RESOLUTION 2007-03
A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION
COMMISSION, ESTABLISHING APPLICATION PROCEDURES
AND ELlGIBIILlTY CRITERIA FOR NOMINATIONS TO A
SEWARD HISTORIC PLANT & TREE REGISTER; AND
FORWARDING A PROPOSED ORDINANCE TO THE SEWARD
CITY COUNCIL TO CREATE A SEWARD HISTORIC PLANT &
TREE REGISTER
WHEREAS, it is the responsibility of the Historic Preservation Commission to
work toward the continuing education of citizens regarding local historic preservation
and community history; and
WHEREAS, the Seward Historic Plant & Tree Register is proposed to preserve
and recognize the significant plants and trees in our community; and
WHEREAS, the goals of the Seward Historic Plant & Tree Register are to
recognize and designate individual plants and trees with Community significance,
educate the public about the history, promote appreciation and public awareness and to
document and recognize in order to foster the willingness to protect those plants and trees
as part of Seward's heritage and provide a valuable historic resource; and
WHEREAS, the Seward Historic Plant & Tree Register will mirror the Seward
Register of Historic Places.
NOW, THEREFORE, BE IT RESOLVED by the Seward Historic Preservation
Commission that:
Section 1. The following procedure will be used to nominate a plant or tree to
the Seward Historic Plant & Tree Register:
1. Obtain an application (sample attached) and cover letter from the City
Community Development Department, Seward Museum or Community
Library.
2. Submit fmal application to Seward Historic Preservation Commission for
approval and recommendation to City Council.
3. The City Council will add the plant or tree to the local register by
resolution.

Section 2. To be eligible for Seward Historic Plant & Tree Register
consideration, the plant or tree must meet the following criteria:
1. Is located between Caines Head in Resurrection Bay and the head of
Kenai Lake.
2. Designated as significant on the basis of its importance to Seward's
history by being incorporated in one or more of the following categories:
a. Specimen: A tree or a plant of exceptional size, form, or unusual or
rare traits.
b. Historic: A tree or plant recognized by virtue of its age, its association
with or contribution to an historic structure or district, or its
association with a noted person or historic event.
c. Landmark: A tree or plant that is a landmark of the community.
d. Collection: A tree or plant in a notable grove, avenue or other planting.
e. Commemorative: A plant or tree planted to commemorate a person or
event.
Section 3. The attached proposed ordinance creating a Seward Historic Plant
& Tree Register is forwarded to the City Council for introduction and adoption.
Section 4.
The resolution shall take effect immediately upon enactment.

Seward City Code Chapter 15.15.025 is hereby created to read as
15.15.025 Seward Historic Plant & Tree Register established.
A. A Seward Historic Plant & Tree Register is hereby established to
provide for public recognition of local plants and trees worthy of preservation.
B. Criteria for selection and placement on the Seward Historic Plant
& Tree Register shall be set by resolution of the Historic Preservation
Commission.
C. The Historic Preservation Commission shall recommend
nominations to the Seward Historic Plant & Tree Register to the City Council.
D. Nominations to the Seward Historic Plant & Tree Register shall be
approved by resolution of the City Council.
Section 2.
This ordinance shall take effect ten (10) days following its enactment.

BACKGROUND & JUSTIFICATION:
The Seward Historic Plant & Tree Register increases public awareness about the
important contribution of Seward's locally significant trees and plants to Seward's
history and heritage. It provides and encourages the preservation of these assets and
provides the public with a valuable historic resource
Since 2005, the Historic Preservation Commission has discussed creating a Seward
Historic Plant & Tree Register. Numerous work sessions have been held discussing the
merit of the project, developing a program to recognize and designate trees and plants of
local historic significance and to discuss the application process. On May 22, 2006
Council approved Resolution 2006-059, supporting the Historic Preservation
Commission Project to research and develop a local register of Historic Trees and Plants.
The Historic Preservation Commission continues to create a Seward Historic Plant &
Tree Register providing a valuable historic resource to the community. This program
mirrors the Seward Register of Historic Places.

