<br />CITY OF SEWARD, ALASKA <br />PORT AND COMMERCE ADVISORY BOARD <br />RESOLUTION NO. 2004-02 <br /> <br />A RESOLUTION OF THE CITY OF SEWARD, ALASKA, PORT AND COMMERCE <br />ADVISORY BOARD, RECOMMENDING A MOORAGE RATE INCREASE TIED <br />TO THE CONSUMER PRICE INDEX <br /> <br />WHEREAS, the current total annual revenue generated by the harbor enterprise fund covers annual <br />expenses generated by the harbor enterprise fund; and <br /> <br />WHEREAS, annual operating expenses have increased in conjunction with inflationary and other <br />factors; and <br /> <br />WHEREAS, the Harbor Enterprise Fund may sustain a negative economic impact if harbor users <br />moved vessels to other ports a result of a significant fee increase; and, <br /> <br />WHEREAS, tying moorage fees to inflation will allow the Harbor Enterprise Fund to incrementally <br />adjust fees annually based on the Consumer Price Index; and <br /> <br />WHEREAS, incremental adjustments to fees for services is preferable to large changes every ten years <br />when a funding shortage occurs; and <br /> <br />NOW, THEREFORE, BE IT RESOLVED AND RECOMMENDED BY THE PORT AND <br />COMMERCE ADVISORY BOARD OF THE CITY OF SEWARD, ALASKA, THAT: <br /> <br />Section 1. The City Council of the City of Seward, Alaska, approve and adopt by resolution a harbor <br />tariff change to be adjusted annually, based on the Anchorage Consumer Price Index for all urban consumers <br />as published in March each year. <br /> <br />PASSED AND APPROVED by the City of Seward, Alaska, Port and Commerce Advisory Board this <br />th day of January, 2004. <br /> <br />~SEWARD.ALASKA <br /> <br />. ~ <br /> <br />DEBORAH ALTERMATT, CHAIR <br />
