Adjournment r Historic Preservation Commission June 11, 2008 Regular Meeting Agenda 2 Agenda Statement Historic Preservation Commission Date: June 11, 2008 To: Historic Preservation Commission Through: Bob Hicks, Community Development Director From: Anne Bailey, Executive Liaison G'~~(Ja.Q~,+~ Subject: Election of the Historic Preservation Chair and Vice Chair Each year the Historic Preservation Commission must elect a chair and vice chair for the coming year. The duties of the Chair are to: 1. Open the meeting on time and call the meeting to order; 2. Announce in proper sequence the business on the agenda; 3. Recognize members who are entitled to the floor; 4. State and put to vote all legitimate motions that arise during the meeting; 5. Do not permit debate until there is a motion on the floor; 6. Protect the Commission from frivolous or delaying motions by refusing to recognize them; 7. Enforce the rules regarding debate and keep order; 8. Expedite business in a way compatible with the rights of the members; 9. Decide all questions of order; 10. Respond to all inquires of members; 11. Ensure that citizens address all remarks to the Commission; and Declare the meeting adjourned. The process for election of the chair and vice chair is as follows: The current chair should open nominations. Anyone can nominate another commissioner as chair. • If only one nomination is received, a motion should be made to close nominations and cast a unanimous ballot for the chosen person. That motion will need a second and can be approved by unanimous consent. (No role call vote is necessary). 3 • If more than one nomination is received, ballots will be prepared for each Commissioner to vote for one nominee and sign their ballot. I will then collect the ballots, read the votes aloud, and announce the prevailing nominee. A motion is then in order to elect the nominee as chairperson. A second is needed and the motion can be approved by unanimous consent of the commission. The above procedure should also be used to elect a vice chair. 4 MEMORANDUM Historic Preservation Commission Date: June 11, 2008 To: Historic Preservation Commission Through: Bob Hicks, Community Development Director From: Anne Bailey, Executive Liaison (~~~~, Subject: Fireside Chat Discussion The Historic Preservation Commission has renewed the Fireside Chats. The first Fireside Chat, Soldiers and Civilians: WWII Changes Seward was held on March 28, 2008 and the second chat, Territory to Statehood: A Personal Perspective was held on May 16, 2008. Chair Kovac has requested that the Commission discuss the 2008 Fireside Chats, what the Commission would or would not change and whether the Commission would like to host future chats. 5 Agenda Statement Historic Preservation Commission Date: June 11, 2008 To: Historic Preservation Commission Through: Bob Hicks, Community DevelopmentDire~ctor From: Anne Bailey, Executive Liaison ~;~ _ , Subject: Historic District Information The Historic Preservation Commission and the Planning and Zoning Commission had a joint Work Session on May 20, 2008 to discuss Historic Districts. The Commissions discussed National Registered Districts and Historic District Overlays and the roles and duties the Commissions maybe interested in taking. The Historic Preservation Commission may want to determine whether they want to try to establish a National Registered District or expand on the Historic District Overlay that currently exists. Once that decision has been made the Commission would need to determine the area that would qualify or they would like to incorporate in the district and create design criteria. Staff recommends the Historic Preservation Commission discuss if and how they would like to proceed on establishing a Historic District. 6 City of Seward, Alaska Historic Preservation Commission Minutes Aril 30, 2008 Volume 2, Page 93 Call to Order The Apri130, 2008 regular meeting of the Seward Historic Preservation Commission was called to order at 6:34 p.m. by Chair Shannon Kovac. Opening Ceremony Commissioner Carpenter led the Pledge of Allegiance to the flag. Roll Call There were present: Chair Shannon Kovac presiding, and Linda Lasota Jolund Luther Tom Swann Greg Carpenter comprising a quorum of the Commission; and Anne Bailey, Executive Liaison Absent were: Doug Capra- Excused John French- Excused Special Reports City Administration Report- None Other Reports, Announcements & Presentations- Friends of the Jesse Lee Home Update-Swann Swann reported the Friends of the Jesse Lee Home had received a million dollars from the State of Alaska and an agreement had been reached with the City of Seward to manage the money and act as the facilitator. _ Website Updates- Luther Luther stated he had placed more items on the Website and it was a slow process. He asked the Commissioners to give him basic changes they would like to see on the Website. Hoben Park- Karin Sturdy 7 City of Seward, Alaska Historic Preservation Commission Minutes April 30, 2008 