The City of Seward Comprehensive Plan encourages preservation of historic landscaping
and supports the Historic Preservation Commission's efforts to raise public awareness
regarding the inventory of local historic properties; those properties listed local, state and
national registers; and benefits of placing properties on these registers (pages 29-30). The
Seward Historic Plant & Tree Register strives to meet these plans set out by the City.
Hopefully, once the public becomes aware of the local trees and plants and their
significance to the community, it will encourage preservation and the desire to protect
these assets for years to come.

Seward Historic Plant & Tree Register
What is the Seward Historic Plant & Tree Register?
The Seward Historic Plant & Tree Register was established by Seward City Council
Ordinance No. 07-_ to increase public awareness of Seward's locally significant plants
and trees. This program promotes community appreciation of natural and cultural
resources, and encourages the preservation of these assets. In addition, the research and
documentation that result from completing the local register application provides a
valuable historic resource. Please note, there is nothing regulatory about being listed
on the Seward Historic Plant and Tree Register. Placement on the register does not
place any restrictions or limitations on a property.
Historic plants and trees are those individual and groups of plants that have been
designated as significant on the basis of their importance to Seward's history. They need
not be found within the Seward city limits, but must be located between Caines Head in
Resurrection Bay and the head of Kenai Lake. Plants may be acknowledged due to their
inclusion in a landscape, or association with a significant event or person. A noteworthy
plant may be identified as a specimen, historic, landmark, collection or commemorative.
For a plant or tree to be considered for inclusion to the Seward Historic Plant & Tree
Register, it must satisfy at least one of the following criteria:
A. The plant or tree is associated with events that have made a significant
contribution to the broad pattern of Seward history.
B. The plant or tree is associated with the life of a person or group of historic
significance.
C. The plant or tree represents a significant and distinguishable entity within a
community or location.
D. The plant or tree has age, size, or species significance that contributes to its
heritage status.
To nominate a tree or plant, complete the attached application form. The applicant need
not be the owner of the property where the plant is located. Once the application has been
submitted, it will be forwarded to the Seward Historic Preservation Commission. For
assistance, contact the City of Seward's Community Development office, 907-224-4048.

Priorities list
June - 2005
The following list of priorities was updated and discussed at the June 15,2005 work session.
The statements following the titles are notes and plans of action from the meeting.
Public Outreach
1. Historic Preservation Website - needs updating, work on the Seward register
sites
2. The First Friday Fireside Historical Lecture Series - Keep on list and work on
bringing back to the public in a few years.
3. The National Park ServicelUS Forest Service Multi-Agency Facility -
Continue to monitor and present a strong voice during the design phase of the
project.
4. The National Historic Preservation Week - Continue to participate and plan
celebrations for the recognition of H.P.Week. The scope of the activities will
very from year to year, but the activity needs to be identified many months in
advance.
5. Seward Annual Historic Preservation Award - Continue to select an
outstanding award winner each year. Bring the plaque in City Hall up to date.
Historic Structures & Sites
1. The Jesse Lee Home needs rehabilitation. - Continue to work with other
organizations for funding. Accomplish getting the support of Council by having
the Jesse Lee Home added to the City's list of priorities. Tom Swann will
spearhead.
2. Hoben Park has been approved for historic reconstruction by Council. - The
Commission continues to support and is willing to assist with this project. Greg
Carpenter will spearhead and provide an update at the July 27, meeting.
3. Historic Iditarod Trail - Continue to support and monitor the project. Greg
Carpenter will provide an update to the Commission at the July 27,2005 meeting.

Historic Preservation Plan
1. Seward Historic Preservation Plan - The plan needs to be reviewed and updated.

