Dear Ms. Bittner:
The City of Seward requests your concurrence and assistance in placing Hoben Park on the
National Register of Historic Places. Since the inception ofthe local ad-hoc committee in 1995
concerning the Seward-named 'Historic Gateway District' in which the park lies, the City's
commitment has been to: A. obtaining such a prestigious honor; and B. returning the park to a
condition reflecting of its historic value to our community. The catch phrase we agreed to was
"simple elegance" for Hoben Park. The most recent indicia of commitment to our on-going
efforts were in the form of Seward City Council Resolutions 2003-85 and 2005-95 supporting
the restoration.
With assistance of grant funds, we plan to move ahead with the next two large projects, replacing
the historic wrought-iron fencing and the fountain. Attached please find samples of suggested
replacements.
Once eligibility is confirmed by your office, volunteers of our enthusiastic Historic Preservation
Commission stand at the ready to file the application.
With regard to the comments of the Alaska Historical Commission on November 18,2005, one
can see by the proposed fence sketches that the character defining element of the original fence
will be incorporated. With regard to the other historic elements, the fountain choice, was as close
to the original as we could find, and we feel very comfortable with the selection for because of
its similarity. Beyond that, the flower planters, benches and birdhouses are planned to be selected
based on their representation of historic Hoben Park.
The Charles Mobley 1994 report identifies non-contributing items since Hoben Park's period of
significance which could be reversed. The removal of these items (the lditarod Trail signs; the
Iditarod Trail dogsled and pedestal and the basketball court) has been accomplished as part ofthe
City's effort to restore the park. (The Iditarod Trail pieces are now appropriately back in Iditarod
Park just to the east of the Railway Depot. The basketball court is at the Teen & Youth Center's
new location since the Mobley report, at Third Avenue and Jefferson Street.)

The interested players were understandably excited about Mr. Mobley's final sentence on Hoben
Park when the report frrst came to light. "If confIrmed as such, (eligible to the National Register
of Historic places) it will be Alaska's first designed landscape to be entered on the National
Register." Although we may seem to be moving somewhat slowly, we are moving toward such a
prestigious designation.

ultimate preservation of our wonderful, historic Hoben Park. Ifwe can provide further

A RESOLUTION RECOMMENDING CITY COUNCIL AUTHORIZATION TO
SUBMIT TO THE STATE OF ALASKA, DEPARTMENT OF NATURAL
RESOURCES, AN APPLICATION FOR A mSTORIC PRESERVATION FUND
GRANT FY06 FORA TOTALAMOUNT OF THIRTY THREE THOUSAND
DOLLARS (533,000.00) IN ORDER TO CONTINUE THE RESTORATION OF
HISTORIC HOBEN PARK
WHEREAS, pursuant to the National Park Service Historic Preservation Act of
1966, certain federal share matching grants for historic preservation projects are available
to certified local governments such as the City of Seward; and
WHEREAS, the City of Seward is in the process of restoring the historic Hoben
Park, in accordance with the historic restoration plan approved by Council Resolution
2003-85; and
WHEREAS, the Seward Historic Preservation Commission passed a motion of
.... support at the August 24,2005 meeting and proposed that the City apply for a grant to
assist with the historic reconstruction of Hoben Park; and
WHEREAS, historic lamp posts are currently being installed as the first phase of
this plan; and
WHEREAS, additional grant funds are being sought to complement the purchase
and installation of the other components of the restoration plan, particularly the wrought
iron fence and the fountain; and
WHEREAS, the total project cost is estimated at Thirty Three Thousand Dollars
($33,000.00) with a federal share of Nineteen Thousand Eight Hundred Dollars
($19,800.00) and a local match of Thirteen Thousand Two Hundred (513,200.00) The
City's match for this project will be provided by funds which have already been
dedicated to the Parks & Recreation Department for the reconstruction; and
WHEREAS, continuing to restore the historic Hoben Park benefits the visitor
industry and the quality of life for the residents of the City of Seward.

