CALL TO ORDER
-
The August 1,2007 special meeting of the Seward City Council was called to order at 5:30
p.m. by Mayor Vanta Shafer.
OPENING CEREMONY
Council member Steve Schafer led the pledge of allegiance to the flag.
ROLL CALL
There were present:
Vanta Shafer presiding and
Willard Dunham
Steve Schafer
Jean Bardarson
Linda Amberg
Robert Thomas
Bob Valdatta
comprising a quorum of the Council; and
Phillip Oates, City Manager
Jean Lewis, City Clerk

ABSENT - None
CITIZENS' COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED
FOR PUBLIC HEARING - None
APPROVAL OF AGENDA
Council member Schafer wanted item 6A2 pulled and requested clarification.
Oates stated that this matter did pertain to threatened or pending litigation, therefore an
executive session was in order.
Mayor Schafer noted this for the record and asked for a vote.

Council went into executive session at 5:34 p.m.
Council came out of executive session and went back into open session at 6:02 p.m.
Resolution 2007-078, Authorizing The City Manager To Enter Into A Settlement Agreement
With CEA In The Matter Of The Tariff Revision Designated As T A 279-8 Filed By Chugach
Electric Association, Inc. For A Rate Increase And Rate Redesign.
Motion (ThomaslDunham)
Approve Resolution 2007-078
Motion Passed
Unanimous
Schafer questioned the pending litigation issue. With confirmation by Oates that litigation was
possible, Council member Schafer withdrew his prior objection.
Mayor Shafer ruled a conflict existed. Council member Schafer abstained and left the
meeting.

Go Into Executive Session To Evaluate And
Discuss Subdivision Agreements And Flood
Issues In The North Forest Acres Area
That Could Lead To Litigation.

(Present were: Project Engineer Tom Shepard and Temporary Planner John Bird)

Yes: Thomas, Amberg, Bardarson,
Valdatta, Dunham, Mayor Shafer
Abstain/conflict: Schafer
Council went into executive session at 6:04 p.m.
Council came out of executive session at 7:09 p.m.
Council gave direction to the Administration to delay the subdivision agreement in the forest
acres area, and bring a resolution before the council at the next meeting on August 13,2007.
COUNCIL COMMENTS
Valdatta did not like the grass that DOT planted in front of businesses along 3rd avenue
because the businesses would not cut it and it was not appealing to the eye.
