Adjournment Historic Preservation commission Regular Meeting Agenda July 16, 2008 2 Agenda Statement Historic Preservation Commission Date: July 16, 2008 To: Historic Preservation Commission Through: Community Development Director Bob Hicks Frorn: Executive Liaison Anne Bailey ~x~~ Subject: Election of the Historic Preservation Chair and Vice Chair At the June 11, 2008 Historic Preservation Commission Meeting, the Commission decided to postpone the election of the Chair and Vice Chair to the next meeting. The Commission hoped to have all of the members present for the election. If a full Commission is not present the Commission could postpone the election again or vote with those members present. The duties of the Chair are to: 1. Open the meeting on time and call the meeting to order; 2. Announce in proper sequence the business on the agenda; 3. Recognize members who are entitled to the floor; 4. State and put to vote all legitimate motions that arise during the meeting; 5. Do not permit debate until there is a motion on the floor; 6. Protect the Commission from frivolous or delaying motions by refusing to recognize them; 7. Enforce the rules regarding debate and keep order; 8. Expedite business in a way compatible with the rights of the members; 9. Decide all questions of order; 10. Respond to all inquires of members; 11. Ensure that citizens address all remarks to the Commission; and Declare the meeting adjourned. The process for election of the chair and vice chair is as follows: The current chair should open nominations. Anyone can nominate another commissioner as chair. • If only one nomination is received, a motion should be made to close nominations and cast a unanimous ballot for the chosen person. That motion will need a 3 second and can be approved by unanimous consent. (No role call vote is necessary). • If more than one nomination is received, ballots will be prepared for each Commissioner to vote for one nominee and sign their ballot. I will then collect the ballots, read the votes aloud, and announce the prevailing nominee. A motion is then in order to elect the nominee as chairperson. A second is needed and the motion can be approved by unanimous consent of the commission. The above procedure should also be used to elect a vice chair. 4 Historic Preservation Agenda Statement Meeting Date: July 16, 2008 To: Historic Preservation Commission Through: Community Development Director Bob Hicks From: Executive Liaison Anne Bailey ~~ Agenda Item: REVISED 2007-2008 Historic Preservation Priority List BACKGROUND & JUSTIFICATION: At the June 26, 2008 Historic Preservation Work Session the Commission reviewed and changed the 2007-2008 Historic Preservation List. The Commissions requested changes were made and are shown in red on the attached Revised 2007-2008 List. RECOMMENDATION: The Commission should review, discuss and approve by motion the Revised 2007-2008 Historic Preservation Priority List. 5 Historic Preservation Priorities List 2007-2008 Public Outreach 1. Historic Preservation Website- Needs updating, work on the Seward Register Sites 2. The National Historic Preservation Month- Continue to participate and plan celebrations for the recognition of H.P. Month. The scope of the activities will vary from year to year, but activity needs to be identified many months in advance. o The month of May is Historic Preservation Month o Place the National Historic Preservation Month on the January Agenda 3. Seward Annual Historic Preservation Award- Continue to select an outstanding award winner each year and bring the plaque in City Hall up to date. o The Historic Preservation award is given in May. o Place the Seward Annual Historic Preservation Award on the January Agenda. o Solicit the public to nominate people they think deserve to be a recipient of the award. 4. Local Plants and Trees A. Inventory of Local Plants and Trees B. Solicit Nominations From the Public 5. The First Friday Fireside Historical Lecture Series- Keep on priority list and work on bringing back to the public. o Ground rules need to be set when this is brought back. o Discuss possible locations for the lectures to occur (i.e. SeaLife Center, Library Basement, and Theater) 6. A community group had met in March and April of 2008 to develop the plan for the grant proposal entitled Seward Home of Alaska's Flag. The project seeks to tell the story behind the flag and the 32 year race to statehood through visual, performing arts and public discussion. A community mural will be produced and constitute the tangible item of the project. A Statehood Symposium will also be held in May 2009 which will showcase the mural mentioned above and have historic presentations by local and regional scholars on the subject of the Alaskan Statehood Experience. Speakers sought will have varied view points from industry to environment to the Native Alaska experience. Transcripts and video of these discussions will be held and archived in the Seward Community Library. This project will be a collaborative effort of the Seward Mural Society, the Resurrection Bay Historical Society, the Seward Community Library, the City of Seward and members of the public. On April 30, 2008, the Historic Preservation Commission supported the Alaska Statehood Experience Grant application and had been asked if they would like to host a portion of the 2009 Statehood Celebration. The Historic Preservation Commission has experience hosting fireside chats and had hosted the 2003 Symposium. The Commission may choose to host the lecture portion of the symposium and research and invite presenters to the event. CONSISTENCY: Where applicable, this resolution is consistent with the Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures. The men and women who brought the Alaska Territory to Statehood cleared the hurdles creatively and well. Yet, to most of today's Alaskans, the symbol of their work is our flag. The simple eights stars arranged in the shape of the Big Dipper on a field of blue was designed by a thirteen year ofd Native Alaskan from Seward. How Benny Benson came to design the flag that eventually became the official Alaska state flag is a story of perseverance, hope and luck, much like the journey to statehood for Alaskans. Although the flag design was chosen in 1927, it would be thirty-two years before it would fly over the State of Alaska. However, even at that early date, Benson said the "The North Star is for the future state of Alaska, the most northerly in the union." This proposal seeks to tell the story behind the flag and that thirty-two year race to statehood through visual, performing arts and public discussions. Three products are described in this proposal. A community mural and a one act play constitute the tangible items that