Volume 2, Page 94 Kovac explained that Sturdy was unable to attend and had provided a lay down for the Commission. Kovac reported that the Notice to Proceed had been issued, the fountain should be completed in August and there was not any news from the SeaLife Center. Alaska Historical Society- Capra- None Citizens' Comments on Any Subject Ezcept Those Items Scheduled For Public Hearing -None Approval of Agenda and Consent Agenda Motion (Swann/Carpenter) Approve the Agenda and Consent Agenda Motion Passed Unanimous Consent The following items were approved under the Consent Agenda: March 19, 2008 Historic Preservation Regular Meeting Minutes Public Hearing -None Unfinished Business- None New Business- May Fireside Chat Discussion Bailey reported Senator Stevens was unable to attend the Fireside Chat and Commissioner French booked Legends for the evening of May 16, 2008. Luther confirmed that Mike and Linda Brown would be on the panel and he would contact others for the panel. He discussed the video and stated he may be late due to the P.A.R.K.S event. Swann recommended another work session be scheduled to finalize the Fireside Chat plans. Kovac said she had talked to Lee Poleske about reading the newspaper article but did not know if he would attend. In response to Luther, Kovac stated Hicks would be the moderator. The Commission discussed work session dates and fireside chat logistics. By general consensus, a Work Session was schedules for May 8, 2008 at noon in City Hali. City of Seward, Alaska Historic Preservation Commission Minutes April 30, 2008 Volume 2, Page 95 Discuss the 2009 Statehood Celebration Luther explained he had attended the Alaska Statehood Grant meetings. He stated that Patty Linville was putting the grant together and it should be online. Bailey inter] ected that the grant was not due until May 15, 2008 and she had sent it in to have the grant reviewed. Luther described the grant prof ect and suggested the Commission help with the symposium. He stated the Commission needed to decide as a whole whether they wanted to help with this. He continued to describe the themes of Statehood that would be incorporated in the grant project. Resolution 2008-04 of the Seward Historic Preservation Commission Supporting the Alaska Statehood Experience Grant Application Entitled Seward, Gateway to Alaska: Journey to Statehood and Beyond Motion (Swaan/Luther) Approve Resolution 2008-04 Luther explained Patty Linville had requested this to provide support for the grant application. Motion Passed Unanimous Approve the 2008 Annual Seward Historic Preservation Award Proclamation for Lee Poleske Motion (Swann/Lasota) Approve the Lee Poleske Proclamation In response to Carpenter, Swann stated the Commission had not made a decision on awarding the HP Award to a person twice. Lasota interjected that the Commission had discussed this but an official decision had not been made. Carpenter stated Lee Poleske deserved to receive the award twice. Motion Passed Unanimous Informational Items - (No action required) - Kovac stated Bailey had provided a letter about a KPB Statehood Celebration Committee meeting from the Kenai Peninsula Borough as a lay down. City of Seward, Alaska Historic Preservation Commission Minutes April 30, 2008 Volume 2, Page 96 Bailey stated that Patty Linville had been invited but this letter was forwarded from Laura Cloward at the Chamber of Commerce. A Resolution of the City Council of the City of Seward, Alaska, Authorizing the City Manager to Eacecute a Grant Agreement Between the State of Alaska and the City of Seward for the Purpose of Contracting with a Consultant to Perform the Jesse Lee Home Rehabilitation Project, Phase II and Appropriating ~1 Million from State Funds List of Upcoming Events Kovac referred to the list of upcoming events and reminded the Commission about the May 20, 2008 HP/P&Z Joint Work Session. In response to Lasota, Bailey stated the Work Session would begin at 6:30 p.m. Kovac explained that Bailey was preparing historic district information for the Commissions review and the information would be available soon. Commission Comments- In response to Lasota, Kovac stated that Cloward would not be attending the Kenai Peninsula Borough meeting and Linville would attend. Lasota thanked Bailey for her work. Swann concurred with Lasota. In response to Kovac, Bailey stated she would send the Fireside Chat flyer to the Commission digitally once the Commission reviewed it. Kovac thanked the audience for attending. This year's theme is This Place Matters. The theme is new, but the idea behind preservation month is the same as in years past, to celebrate the country's diverse and irreplaceable heritage by participating in local events throughout the nation. Historic preservation includes community revitalization, historic travel, heritage education, and historic 11 homeownership. April was Alaska Archaeology Month and the Office of History and Archaeology has posters available. Very attractive, the posters recognize the historic significance of the Iditarod Trail to Alaska. OHA annual warkshop postponed The Office of History and Archaeology has postponed its annual workshop for agency cultural resources personnel and historic preservation contractors scheduled for May. May schedule for AHRS workshops People interested in using the Alaska Heritage Resources Survey (AHRS), the statewide inventory of cultural resources sites, must attend an introductory workshop. The workshop schedule for May is: Thursday, May 1, 1:00 p.m.