Historic Preservation Agenda Statement

Agenda Item: Election of Chair & Vice Chair
BACKGROUND & JUSTIFICATION:
Each year the Historic Preservation Commission must elect a chair and vice chair for the coming
year.
The duties of the Chair are to:
1. Open the meeting on time and call the meeting to order;
2. Announce in proper sequence the business on the agenda;
3. Recognize members who are entitled to the floor;
4. State and put to a vote all legitimate motions that arise during the meeting;
5. Do not permit debate until there is a motion on the floor;
6. Protect the Commission from frivolous or delaying motions by refusing to recognize
them;
7. Enforce the rules regarding debate and keep order;
8. Expedite business in a way compatible with the rights of the members;
9. Decide all questions of order;
10. Respond to all inquiries of members;
11. Ensure that citizens address all remarks to the Commission; and
12. Declare the meeting adjourned.
The process for election of the chair and vice chair is as follows:
The current chair should open nominations. Anyone can nominate another commissioner as chair.
• If only one nomination is received, a motion should be made to close nominations and cast a
unanimous ballot for the chosen person. That motion will need a second and can be
approved by unanimous consent. (No role call vote is necessary).
• If more than one nomination is received, I will prepare ballots for each Commissioner to vote
for one nominee and sign his ballot. I will then collect the ballots, read the votes aloud, and
announce the prevailing nominee. A motion is then in order to elect the nominee as
chairperson. A second is needed and the motion can be approved by unanimous consent of
the commission.
The above procedures should also be used to elect a vice chair.
RECOMMENDATION: Commission elects a Chair and Vice-Chair

»This afternoon a friend and I went exploring for remnants of WW II out by the dump. We found
the south WW II bunker where the highway department used to store gravel and sand mixed with
salt in the 1960s through 80s. The original steel doors were removed and the hole made lazger for
the road equipment to get in and out. The road crew tried to push over the protective wall with a
caterpillaz to make it easier to get in and out, but it was too strong. For that reason, or perhaps with
help from the river, it now it leans a bit. The wall was designed to keep ammunitions from coming
in and exploding the ammunitions stored inside during the waz, and to prevent damage in case of
explosions from the bunker. I remember in the eazly 80s this was the place to go to practice
shooting. Now it's agraffiti-covered hangout. We picked up 4 grocery bags of spray cans,
aluminum cans, glass bottles, and other trash. Someone has hauled in a metal bathtub, and a pallet;
there's another fire planned soon, I suspect.
We then hiked north about a quarter mile and looked for the second bunker. I have never heazd of
or seen this one before, but there is was, facing south, covered by cottonwoods, spruce trees, and
alders. A branch of Japanese Creek runs freely between the bunker and the protective wall. Inside
the bunker aze several feet of fine sand deposited by the river during floods. There is less grai~iti,
and again, no doors. The protective wall is very straight; there aze no leaks in this roof. It is an
outstanding job of concrete work. On top, is a tall metal chimney that is part of a vent that exits the
rear of the bunker. It has a few bullet holes in it, but is otherwise in good condition.
The highway department used this bunker to store dynamite. Back in the old days, their equipment
was not as powerful as today, and so they used dynamite to remove road slides, etc. There used to
be a road from the dump road out to this bunker; the river has erased it over the years. But the
roadway to the other bunker is still useful as a walking trail
I intent to nominate these two bunkers to the Seward Historic Register, as soon as I can get the
paperwork. These represent a very significant period in Sewazd's history, and should be
recognized.
Other significant WW II sites in Sewazd should also be recognized if they aren't already. These
include the quonset but by the water tank that was once used as a dog pound, and the other, well- ;
preserved quonset huts sprinkled around Seward, notably Albert Schmoyer's on Caines Head Road.
His was never used in the waz, but he bought it from the army as surplus, moved it, and took
meticulous caze of it as his home for decades.
If anyone knows of other WW II structures that should be photographed and documented, please let
me know. It is a lot of fun to find these hidden treasures!

RESOLUTION 2006-03
A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION
COMMISSION, SELECTING AS A COMMISSION PROJECT THE
.RESEARCH AND DEVELOPMENT OF A LOCAL REGISTER OF
HISTORIC TREES AND PLANTS; AND REQUESTING CITY COUNCIL
SUPPORT FOR THE PROJECT
WHEREAS, the Sewazd Historic Preservation Commission held a work session on
March 8, 2006 and selected as a project to develop and work towazds the establishment of a
Local Register of Seward Historic Trees and Plants ;and
WHEREAS, the Local Register of Sewazd Historic Trees and Plants is proposed to help
increase public awareness about the important contribution of trees and shrubs to Sewazd's
history and heritage; and
WHEREAS, the preliminary goals of the Local Register of Sewazd Historic Trees and
Plants aze to:
1. Recognize and designate individual heritage trees and shrubs, or groves of trees with
area significance.
2. Educate the public about the value of the history of these trees and shrubs.
3. Promote appreciation of the trees and shrubs.
4. Help to retain and protect, through education and awareness, these trees and shrubs, as
part of Seward's heritage.
WHEREAS, the Local Register of Seward Historic Trees and Plants will mirror the
Sewazd Registry of Historic Places.
NOW, THEREFORE, BE IT RESOLVED by the Seward Historic Preservation
Commission that:
Section 1. The Commission hereby approves the development of the Local Register
of Historic Trees and Plants as a project of the Seward Historic Preservation Commission.

Section 2. The Commission requests the approval of Seward City Council to move
forward in the development of the Local Register of Historic Trees and Plants program.
Section 3. This resolution shall take effect immediately upon its adoption.

ALASKA, SUPPORTING THE HISTORIC PRESERVATION