A RESOLUTION OF THE CITY COUNCIL OF .SEWARD,
ALASKA, ESTABLISHING DESIGN PRIORITIES FOR BOBEN
pARK .
WHEREAS, Hoben Park is a cultunilly and histor:ically significant property; and
WHEREAS, between the 1920's and the 1940's Hoben. Park had a distinctive
landscape with a functional water fountain, wrought iron fence, a level grass lawn,
several concrete pedestal planters, historic lampposts and -some bird houses; and
WHEREAS, many of the previous amenities need to be restored" to reestablish
the integrity of the visual aesthetics of the original historic landscape; and
WHEREAS, the Park now has a beautiful poplar tree as its centerpiece which
needs to be preserved; and
WHEREAS, the priorities for restoration shall start -with" installation of the
historic lamp posts, replacing the fountain and restoring the original fountain basin and
pedestal, installing historically accurate replica fencing of a safe height along the North
and West side, reconstruction of the historic concrete planters; flower gardens (where
appropriate) using Alaskan flora, benches (where appropriate) and bird houses, as
funding becomes available; .and
WHEREAS, the restoration" of Hoben Park to the sim.pleand' elegant design it
had during its period of historic significance win emphasize Seward's appreciation of
local history and natural beauty.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
~ CITY OF SEWARD, ALASKA, that:
Section 1. The City Council finds that it is in the best ~tere$ of the City
_ of Seward to preserve the integrity of the poplar tree and restore the
amenities of Hoben Parle as it was during the parle's period of historic
significance, the 1920's to the 1940's.
Section 2. This resolution shall take effect immediately upon its adoption.

Discussion regarding the creation of a register
of significant local trees and plants
BACKGROUND & JUSTIFICATION:
In the fall of 2005, Carol Griswold, a private citizen suggested the Commission discuss the
formation of a Seward Heritage Tree and Shrub Program. She presented information regarding
many of the significant trees and shrubs in the Seward area.
The Commission scheduled a work session for January 4; 2006; however many of the
Commissioners were unable to attend. Those who were available choose to bring the request
back before the Commission at the January 11, 2006 regular meeting.
At the January meeting Commissioner Swann requested the item be moved forward to the
February meeting when more Commissioners were expected to be available to discuss the
project.
It is perceived by staff that the formation of this register would identify historic and significant
trees, shrubs and flowers growing in Seward and the surrounding area; much as the Seward
Historic Inventory recognizes historic and significant structures and sites. Species, location,
history and association with historic personalities would be recorded with the ultimate goal of
education and preservation.
RECOMMENDATION:
Commission makes a decision if the creation of a register of significant local trees and plants is a
project the Commission chooses to develop and work on. If the Commission chooses to move
forward with this project, a work session date and time could be set and Commissioners who
want to volunteer for the project could be identified.

Seward Heritage Tree Program

The Seward Heritage Tree program is proposed to preserve and recognize the significant
trees and shrubs in our community, and to help increase public awareness about the
important contribution of trees to Seward's history and heritage.
The goals of the Seward Heritage Tree Program are to recognize and designate individual
heritage trees and shrubs, or groves oftrees with area significance; to educate about the
value of the history of these trees and shrubs; to promote appreciation of the trees and
shrubs; and to retain and protect these trees and shrubs as part of our area's heritage.
Category definitions:
Specimen: A tree or shrub of exceptional size, form, or unusual or rare.
Historic: A tree or shrub recognized by virtue of its age, its association with or
contribution to a historic structure or district, or its association with a noted person or
historic event.
Landmark: Trees or shrubs that are landmarks of a conununity.
Collection: Trees or shrubs in a notable grove, avenue, or other planting.
Each Heritage Tree or Shrub would be identified by a plaque and the owners would be
given a certificate of appreciation dedicated to their tree(s) or shrub(s). Owners may
choose to place a deed restriction on their property to provide for future plant protection.

