922-
1944; and
WHEREAS, rebuilding the concrete wall to a sub-total height of approximately
32 to 36 inches will allow the wrought iron fence original height of 18 inches to be used,
still providing a safe height, pleasing aesthetics and historic accuracy.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA that:
Section 1. The Historic Preservation requests the concrete retaining wall be
added for a height of32 to 36 inches.

Agenda Item: Hoben Park Wrought Iron Fence Criteria
BACKGROUND & JUSTIFICATION:
In light of Council direction with regard to Hoben Park restoration priorities, recent grant
applications and the recent nomination of the park to that National Registry of Historic Places, it is
appropriate to carefully consider the design criteria of the replacement wrought iron fence.
The fence was removed around 1998 when Railway Avenue was raised and moved and Hoben Park
was subsequently reduced in size. The new retaining wall inside Hoben Park was dramatically
reduced in size, causing issues which must now be dealt with.
Viewing the historic photos of Hoben Park, we see that the original concrete wall was significantly
taller than the short wall of today. It was probably two to three feet high. Thus, when the 18 inch
wrought iron fence was placed on top of the wall, it would have been a safe height of approximately
50 to 52 inches in height.
Wrought Iron Fence Criteria:
The suggested new Hoben Park fencing shall retain the distinctive characteristics of type, period,
method of construction, and location of the original iron fencing installed in the 1930s. It shall:
A. retain the original fence design elements using the physical evidence as a model
B. meet current building and safety codes
C. duplicate the original fence height, in relation to the height of the caps of the concrete
posts, or pulpits
D. be constructed of like materials
E. be built using a similar method of construction
F. be painted or not with colors appropriate to the historic park's period of significance,
1922-1944
FACTS:
* The current concrete cornerstone "pulpit" is 28 inches from the sidewalk to the top.
* The current "curb" (the outside of the retaining wall) height on the north wall is six (6) inches from
the sidewalk to the top of the curb.
* The height of the cap on the pulpit is five and one-half(5~) inches tall.

* The "curb" or outside retaining wall height on the west wall is eight (8) inches.
* The iron portion of the wrought iron fence is 16 inches. Allowing two inches for a toe kick
increases the overall fence height to 18 inches.
* The west wall has either dropped or more likely, fill has been added around both sides of the
retaining wall, thus reducing the appearance of the height of the wall.
ASSUMPTIONS:
* If the "curb" of the west wall was/is eight inches, an approximation from historic photos might be
of a retaining wall of approximately 33 to 36 inches, or three feet.
* 32 to 36 inches of wall plus 18 inches of wrought iron equals 50 to 52 inches or 4 feet 2 or 4 inches
for the total height.
Ifwe replaced old or replica wrought fence on the short wall, the most significant problem would be
accident hazard. A two-foot high fence is unexpected by visitors and could cause too much damage
with the pointed tips of the fence and the short fall to the park turf. In addition to safety, the short
fence would not accurately reflect the look and feel of the park in the 20's and 30's.
OPTIONS:
A. Rebuild the concrete wall to a sub-total height of approximately 32 to 36 inches. This will
allow the wrought iron fence original height of 18 inches to be used.
B. Increase the height of the wrought iron to approximately 32 to 36 inches. This would bring
the total "wall + fence" height to a more historical reference of 50 to 52inches.
C. Leave the wall height as is at six inches, add the wrought iron fence at 18 inches for a lower,
overall height of approximately 24 inches or two feet. This option is not recommended as it
does not meet historic references and raises real safety concerns.
D. Other (?)
INTENT:
It is the intent of this project to restore the park to its period of historic significance, approximately
1920s to 1940s.

Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council
Rules of Procedures.

Training

City Attorney Cheryl Brooking and Attorney Michael Gatti will be coming to Seward to present
training to staff titled: Plat, Subdivision and Land Use Law in Alaska. The training is currently
scheduled for October 24th from 9:00 am to 11 :30 am, then continuing from 1 :30 pm to 4:00 pm.
The last half hour of each session will be reserved for questions and each session will contain
unique information. Training highlights include (but are not limited to): the platting and
planning process, current Alaska law requirements for local governments regarding platting and
planning, zoning and related issues including sign code and free speech, and identifying when
platting is required and who is responsible. Planner Scott Williams has suggested the City
Attorney also include information on HistoricallDesign Review Standards or Developmental
Design Standards.
This is an administrative training and will not be open to the public. The Historic Preservation
Commission is invited to appoint one Commissioner to attend.
If there is interest, discuss and appoint (via Motion) one Commissioner to attend the Land Use
Law Training to be held on October 24,2006.

Call to Order
The August 9, 2006 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:37 p.m. by Chair Shannon Kovac.
Opening Ceremony
Commissioner Carpenter led the Pledge of Allegiance to the flag.

Acting Planner Donna Glenz reported on the following business items:
. Planner Scott Williams will start on Monday.
. One application was received for the Historic Preservation Commission.
. Valerie Park was thanked for her service on the Commission.
Assistant City Manager Kirsten Vesel reported the SeaLife Center Board dedicated funds
to Hoben Park restoration. She clarified the Commission would be involved with the restoration of
the park, future grant opportunities and SHPO requirements to insure the park remained on the
National Register of Historic Places.
Kovac wanted to insure the Commission remained involved with all aspects of the project.
She noted the Historic Preservation Commission specialized in history and had the resources to
correctly rehabilitate the park.