1. Establish and maintain a basic working inventory of cultural resources in the

annually provide new data to the Offices of History and Archaeology. CLG

BACKGROUND & JUSTIFICATION:
In January 2007, Mr. Michael Shipman of Coatsville, P A sent as a gift to the Historic
Preservation Commission, William H Seward Cigar Bands. The City does not currently
have the means to protect and house these historical treasures.
Staff recommends these cigar bands be gifted to the Seward Museum for preservation
and historical purposes. Staff further recommends a letter of thanks be sent to Mr.
Shipman for his generosity and his effort to preserve a piece of Seward's history.

called to order at 6:35 p.m. by Chair Shannon Kovac.

Friends of the Jesse Lee Home -Tom Swann
Swann reported the next meeting of the Friends of the Jesse Lee Home would be tomorrow.
He stated the official report of the recent lobbying trip would be presented and the Friends would be
in Seward selling Alaska State flags on the 4th of July and on Alaska Flag Day as a fund raiser.
Flag Anniversary Celebration - Tom Swann
Swann reported the Friends of the Jesse Lee Home were planning a float for the 4th of July
and Swann hoped to use the float again for Alaska Flag Day. He would discuss this item at
tomorrow's meeting and bring back to the Commission.

one Commissioner.
Historic Preservation Commission Website - Meredith Hershock
Hershock stated the best idea may be to create a new website due to the problems with
updating the current web site and control issues.
Lasota suggested asking A VTEC students to update Website in connection with their
website class.
Historic Trees and Plants - Status
Swann noted the documentation supporting the application needed to be expanded.
Kovac stated she would examine and give an update next month.
Alaska Nellie's - Greg Carpenter
Swann stated there were questions about Alaska Nellie's home being placed on the National
Registry .
Carpenter would report back to Commission.

Swann noted the unwritten rule that sitting Commissioners have not received the award.
Kovac announced there were two other applications for the award, one for Amy Ireland for
her work at Alaska Nellie.
Swann explained he nominated Amy Ireland and described her performance.
Kovac named the second nominee, Kerry Kline, for her restomtion work at the Episcopal
Church.
Lastota stated Kline was able to restore about 6 inches per day. She continued to describe the
delicate process of restomtion. Lasota noted the importance of the building on the Historic
Registration.
Swann reminded the Commission that the Congregation of the Episcopal Church received
this award last year.
The Commission closed the nominations and voted on the award winner.
Ballots were distributed to the Commission; votes were placed and ballots picked up by the
clerk. The clerk read the votes as follows: Kerry Kline 3 and Amy Ireland 2.

Discuss and appoint a Commissioner to attend the Regular Council Meeting on April 23, 2007
to accept the Proclamation for Historic Preservation Month
Kovac told Commission that she would be unable to attend on the 23rd. She asked the
Commission if anyone would go.
Swann volunteered to attend.
Schedule a work session on the registry of places
Mter Commission discussion, a work session was set for May 9th upstairs at noon.
Williams noted Staff was moving forward with Hoben Park projects.
Kovac requested a monthly update on Hoben Park from Karin Sturdy.
Swann asked the next agenda have Greg Carpenter assigned to Hoben Park.
Kovac asked Commission to inform her of information for next month's agenda. Kovac
would work with Glenz.
Swann stated someone on the Commission should be involved with the railcar process.
He had emailed the Chan1ber to become involved.
Kovac asked Swann to keep the Commission informed of meetings.
Swann listed under reports for Railcar.

process specific to the Seward Highway Project. Luttrell reported on what artifacts were found. He
described the artifacts he brought to the Commission and passed around a 'brownie' bottle. Luttrell
described the photo documentation in the report and shared points of interest.
In response to Lasota, Luttrell noted he kept the artifacts until he was notified otherwise.
Kovac noted the City had gifted the artifacts from the SeaLife Center project to the Chugiak
Museum.
In response to Luther, Luttrell noted his report would be given to SHPO for future researchers
to review.