BACKGROUND & mSTIFICA TION:
The Kenai Fjords Yacht Club has submitted a request of support for the concept of a
Mariners Memorial for the Seward Small Boat Harbor. This has been an ongoing project for several
years.
Numerous civic and social organizations throughout the community support the Mariners
Memorial. Letters of support, including the Port and Commerce Advisory Board, Resolution 2004-
07 are included in the packet for your review.
A Mariner's Memorial Fund has been established at the First National Bank. Local
organizations and individuals will continue to pursue additional donations and grants to fund the
design, construction and maintenance of the Mariner's Memorial.
RECOMMENDATION:
Commission approve Resolution 2006-01, supporting the concept of the Mariners Memorial for the
Seward Small Boat Harbor.

A RESOLUTION OF THE SEWARD mSTORIC PRESERVATION
COMMISSION, SUPPORTING THE CONCEPT OF THE MARINERS
MEMORIALFORTHESEWARDS~LBOATHARBOR
WHEREAS, the first ship built in Alaska is believed to have been built in the Resurrection
Bay area; and
WHEREAS, the historic settlers of Resurrection Bay all arrived by boat; and
WHEREAS, the first American pioneer settlers of Seward arrived by steamship; and
WHEREAS, Seward's history and economy has continued to be directly influenced by its
position as an ice-free seaport in south central Alaska; and
WHEREAS, Seward does not have a memorial honoring those who have risked hazardous
sea voyages in the course of building our community and others who lost their lives in our local
waters; and
WHEREAS, the fishing industry has been a main stay of the community for more than a
century; and
WHEREAS, memorial plaques commemorating local mariners currently do not have a
dedicated memorial for display; and
WHEREAS, Seward needs a good venue for its annual Blessing of the Fleet and other
marine-oriented ceremonies, and
WHEREAS, a Mariners Memorial will serve as a monument to our maritime history; and
WHEREAS, the Kenai Fjords Yacht Club donated $1000 (one thousand dollars) in March
2004 to start a Mariners' Memorial Fund through the 2003 Seward Centennial non-profit account;
and
WHEREAS, local organizations and individuals will pursue additional donations and grants
to fund the design, construction, and maintenance of a mariners' memorial;

MARINER'S MEMORIAL
a proposal
This is a proposal to the City of Seward to further the case for the construction of
a Mariner's Memorial for the people of Seward to honor those lost at sea.
There has long been a need in Seward for a separate place to honor the mariner's
who have lost their lives at sea. A place where the annual Blessing of the Fleet
can accommodate the growing crowds wishing to participate in the ceremony.
Without a sacred space for the living to honor their dead, plaques have appeared
around the docks on the harbor. A plaque to a lost mariner has even appeared on
the memorial to those lost in the earthquake, for lack of an appropriate space.
The City of Seward Port and Commerce Advisory Board, Passed Resolution
2004-07, September 1 st, 2004, urging the City of Seward to designate a portion
of the new south harbor uplands addition for the location of the Mariner's
Memorial and in the conceptual plans for the new fill area, a space has been
suggested for a memorial site.
The Kenai Fjords Yacht Club has been instrumental in shepherding this cause.
Nina Daley as past Commodore and with the support of the Club saw the Port and
Commerce Committee resolution to completion. Now, as the new Commodore, I
(Sue Kaanta) have been asked by Harbormaster Scott Ransom to continue with
this project.
During the Harbor Opening Day weekend, 2005 we offered a display of ideas for
a memorial that had been sent to the Kenai Fjords Yacht Club for consideration.
There was a voting box alongside the display. The final tally showed a preference
for a simple, elegant design suggested by one of our local mariners. It is this
suggestion that we will be using to further our efforts towards making the
Mariner's Memorial a reality. This memorial would be as maintenance free as
possible. The winning selection is the first stage in the construction of a ship. It
is the length of wood (could be represented by a bent I beam) that rises to the
bowsprit. This keel would be embedded in a rectangular base of cement that
would ballast the rise. At the top of the bowsprit would hang a bell. The ringer
could be removed and supplied for scheduled ceremonies. This structure would
be surrounded by a fence in the shape of a prow embracing the decked area that