Carpenter advocated Commission approval of the design.
Swann concurred and also noted SHPO approval was needed.
Kovac was afraid a fountain would be chosen without Commission approval on the final
design.
Vesel stated the Commission would have control on design recommendations and obtaining
SHPO approval. Vesel clarified the City's desire for Hoben Park to remain on the National Registry
and stressed communication as the important factor for all the parties working together.
Kovac and Vesel both stated they were looking forward to a Work Session on Hoben Park
and wanted to invite the SeaLife Center. Vesel stated that Parks and Recreation Director Karin
Sturdy would be available for the work session.
Other Reports, Announcements & Presentations
Tom Swann - update on Friends of the Jesse Lee Home activities
Swann gave an overview ofthe visit by Friends ofthe Jesse Lee Home to Seward. Swann
reported Outward Bound was showing some interest in partnering. The project took a major step
forward when various Native Corporations volunteered to contribute matching funds to hire a grant
coordinator prior to obtaining the grant.
Vesel stated the City of Seward had also agreed to donate, as part of the grant matching
funds, for the contract position.
Tom Swann - update on Alaska Flag Day, July 2007-
Swann did not have a current update.

Public Hearing - None
Unfinished Business -
Discussion of the World War II bunkers and Quonset Huts site visit in preparation for
nomination to the Seward Register of Historic Places.
Kovac stated a group of Commissioner's had attended Saturday's great tour with Carol
Griswold.
Huber directed the Commission to her laydown of maps showing the GPS locations of the
bunkers and Quonset Huts.
Kovac noted the Commission also visited the water intake building on Lowell Creek.
Carpenter stated the tour was very interesting and Griswold provided valuable information.
Carpenter wanted to explore adding the sites to the registry for their significant historical value.
Huber was excited about the water intake building and had done some research with the State
Registry. She noted the site was in the process of obtaining a State Registry site number this was a
definite possibility because the Lowell Creek Tunnel further down stream was already part of the
Registry.
Carpenter and Huber volunteered to complete applications on these sites for the Seward
Register of Historic Places.
Swann suggested historic information could be solicited by using the Seward Phoenix LOG
or the scanner channel.
Huber shared that Lee Poleske had photos of the water intake building.
Discuss and set Work Session for the Development of the Local Register of Historic Trees and
Plants updates.
Kovac noted the Commission was holding a Work Session on September 6, 2006 for the
2007 CLG Grant application.
Carpenter favored scheduling a Work Session some date after the September 13, 2006
Regular Meeting.

proclamation used for previous years.

Amend proclamation to read as follows:
WHEREAS, on August 28, 1903, eighty-three men, women, and children, arrived at
Resurrection Bay on the steamer, the Santa Ana; and
WHEREAS, aboard this steamer were two brothers, John and Frank Ballaine, who arrived
on the Lowell Homestead; and
WHEREAS, the Ballaine brothers envisioned a railroad to the interior of Alaska with a
coastal headquarters; and
WHEREAS, the settlers cleared the town-site, erected buildings, and began the construction
of the Alaska Central Railroad, later to become the Alaska Railroad; and
WHEREAS, in March, 1903, John Ballaine bestowed upon the new town to be, the name
Seward, in honor of William H. Seward, President Lincoln's Secretary of State; and
and
WHEREAS, the landing date of August 28, 1903 is remembered as Seward's Founders' Day;
WHEREAS, the Historic Preservation Commission provides this proclamation to Council in
preparation for Founder's Day and in keeping with the Commissions on-going effort to work toward

Discussion of Historic Preservation Items on the August 14,2006 Council Meeting.
Kovac asked someone to attend this meeting to present Hoben Park Panel, accept the
Founder's Day Proclamation and to speak in support of the Hoben Park Grant Agreement.
Swann stated he was willing to attend and asked other Commissioners to provide him with
their comments.
Kovac asked Swann to talk about Hoben Park's placement on the National Register.
Swann and Kovac discussed thanking the parties involved including; Community
Development, Historic Preservation, Parks and Recreation, Donna Glenz and SHPO.
Discuss Metco Inc.'s application to the Department of the Interior for material extraction
from Lowell Creek.
Kovac expressed concerns that the site map wasn't specific in their application. She felt the
water intake building was off the excavation site, but associated materials were not. Kovac
advocated documentation of the pipes prior to them being disturbed.
Commission discussed possible dates for a Special Meeting to comment on Metco' s
application.

Steve Schafer, 2511 Dimond Ave, testified to the importance of material extraction in
mitigating damage to the diversion tunnel.
Christina Stauffer, 213 Lowell Canyon Road, testified against the material extraction. She
stated there were no large boulders for extraction and the contractor caused damage to vegetation and
bank integrity in the past.

Terry directed the Commission's attention to the laydown provided by Public Works Director
WC Casey, emaillaydown from David Dieckgraeff, emaillaydown from Gary Williams and the
letter to the Division of Mining, Land and Water drafted by Chair Kovac.

Kovac spoke in support of the draft letter and noted the piping on the site had not yet been
documented by the State.
Commission discussed and concurred with the importance of documenting the historical

stating there were not historic resources on the site. Commission discussed the importance of
mitigation.

Planner Scott Williams directed the Commissions attention to the packets. He noted there
was money budgeted to provide the matching grant funds for this project. Williams reviewed the
park project priorities and current Hoben Park Fence project and grant obligation.
Swann proposed the matching funds for this grant include the funds donated by the SeaLife
Center.
In response to Swann, Williams noted the SeaLife Center's donation were federal funds and
could not be used as a match, but in response to Carpenter stated these funds could be used for other
aspects of Hoben Park.
Swann advocated moving forward with spending the Hoben Park funds to insure they were
available.
Carpenter supported this project and felt it qualified for the 5010 Historic Preservation Fund
Grant Program under the Department of natural Resources priorities.
Luther concurred with Carpenter.