Other Reports, Announcements & Presentations
Friends of the Jesse Lee Home update-Swann
Swann stated that the State budget included one million dollars for the Friends of the Jesse
Lee Home and would continue to keep it included in the budget.
Flag Anniversary Celebration - Swann
Swann said the Friends of the Jesse Lee Home had nothing planned for Seward but the annual
shindig was planned for Alaska Children Services in Anchorage.
Sturdy requested representation from Commission to attend annual presentation at Jesse Lee
Memorial on July 9th.
Railcar update - Swann
Swann stated the Chamber was working on this project and had formed a task force.
Chamber was looking for input and trying to follow through on some ideas. Swann discussed a few
ideas for the rail car including the possibility to sell the railcar as is. Swann stated that the railcar sat
in the setbacks and rights-of-way. The task force would be taking ideas to examine feasibility.
Another meeting would be held in June. Swann noted the structural problems were normal for a 50
year old railcar. Current variance allows railcar but does not allow generation of revenue.
Kovac asked Swann to notify Commission of meeting.
Lasota stated she worked on the Railcar preservation Committee for 5 years. A plan was
developed to modify the railcar, but not implemented.

Website Updates - Staff
Glenz updated the Commission on the progress of the City intern on the Historic Preservation
Website. Glenz stated the website was accessible now and maintained by local staff. Glenz asked the
Commission to review the web site and report issues to her as soon as possible. Glenz noted the MIS
department was in the process of hiring an intern staff to work on the City Website and Historic
Preservation Website. Glenz clarified another 'book' could be added to the website oflocal historic
sites. Glenz noted MIS staff could coordinate with Hershock for updates.
Hoben Park - Staff
Glenz updated Commission with Sturdy's report. Final RFP was completed and would be
distributed this week for bids. Once RFP awarded, Sturdy would monitor installation of guardrail
and fencing. Sturdy was working with SeaLife Center staff to install interpretive panel in
conjunction with plaza updates. Glenz suggested the fountain be added to a work session or to the
June agenda.
Alaska Nellie update - Carpenter
Carpenter noted he would be conducting a site visit on May 23rd and would take pictures.
Carpenter researched the site on the internet on the historic site status.
Seward Historical Site Inventory update - Kovac
Kovac noted a work session was scheduled.
Commission relayed their progress and concerns with the Historical Site Inventory.
Kovac requested the Commission report back and see if there was a need for a further work
seSSIon.
WW II bunkers - Water intake building - Huber & Carpenter
Huber stated now that the snow had melted she would take noted and measurements. Last fall
SHPO assigned a site number and Huber would send proper documentation.
Kovac and Swann would like to have this site placed on the local registry.

nomination to a Seward Register of Historic Plants and Trees
Kovac referred to the paperwork and asked if there were any changes additions or comments.
Luther recalled that he was prepared to go ahead.

Commission Comments-
Swann wondered ifthere could be a work session for the Hoben Park Fountain Grant.
Kovac responded that was probably necessary and noted an email from Sturdy of wanting
input.
By General Consensus a work session was set for June 1st at noon in the upstairs
conference room to discuss Hoben Park.
Commission asked staff to invite Sturdy.
Swann noted his pride in the Commission.
Kovac thanked staff.
Luther stated that there had been a discussion at last work session about cemetery and
records. Luther requested that this information be placed on website. Luther explained websites he
had found other places. Luther would like this to goon the agenda for Commission's consideration
to set up structure and getting public comments.
Glenz discussed how to put ideas on agenda.
Luther requested this item be placed on a future agenda as a discussion item.
In response to Lasota, Glenz noted Kline would receive a letter from the city, her name on a
plaque as the 2007 award winner and City Council would present her with proclamation.