supports the bowsprit. The fence would hold the memorial plaques. Benches
would be spaced around looking out to sea, encouraging quiet contemplation.
A lovely place to create just the meditative atmosphere would be the southeastern
point of the fill area. Although the design proposed would take up roughly a 30 x
30 space, we feel the eventual expansion of the Memorial as the honorees grow,
will necessitate 100 feet to each side of the small point. Accessibility is a
consideration, parking nearby and wheel chair access for visitors. Benches will be
available for quiet contemplation, and possibly a wind break for comfort. An
indication of the space to be used in comparison the the overall land available is
attached along with a rendition of the proposed memorial.
A Mariner's Memorial Fund has been established at 1st National Bank. It is under
the non-profit umbrella of the 2003 Seward Centennial. As the land becomes
available and the City moves forward with their plans, this fund will grow to the
point a committee will be formed to decide on the construction and maintenance
of the memorial as well as oversee the ordering and placement of the memorial
plaques. Suggestions for this committee would be a representative from the
commercial fishing community, one member from each of the two yacht clubs in
Seward and a representative from the Harbormaster's office and perhaps an altar
seat given to an interested member of the community. This committee would
determine the maintenance of the fund and the Memorial through the charges for
plaques to be displayed within the memorial area.
As this is City property we are talking about, we envision the Harbor crew on
their way to survey the new docks would keep an eye on any maintenance that
needs to be drawn to the attention of the Memorial Committee.
The time-line for this project will be determined when the Corps of Engineers
transfers this land to the City of Seward. When the land has been secured and the
City of Seward has allocated the land for the Memorial, with the funding in place,
it is estimated that the structure could be built within three months.

A RESOLUTION OF THE PORT AND COMMERCE ADVISORY BOARD
OF THE CITY OF SEWARD, ALASKA, SUPPORTING THE DESIGNATION
OF A PORTION OF THE NEW SOUTH HARBOR UPLANDS ADDITION AS
THE SITE FOR A MARINERS' MEMORIAL
WHEREAS, Seward's history and economy are tied to its position as a seaport; and
WHEREAS, Seward has no memorial representing the many locals who dedicated their lives
to service at sea, and others who lost their lives in our local waters; and
WHEREAS, survivors of local mariners have had memorial plaques made but have no
where designated to display them; and
WHEREAS, Seward has no good venue for its annual Blessing of the Fleet and other
marine-oriented ceremonies; and
WHEREAS, a mariners' memorial could also serve as a reminder of our maritime history
and the importance of safe boating practices; and
WHEREAS, the local Kenai Fjords Yacht Club donated $1000 (one-thousand dollars) in
March 2004 to start a Mariner' Memorial Fund through the 2003 Seward Centennial non-profit
account; and .
WHEREAS, other donations and grants would be sought by local residents and
organizations to fund the design, construction, and maintenance of the mariner's memorial.
NOW, THEREFORE, BE IT RESOLVED BY THE PORT AND COMMERCE
ADVISORY BOARD OF THE CITY OF SEWARD, ALASKA, THAT:
Section 1. The Port and Commerce Advisory Board supports designating a portion of the
new south harbor uplands addition for the location of a mariners' memorial.
Section 2. The mariners' memorial would be funded by the Mariners' Memorial Fund.
Section 3. Other donations and grants would be sought to fund the design, construction, and
maintenance of the mariners' memorial.
Section 4. This resolution shall take affect immediately upon its adoption.

As members of the maritime community in Seward, and who make a living on the ocean
commercial fishing, I find it very appropriate for Seward to have some land designated
for the placement of a Mariners Memorial. Seward h3.s a history of being a port town,
and much of its socio-economics revolves around activities in the harbor and port.
I fully support the efforts by the Kenai Fjords Yacht Club in working to secure land for
this proposed memorial, and encourage the City to allow space for such. May this
correspondence be accepted as an expression of encouragement and support in taking the

This letter IS to offer the support of the Harbor Business Association toward the
construction of a Mariner's Memorial for Seward. We feel there has long been a need for
one specific location for the seafarer's memorials that are appearing here and there
around the harbor.

