HomeMy WebLinkAboutRes2006-002 Sponsored by Deborah Altermatt City of Seward Alaska Seward Port and Commerce Advisory Board Resolution No. 2006-02 A RESOLUTION OF THE CITY OF SEWARD, ALASKA, PORT AND COMMERCE ADVISORY BOARD RECOMMENDING FURTHER STUDY OF THE SEWARD CO-GEN , LLC ELECTRICAL SERVICE AS A SOURCE OF AL TERNA TIVE ENERGY FOR THE COMMUNITY OF SEWARD. Whereas, the City of Seward is a dynamic and growing community that is in need of reliable and inexpensive electrical power; and Whereas, the City Council of Seward has tasked the Port and Commerce Advisory Board to research possible sources of alternative energy for the community; and Whereas, the City of Seward is proactive in economic development projects that will benefit and grow the City's economy; and Whereas, an opportunity in the form of a coal-fired power plant has been presented to PACAB by Seward Co-Gen, LLC and appears to be consistent with the Seward Comprehensive Plan; and Whereas, there is a ready supply of coal in Seward; and Whereas, such a coal plant could possibly provide long-term savings and a stable power cost for Seward for up to thirty years; and Whereas, the Seward Electrical Service is currently powered by the Chugach Electric Association under a long-term interruptible service contract that is anticipated to escalate into higher costs for the Seward community as fuel costs increase in the future; and Whereas, it is possible that the Seward Electrical Service could be enabled to become a seller and not only a buyer of power with the construction of a coal power plant; and Whereas, the Seward Co-Gen, LLC project would enhance year-round economy for the community; and PACAB Resolution No. 2006-02 Page Two Whereas, through its review of the Seward Co-Gen proposal, the Port and Commerce Advisory Board finds sufficient merit in the proposal to warrant a higher level of examination and possible negation by the City Council and administration; NOW, THEREFORE BE IT RESOLVED AND RECOMMENDED BY THE PORT AND COMMERCE ADVISORY BOARD OF THE CITY OF SEWARD, ALASKA, THAT: Section 1. The City Council of the City of Seward undertake the necessary steps to make Seward's electrical future safe, secure, reliable and stable in cost, and Section 2. The City Council of the City of Seward immediately initiates a thorough and complete evaluation of the Seward Co-Gen, LLC proposal.