City Administration Report
Planning Assistant Donna Glenz reported on the following items:
. Introduced Anne Bailey as the new Executive Liaison.
. City Manager, Mayor and a Council Member were in DC meeting with the Corps
of Engineers and would return on Friday.
. The City Manager would be holding a public meeting on the L TCF on June 22 at
noon.
. Apologized for not having the resolution and ordinance ready on the Historic
Trees and Plants. Staff would try to place this item in the July agenda.
. Karin Sturdy was in attendance to discuss Hoben Park and Seward's Flag Day
Ceremony.
In Response to Lasota, Glenz noted the Commission had developed the application and
criteria, but staff still had to work to develop a resolution for the Historic Preservation
Commission and an ordinance for Council to approve.

Friends of the Jesse Lee Home update- Swann
Swann confirmed the Jesse Lee Home's 1 million was incorporated with the Department of
Natural Resources into the capital budget.
Flag Anniversary Celebration - Swann
Parks and Recreation Director Karin Sturdy gave an update on the July 9, 2007 celebrations
for Alaska Flag Day. Items included a proclamation from the Mayor, picnic and encouraging citizens
to wear blue and gold.
Swann stated he would ask someone from the Friends of Jesse Lee Home to speak at the
ceremonies.
Kovac requested the Commission be notified by email with the flyer and if there were and
schedule changes.
Railcar update - Swann - None
Website Updates - Kovac
In response to Commissions questions, Glenz replied that the Historic Preservation Website
was not yet linked to the new City website.
Kovac requested the Commission submit their updates and changes for the website to Staff
by July 9th.
Hoben Park - Karin Sturdy
Sturdy stated the fence projects were: I. Fabricate and install the guard rail, 2. Take the old
fence and clean, straighten and install it and 3. Fabricate new fence portions replicating the old fence
and install. She stated the bid deadline was next Wednesday.
In response to Sturdy's request for help with the fountain proposal, Kovac stated she and
Swann could write up approximate dimensions of the basin by July 9th.
Sturdy state she was optimistic about the fence and pessimistic about the fountain grant
deadline, September 30th. She might ask for an extension of take the SeaLife Centers offer.
Glenz state the City of Seward did not have a fully executed grant for this because it had
never been accepted by Council.

projects in the Hoben Park area.

Swann has 44-60; Huber has 61-90; Carpenter has 91-125; Luther has 126-159; Lasota has 160-the
end of the list. The Commission could discuss at the next meeting.

House and Senate recommend increases in FY 2008 budget for historic preservation pro'
The House of Representatives voted on June 27 to app~opriate $4~ million for State Hist~ric Presel
Offices, $6.5 million for Tribal Historic Preservation Offices, $20 million for Save America s Treasur
million for Preserve America.
The Senate Appropriations Committee voted to recommend the Senate appropriate $39 million for
Preservation Offices, $6 million for Tribal Historic Preservation Offices, $30 million for Save Americ
and $5 million for Preserve America. The funds for Preserve America would be from the National P
and Recreation Fund which also funds National Heritage Areas.
President Bush recommended level funding in his 2008 budget for Historic Preservation Fund progl
administration's proposal was $37.2 million for State Historic Preservation Officers, $5.5 million fOI
Historic Preservation Offices, $8 million for Save America's Treasures, and $5 million for Preserve,
budget added a $4 million appropriation for grants to make inventories more accessible.
Jesse Lee Home receives funds to start stabilization
The Jesse Lee Home in Seward will benefit from a $1 million grant from the State of Alaska this ye
stabilization of the two buildmgs that still stand. The home provided shelter and education for hun,
young Alaskans, particularly Native children after the diphtheria epidemic in 1918-1919. The first:
Home was at Una laska, and in 1925 the institution moved to Seward where it operated into the is

Five Finger Lighthouse on U.S. postage stamp
A new series of U.S. postage stamps features five Pacific lighthouses, one of which is Alaska's Five
Lighthouse. The Alaska light, 65 miles south of Juneau is listed in the National Register of Historic
Juneau Lighthouse Association owns the buildings and is working to restore them. The association
Day of Sale reception in Juneau on June 21st and had for sale a commemorative envelope with thE