We would like to specifically support the proposed location for the Memorial on'the
southeast comer of the Harbor fill area bordering the south harbor breakwater. This
seems the logical space for a Memorial, offering an unobstructed view, ease of parking,
and enough distance from the bustle of the inner harbor to provide space for
contemplation.

visit Seward.

writing to support and assist in any way. For many years there have been requests
for a place where family members could display an item or plaque in memory of a
loved one. There have also been requests for a site where services for the Blessing
of the Fleet could be held. Also, we all know of moments in our lives when we
seek a place for quiet reflection on the beach. A Mariner's Memorial located at a
site on the new fill area would be used and appreciated by all mariners.

The Seward Charter Boat Association would like to endorse the Seward Mariner's
Memorial which is being proposed by the Kenai Fjords Yacht Club. Members of the
SCBA agree that there has long been a need to create a facility which would honor the
mariner's and members of our community who have been lost at sea.
The SCBA encourages the Seward City Council to expand on Resolution 2004-07 and
acquire the necessary permits to establish and maintain the Memorial as proposed by the
Kenai Fjords Yacht Club. The placement of the memorial is best suited on the newly
developed breakwater as it will provide a scenic and sincere place to reflect upon those
we have lost.

BACKGROUND & JUSTIFICATION:
At the recommendation of the Commission the City Council established an annual Seward Historic
Preservation Award. The purpose of the award is to recognize local preservation efforts and
encourage community understanding and appreciation of Seward's history. Anyone who has
contributed towards local historic preservation is eligible for the award. Award recipients are
recognized with a city proclamation and their name engraved on a plaque that is located in City Hall.
In the past, recipients have been recognized by the City Council in March around Seward's Day,
and/or in May during National Historic Preservation Week/Month.
The procedures to nominate an individual for the award were established by Historic Preservation
Resolution 95-09. Commissioners need to submit their completed nomination forms to staffw-hich
will then be included in the packet for Commission review and selection at the public meeting.
Discussions by the Commission in the past several years have supported the Annual Award be
presented to only one recipient per year.

he and the City staffhad been working with planned to resume meetings at the end of January. He

Item 1. Formation of a Register of the local Historic Trees and Plants. Kovac noted at
the November meeting the Commission had scheduled a work session for January 4, 2006 for this
topic. She stated that only two Commissioners had attended the work session and the decision had
been to postpone any work until others of the Commission were available. She suggested
rescheduling the work session. Kovac noted she had some information to work from.
Swann requested the item be brought forward to the next meeting for discussion when more
of the Commission was available. Kovac noted she had placed the information she had on a disc for
any of the Commissioners.
Item 2. Hoben Park - National Historic Register application and Historic Preservation
Fund Grant FY -06.
Kovac noted the grant was conditional upon Hoben Park being eligible for the National
Historic Register, if the proposed fencing was to be a replica of the historic fencing and what the
current plan was for the rest of the park. She stated a meeting had been scheduled with the City
Manager and Parks and Recreation Director for January 12,2006 to discuss future of Hoben Park
and the concerns of the State Preservation Officer towards the Historic Preservation Fund Grant.

Kovac stated she had been working on updating the spread sheet information on ownership.
She requested assistance with updating the other information such as physically checking on the
structure, noting if there had been any changes or if the structure had been destroyed, possibly
photographing and adding any structures that were currently 50 or more years old.
Carpenter volunteered to assist with updating the inventory.
Kovac stated she was researching the possibilities of developing an inventory that included
photos of the structures and possibly working the information into the website in the future.
Item 4. - Website Maintenance
Kovac had noticed that several items on the Website needed updating and continued work.
She explained the computer MIS department for the City was able to update and change the web site
but needed the information provided. It was noted that Mike Meeks of the MIS department had
requested that the Commission appoint one person to work with these changes and when the changes
or corrections were ready provide them to the MIS manager.
Rowell volunteered to work on updates for the Website and to work with staffin making sure
these updates where completed.
Kovac stated she planned to contact the three commissioners excused from the meeting and
discuss what projects they were interested in working on.