will remain as a result of our efforts. A Statehood Symposium will be held in May of 2009 to showcase the two products and learn about the history of Statehood through public discussions and presentations. The Seward Mural Society will design and complete a mural depicting the city's role in the history of the state. The Port City Players will oversee the creation and production of a one-act play. These groups will challenge artists and playwrights to create images of the story behind the design of Alaska's flag. The Jesse Lee Home, a competitive design contest and the political wrangling that preceded the declaration of statehood are great fodder for aone-act play. Benson's simple, elegant design, his heritage and the beauty of our great state will serve as the muses for visual artists. The Seward Community Library Museum will plan and implement a Seward Statehood Symposium during the month of May 2009 that will showcase the mural and the play. This symposium wilt also host historic presentations by local and regional scholars on the subject of the Alaskan Statehood Experience. There were visionaries who lived in the territory and knew first hand the value of Alaska's natural resources. They wanted to be able to have immediate control and protection of those assets. Not content to be a small voice in the wilderness, Alaska's early leaders decided to fight for inclusDion int® the United States. In order to be taken seriously there was a movement to develop a symbol aof Alaska that represented the area's riches. The fln;t.official seat of Alaska had contained glaciers, ice bergs and subsistence living Native Alaskans. In 1910 that seal was changed "to reflect the importance of mining, agriculture, fisheries and a railroad" in an effort to catch the eyes of developers, investors and entrepreneurial legislators. Building momentum, Alaskans pushed for and were granted more rights. In particular, Alaska was granted anon-voting representation in the United States Legislature and soon became a territory. This designation permitted Alaskans to form a territ®riai legislature, one step away from statehood. Along the way an observant George Parks, then Alaska's territorial governor, found himself in the Federal Post Office surrounded by flags from every stxate anal territory except Alaska. Parks returned to Alaska and asked the Alaska Department of the Arr~erican Legion to launch a contest to design a flag for the territory. As the political wrangling and deal making ensued elsewhere, a young Alaskan teen, living ins an orphanage in Seward heard about the flag design contest from his teacher. Benny Benson, thae son of a Swedish fisherman and an Aleut-Russian mother, was a ward of the home because his motther hard died and his father had to make his living at sea. He and his brother Carl started living in theJesse Lee home in Unalaska and moved with the institution to Seward in 1925. Humble and cautivuas, Benson was sure his design would not be chosen because of a misspelling in the description he wrote. To his surprise the eight stars of gold on a field of blue was unanimously chosen to be the official flag of Alaska. Unbeknownst to Benson, or others involved in the process, was the future significance of the event in the history of Alaskan Natives. The notoriety of the contest, Benson's success, his gracious manner in accepting the honor and his strong representation of his heriitage exemplify the integrity and stature of Native Alaskans in the journey to statehood for Alaska. Subsequent mural themes include the Mt. Marathon Race, artist Rockwell Kent, wildflowers, whales and commercial fishing. Not only do these pieces add to the uniqueness of Seward, they are a wonderful community project. Typically, a master artist is commissioned to create a design and do the bulk of the painting. Once completed, the Mural Society invites the community to participate in the final paint. After the painting is complete the Society touches up and puts the pieces together. Installation is done by a local contractor. Old, young, experienced artists and novices alike participate side by side in this process. It is Truly a community effort with wonderful results. The mural proposed for this application will be designed around the theme Seward, Home of Alaskan's State Flag. "Eight stars of gold on a field of blue" aptly describes the simple yet elegant look of 'the flag designed by Benny Benson. His design, its orig~ail description and the story behind the design will be the guide for the artistic interpretation of the mural's content. This mural will be approximately 10'x40'. A potential permanent site for the piece is on the wall of Seward's post office. The Society has been negotiating with post office officials for permission to use its blank wall as a mural location. Other potential sites are at the entrance to town and/oc centrally located along with the other murals. If the application is successful the Mural Society will chroose a master artist through a competitive . application process. The successful applicant will be given a set of parameters within which to create the mural. Applicants will be solicited statewide. In response to French, Hicks stated staff was not ready for a public meeting but one could be held soon. 31 City of Seward, Alaska Historic Preservation Commission Minutes June 11, 2008 Volume 2, Page 9 6 Lasota stated the Commission should hold a work session to discuss Commission involvement and review Title 15 and building code changes to prepare. The Commission continued to discuss holding a public meeting, how to obtain information from grants and staff, what a historic district would affect and scheduling a work session. B eneral consensus, the Commission scheduled a Work Session for June 26, 2008 at noon in Yg the upstairs conference room to discuss Historic Preservation Priorities and the Historic District. Hicks stated staff would provide the Commissioners with a packet of information that includes ideas and options for the Commission to consider. Informational Items - (No action required)- May 2008 Heritage Monthly News Update Commission Comments- In response to Lasota, Bailey stated staff had not heard if the Commission had received the 2008 Certified Local Government Grant. In further response to Lasota, Hicks stated City staff had reviewed the Jesse Lee proposal and discussed the Hoben Park/SeaLife Center negotiations. The Conunission discussed the handicap signs located at the Park. Hicks stated he would provide the Commission with more information about the Hoben Park project. Kovac provided an overview of the Hoben Park fence project. In response to French, Bailey stated she would email the Commission a copy of the 2007- 2008 Historic Preservation Priorities list.
