~y'HF.RFAS, the Rasmusnn Foundation and the Alaska C'onununity Foundation have
developed a 20U8-2009 pilot projects available to small communities; and
~~'HERF,.4S, the City of Seward has the opportunity to fully participate and begin their
own 5cward Cunununity Foundation; and
~~'l1EREAS, the Foundation is developed for community asset building; and
WHEREAS, the goal is to increase the capacity of local cummunitius to create
L permanent assets, cultivate local philanthropic leadership and to further sustain local nonprofits;
and
WIIEREAS, the application to participate is due nn February 2R, 20118; and
WHF.RF.AS, the Seward C:onununity Foundation needs to raise $25,000 iu 2UU8 and
raise another 525,000 in 2009; and
W'HF:KEAS, the Rasnmson Foundation will match 2:1 (SSU,000) of the first $25,000 for
a total of $15,000 unrestricted endowment funds and provide a S.S,000 grant to a local Seward
pr~jcct; and
WIIEREAS, the Rasmusnn Foundation will match another 2:1 (550,000) of the second
$25 1)00 in 2009 for a total of $150,000 unrestricted endowment (Ends arrd provide an additional
$5,000 grant for a second local Seward project; and
WHEREAS, the Alaska Commmnity Fautdation will provide al] administrative oversight
for the Seward Community Foundation which will allow the community to begin a foundation
without the c~punsc of staff; and
WIIEREAS, all of the funds will directly benefit the community of Seward; and
L WHEREAS, the City Council contributing $5,000 to the ignition 525,000 will help the
Seward Cunununily Foundation qualify for the initial Rasmusnn Grant.

NO~V, 'I'Ht:NF;FORE, BE IT RESOLVED BY TILE CITY COUNCIL. OF THF.
CITY OF SER'ARD, ALASKA that:
Section 1. Funding in the amount of $5,000 is apprupriated from the city council
contingency fiord account number IOl-Il10-5690 to the Seward Conununity Foundation lu
participate in the 2008 Alaska Conununity Foundation pilot project.
Seetiou 2. This contributive will help initiate the Seward Crnnmunity Foundation that
will qualify for a Rasmuson Foundation 2:1 grant.
Seetiou 3. All of the funding of the Seward Community Foundation will directly benefit
the community of Seward.
Section 4. This resohltiou shall take affect immediately upon its adoption.

BACKGROUND & JUSTIFICATION:
1'he .Alaska ('ommunity Foundation is a nonprofit public charily promoting personal
philanthmp} :utd providing linancial management, strategic development and donor
dcvclupntcnt services to communities, organisations and donors across Alaska. The Rasmuson
Foundation and the Alaska Community Potmdalion have started a 2008-2UU4 pilot project
developed for community asset buildutg. 't'he goal is to increase the capacity of local
cutmnunities to create pet~ttanent assets, cultivate local philanthropic leadership and further
sustain local nonprofits.
Seward can participate in this pilot project and start their own Seward Community Foundation.
1n order to participate, Seward must raise $25,000 and cwuplcte the application by Febntary 2R,
2008. In n;lunt tltc Rasnnison Foundation will match these funds 2: I for a gift of $50,000 and a
total of $75,000 unrestricted endow~ttent funds. In addition, the Rasmuson Foundatiuu will
award another $5,000 grant to a local Seward project. [n 2009, the Seward Community
Fowtdatian can raise another $25,000 and the Rasmuson Foundation wall again match these
funds 2:1 for a gift of $50,000 and a total of $15U,UOU unrestricted cudowntent fiords. if we
manage to raise the entire $i5U,000, dtc Rasmuson Foundation will provide another $5,000 grant
for a local Seward project. A local Roard will he established to manage the Seward Commtutity
Foundation grants and educate the wtnmunily about local philartttuopie leadership.
fhe Alaska Community Foundation will provide all administrative oversight for Utc. Seward
Community Foundation. This allows the Seward Cotntnunity Foundation the ability to fully
fiwction with the expense of a staff and administrative costs. The funds are then thoughtfully
in.+ested and management by the board of directuts of the Seward Conunuoity Foundation.
Separate hinds can be developed to include designated and non designated funds. Donors will
have the ability to specify what they want their funds to be used for ur allow the Board to use
their best professional judgment to manage and grant lwtds to local community projects.