Kirsten Vesel, Assistant City Manager, thanked the Commission for their dedication. She
supported the ongoing projects the Commissioners were working on. She stated that a couple
members of Council had expressed an interest in developing historical ordinances for the City. She
stated that currently there were no official requests of the Commission but it mIght be something for
the future.

Call to order. Lt. Governor Loren Leman called the fall 2005 meeting of the Alaska Historical
Commission to order at 9:00 a.m., Friday, November 18, 2005, at the Robert B. Atwood
Building, 550 West 7th Ave., Suite 1860, Anchorage, Alaska. A quorum was present. Lt.
Governor Leman welcomed new member David Moore and asked him to introduce himself, then
asked the others present to introduce themselves.. Lt. Governor Leman introduced Tracy
Crotteau, a member of his staff, who will be taking photographs. He noted Whitney Brewster,
his liaison to the commission, is now head of the Division of Elections. Members asked Lt.
Governor Leman to congratulate Whitney on her new position and thank her for her work on
behalf of the commission.
Adoption of agenda. The agenda was reviewed and adopted.
Minutes of August 22,2005, meeting. Patricia Roppel moved to approve the August 22, 2005,
minutes. Chuck Diters seconded the motion; passed unanimously.
Election of vice-chair. Commission members typically elect a vice-chair at their first meeting of
a calendar year, but because the individual elected for2005 is no longer on the commission
members were asked to elect someone for the remainder of 2005 who also will serve for 2006.
Judy Bittner moved Patricia Roppel be elected vice-chair through 2006. Romer Derr seconded
the motion; passed unanimously.
Jerry Lewanski, Director, Alaska State Parks. Jerry Lewanski became director of Alaska State
Parks in August. The Office of History and Archaeology is part of the division. Prior to
becoming director, Jerry was Chugach State Park superintendent. He noted that he has worked
with Judy Bittner for many years and acknowledged the importance of historic preservation for
Alaska. He said Wickersham House, a state historic site in Juneau, is a priority project for
Alaska State Parks this year. He said the building needs and will be getting some repair work
done on it. He is going to meet with representatives of the cruise industry to discuss possible
uses for the house and to ask for their support of rehabilitation work and interpretation. Romer
Derr said he is familiar with the house and offered to help Jerry and Judy.

Ai Lt. Governor Leman said several individuals had recently met with him about preserving the

'V ibuildings at the Jesse Lee Home. Judy said she continues to promote preservation of the
I buildings, and noted the current emphasis in the state on education might provide an opportunity.
Alaska Governor's Mansion Foundation. Romer Derr, the Alaska Historical Commission's
representative on the foundation board, reported on the last board meeting. The videoproduction
KTOO is preparing on the house featuring all of the state's First Ladies is expected to be
completed by the first of the year and available for sale shortly after. Carrs/Safeway will be
selling the first Christmas ornaments. A second ornament is being manufactured and Romer
hopes it will be available before the holiday. Board members are planning to recruit and train
volunteers to give tours of the first floor of the house next summer. The building was painted
and window leaks fixed last summer. The foundation's top priority is to restore the columns on
the south side of the building.
Candy Waugaman joined the meeting.
Public comment. Dave Hopper and Kris Abshire, representing Alaskans for Palmer Hay Flats,
asked the members of the Alaska Historical Commission to explain the rejection of their
application to name a water body in the Palmer Hay Flats State Game Refuge and to ask
commission members to reconsider their decision. They showed a photograph to explain why
they proposed the name Reflection Lake. They talked about their groups' efforts to make what
had been known as a "Rambo rest stop" an appealing and inviting place. Commission members
said they had questioned whether or not the body of water was a lake, there had been no
indication of support from the refuge manager, and noted an Internet search found references to
Reflection Lake-although not recognized as official geographic names by the USGS-in the
Anchorage area and feared name duplication and confusion. After discussion, Candy Waugaman
proposed adding an "s" to reflection as appropriate because of the view and because it is a place
where one can go to think. The proposers agreed to Reflections Lake. Patricia Roppel moved
the commission reconsider the proposal to name Reflection Lake as Reflections Lake. Emily
DeForest second the motion; passed unanimously. Candy Waugaman amended her motion made
at the August 22,2005 meeting to approve the proposed name Reflections Lake. Romer Derr
who seconded the motion at the August meeting agreed to the amendment; passed unanimously.
Theresa Obermeyer addressed commission members. She wanted them, particularly Lt.
Governor Leman, to know she has been denied access to Alaska Permanent Fund documents that
she believes are public records. Lt. Governor Leman asked her if she had comments to make on
programs of specific concern to the Alaska Historical Commission.
Thomas Obermeyer said the Alaska Bar Association has not always been objective over the issue
of reciprocity for admitting people to practice law in Alaska without taking and passirig the

