Meeting Date: August 11, 2008
To: Honorable Mayor & City Council members
Through: Phillip Oates, City Manage~~~d
From: David Squires, Fire Chief
Agenda Item: Authorize the contract to repair and refinish the fire apparatus floor
BACKGROUND & JUSTIFICATION:
The main fire station for the City of Seward was constructed in 1963.Overtime and with hard use
from the emergency response vehicles the cement flooring in the apparatus bays are in desperate
need of major repair work. Maintenance has been performed many times since 1963, but
professional repair work is long over due.
During the 2008 budget process, Council recognized the need for substantial repair work for this
critical infrastructure for the City of Seward. The fire department was allotted funds for the work to
be included in our budget. A Request for Proposals (RFP) was sent out in July 2008 with the
specifications and criteria for submitting a proposal.
Three proposals were received for the project. Each of the proposals for the repair work had a
variety of methods and material to be used to repair and refinish the floor. Proposals were received
from Harmon Construction, Performa, Inc and Alaskan Industrial, Inc.
Three evaluators graded each proposal on the following criteria; statement of qualifications,
litigation history and references. The last piece of the evaluation was proposal amount. This part was
held back until all the evaluators had turned in their reviews. All the points were averaged and then
the points for the cost were added to the total. One hundred points were possible out of the four
grading criteria. The proposal from Perfonma, Inc of Wasilla, Alaska received the highest points (83).
Their proposal has a cost of $35,000.00 and meets the requirements set forth in the specifications.