-5:00 p.m. Wednesday, May 14, 1:00 p.m.-5:00 p.m. The workshop introduces the database and the maps, National Register of Historic Places eligibility list, Citations database, agency files, survey reports and unpublished literature files. New Alaska state historical park Governor Sarah Palin signed House Bill 176 into law on Apri12, 2008, creating Fort Rousseau Causeway State Historical Park at Sitka. The new park provides another opportunity for Alaskans to preserve remaining World War II buildings, structures and objects, and interpret the importance of the war in Alaska's past. As part of the World War II defenses of Alaska, the military connected several islands at Sitka and built coastal defense structures on them. The area has great recreation potential and scenic views for residents and visitors. The Office of History and Archaeology has started surveying and mapping the cultural resources at the site. Narthwest Archivists to meet in Anchorage May 28-31 The Northwest Archivists are holding their annual conference in Anchorage, May 28-31, 2008, at the University of Alaska Anchorage. It is the group's first meeting in Alaska. Among the program highlights is a showing, free to the public, of the classic 1933 film Eskimo on Wednesday evening, May 28. Filmed at Teller on the Seward Peninsula, actor Ray Mala, an Inupiaq Eskimo from Candle, is the central character in the movie that is about love, wrath and survival, with beautiful scenes of traditional Inuit life. The Alaska State Historical Records Advisory Board, ASHRAB, is meeting as part of the conference on Thursday, May 29. President's proposed FY09 funding for historic preservation The administration's budget for FY 09 proposes $66.6 million for Historic Preservation Fund programs, $4.2 million less than the FY 08 final appropriation. The proposal funds State Historic Preservation Offices at $35.7 million, a 9% decrease from FY 08. Tribal Historic Preservation Offices received a larger reduction to $3.9 million, a 39% decrease. Save America's Treasures would be funded at $15 million, a 40% decrease. The administration's budget adds $2 million for inventory funding. It also funds the Preserve America program at $10 million, through the Historic Preservation Fund instead of the National Recreation and Parks account where it is currently located. Municipality of Anchorage receives Preserve America grant Preserve America announced grant awards, and the Municipality of Anchorage received a $20,000 grant, one of 43 projects funded in 25 states. The city will work with its preservation partners to design a downtown Anchorage historic walking tour, install historical markers, develop a website, and create related materials for teachers. The aim of the project is to help students and the public explore Anchorage's history. More information about Preserve America, a White House and Advisory Council on Historic Preservation initiative, and its grant program can be found at wwwpreserveamerica.gov. National Alliance of Preservation Commissions 2008 Forum The preliminary program is available for the 2008 Forum of the National Alliance of Preservation Commissions (NAPC) to beheld July 10-13 in New Orleans (http://www.uga.edu/napc/). In addition, the website has the registration form and other conference information. The forum is specifically for local preservation commissions and addresses their challenges and issues. Alaska Statehood Experience grant deadline May 15 The Alaska Humanities Forum received a $1 million grant from the Rasmuson Foundation for a competitive grant program for projects which commemorate the 50th anniversary of Alaska statehood. Funds are available for statewide and local community projects that explore the history of statehood, the circumstances that brought it about, and projects that address the meaning of statehood as Alaska looks ahead to the next fifty years. The grants are for preservation and conservation work on nationally significant historic properties and significant intellectual and cultural artifacts. Federal, state, local and tribal governments are eligible as well as non profit organizations. More information and instructions are available at www.n~s.gov/history/hps/treasures/. An application is made through www.grants.gov. NAGPRA review committee nomination deadline June 12 The National Park Service is seeking nominations to fill three seats on the Native American Graves Protection and Repatriation Review Committee.