to have the letter to the proposer indicate the commission would reconsider the proposed name if
the City of Nuiqsuit would support it and write a letter of non-objection. They also asked that the
letter to the proposer include a compliment on the thoroughness of the proposal.
Certified Local Government grant review.
Joy Bryan-Dolsby, grants administrator, joined the meeting. Six CLG grant applications were
received by the deadline requesting a total of $95,002. The amount anticipated to be available is
$65,959. Commission members were reminded of the CLG grant priorities they established at
their last meeting. Judy Bittner said she prefers having members discuss each proposal then
discuss ranking and funding. Lt. Governor Leman observed that most of the proposals had high
local government administrative costs, but added that the federal funds will rarely be used to pay
them.
City and Borough of Juneau, Jualoa Camp. This is a development grant request, $10,131 federal
share, and addresses funding priorities 2 and 3. It would be the sixth grant, all small, to
rehabilitate several buildings. The camp is a district listed in the National Register of Historic
Places. Lt. Governor Leman said he likes the project because it is actually preserving historic
buildings. Romer Derr said he contacted City and Borough of Juneau staff who indicated the
other request, for planning in the downtown historic district, was more critical to do.
City and Borough of Juneau, Downtown historic district. This is a planning grant request,
$17,487 federal share, and addresses funding priorities 1,2 and 3. Romer Derr said the City and
Borough staff had told him the grant to start the planning, made last year, had only recently been
executed and the request for proposals to hire a consultant has just been issued. He said this
second request is being made for continuity, but could wait until next year.
City of Ketchikan, White Cliff School. This is aN ational Register nomination and planning
request, $19,998 federal share, and addresses funding priorities 3 and 4. The building was
included in the city's 1985 historic properties survey and recommended for preservation. Several
commission members said documenting the history, doing a condition assessment, and
discussing possible uses of a building are important initial steps.
Matanuska-Susitna Borough, Agricultural Experiment Station. This is a National Register
nomination and public education grant request, $21,536 federal share, and addresses funding
priorities 3 and 4. The experiment station was included in a 1993 historic properties survey and
recommended for preservation. J 0 Antonson said she talked to borough staff to clarify that the
request is to prepare two district nominations and not multiple property documentation.
Commission members asked about the university's plans for the properties. They also asked

Emily DeForest said she understands an appointment to her seat is imminent. She said she has
enjoyed serving six years on the commission.
Charles Diters updated commission members on the Anchorage Historic Properties, Inc.-
Municipality of Anchorage relationship. There was a trial last week and the judge hopefully will
rule by the end of the year on the city's arrangement with AHPI.
A. C. Brown said there will be an Alaska Survey and Mapping Conference in Anchorage in
February and he is working to get Roger Payne with the U.S. Board on Geographic Names to
attend. A.C. will send conference information to Jo Antonson who will forward it to commission
members.
Tentative place. date. time of next meeting. Commission members talked about meeting in
March in Juneau on a Tuesday, Wednesday, or Thursday. Members should let Jo Antonson
know if there are dates in March they are not available.
Adjournment. Lt. Governor Leman noted conunission members are to tour the Quonset hut and
statehood exhibits at the Anchorage Museum of History and Art at 3:30 p.m. The meeting will
officially adjourn after the tours (which was 4:30 p.m.), November 18, 2005.
