HomeMy WebLinkAboutRes2008-079Sponsored 6y: Oates CITY OF SEWARD, ALASKA RESOLUTION 2008-079 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH PERFORMA, INC. FOR REPAIR AND REFINISHING OF THE FIRE APPARATUS BAY FLOORS IN THE AMOUNT OF $ 35,000.00 WHEREAS, the Seward Fire Station was originally constructed in 1963; and WHEREAS, the wear and tear on the cement floors through years of use and the increased operation of emergency vehicles going in and out of the station takes a huge toll on the integrity of the apparatus bay floor; and WHEREAS, only minor repairs and basic maintenance have been completed during the past years due to budget holds and capital project cut backs; and WHEREAS, during the 2008 budget approval process Council recognized the need for substantial repair work of the apparatus bay floors at the fire station by approving department funding for this work to be done; and WHEREAS, an RFP was posted for this project per Seward City Code and three proposals were received; and WHEREAS, time is a critical element in repair /refinish plans of the contractor to complete the project before weather conditions impair or halt the project; and WHEREAS, an evaluation process was used in determining the best value from each proposals received; and WHEREAS, Performa, Inc of Wasilla Alaska received the most points from the review evaluators and has quoted a price that is within the established budget for this project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. City Council authorizes the City Manager to enter into a contract with Performa, Inc. of Wasilla Alaska for the repair and refinishing of the fire apparatus bay floor for an amount not to exceed $35,000. Section 2. Funding in the amount of $35,000 is hereby appropriated from the Fire ~,~„ Department Building account 101-1220-5920 for this project. G ._v ~~~~ Z • yt~ L ~`~ ry •, ~ 'Q• • council Agenda Statement Meeting Date: August 11, 2008 To: Honorable Mayor & City Council members Through: Phillip Oates, City Manage~~~d From: David Squires, Fire Chief Agenda Item: Authorize the contract to repair and refinish the fire apparatus floor BACKGROUND & JUSTIFICATION: The main fire station for the City of Seward was constructed in 1963.Overtime and with hard use from the emergency response vehicles the cement flooring in the apparatus bays are in desperate need of major repair work. Maintenance has been performed many times since 1963, but professional repair work is long over due. During the 2008 budget process, Council recognized the need for substantial repair work for this critical infrastructure for the City of Seward. The fire department was allotted funds for the work to be included in our budget. A Request for Proposals (RFP) was sent out in July 2008 with the specifications and criteria for submitting a proposal. Three proposals were received for the project. Each of the proposals for the repair work had a variety of methods and material to be used to repair and refinish the floor. Proposals were received from Harmon Construction, Performa, Inc and Alaskan Industrial, Inc. Three evaluators graded each proposal on the following criteria; statement of qualifications, litigation history and references. The last piece of the evaluation was proposal amount. This part was held back until all the evaluators had turned in their reviews. All the points were averaged and then the points for the cost were added to the total. One hundred points were possible out of the four grading criteria. The proposal from Perfonma, Inc of Wasilla, Alaska received the highest points (83). Their proposal has a cost of $35,000.00 and meets the requirements set forth in the specifications. CONSISTENCY CHECKLIST: Where applicable, this resolution is consistent with the Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures. Other: FISCAL NOTE: ~3 This project was approved in the Fire Department's 2008 budget, Building (Capital) account 101- 1220-5920 and the department has sufficient funds within this account to fund this project.
