The forms for both the basin and fountain were built at Harmon Construction. As reported last month, the fountain has been successfully poured. This week, Monday, August 1 1, Harmon removed the old fountain from the park (from Railway Avenue.) Congratulations and thanks to Harmon for their meticulous care and concern for the rest of the park and the poplar tree's root zone. We challenge anyone to find a construction site so very well contained and maintained. Harmon moved the basin/pool form from their shop to the fountain site in the park on Tuesday. This morning Harmon successfully poured the basin at the park site. Again, the surrounding site is amazingly undisturbed. Clean up will occur over the next several days. The fountain piece may be placed as early as next week, Monday, August 18, depending on weather. We have sent a request to SHPO to authorize placing the interpretive panel just off the bike path headed into the park, between the fountain and bikepath. "X" marks the spot on the attached rough sketch. Staff requests that the Commission during the Approval of the Agenda and Consent Agenda add Item F. "Set a Work Session to make a site visit and inspection of Hoben Park on Thursday, September 4, 2008 at 12 noon" to the agenda. The Pioneers are planning on doing a small project but would like to see a citywide event tied in with this State holiday. The Pioneers sent a letter to the City of Seward and carbon copied the information to the Historic Preservation Commission {see attached letter). The Commission may be interested in hosting a Seward's Day Fireside Chat or a speaker to coincide with the Celebration. We plan to do some small project, but we would really like to see a citywide event tied in with this State holiday. This idea seems even more important as Alaskans celebrate 50 years of Statehood. The City of Sitka celebrates Seward's Day in March as well as Alaska Day in October. It is only fitting that the City of Seward would do something to honor its namesake, William H. Seward, with some kind of celebration. We encourage you, the City leaders, to give this idea serious consideration and support. Initiating a Seward's Day Celebration would be beneficial to the entire community. "Eye to Eye with Ivan" is a historical documentary that documents the origin of the Alaska National Guard during WWII and then segues into the Cold War mission of the Guard. Commissioner Lasota has reserved the Rae Building for the presentation and if the Commission decides to host the event refreshments should be provided and a video should be taken for archival purposes. Staff will advertise the event. Unanimous Consent 16 City of Seward, Alaska Historic Preservation C©mmission Minutes July 16, 2008 l; plume 2, Page 9 6 New Business- Revised Historic Preservation Priorities List 2007-2008 Motion (Luther/French) Approve the Revised Priority List Motion Passed Unanimous Consent 2008 Certified Local Government Grant Discussion Glenn requested the Commission refer to the Certified Local Government (CLG) agenda statement lay down.:She stated the City of Seward was awarded the 2008 CLG Grant and the Commission was authorized to work on providing public access to the Seward Historical Site Inventory. She reminded the Con~mi scion to document the work done on the project and summarized the work that needed to be completed and he public notice process. She stated staff recommended the Commission set a Work Session to discuss how to proceed on the grant. The Commission discussed holding a work session to discuss the CLG Grant. By general consensus, the Commission set a ~1~'ork Session to discuss the CLG Grant for July 30, 2008 at 6:30 p.m. Resolution 2008-OS Recommending City Council Authorize the Commission to Aid in the 2009 Statehood Celebration Glenn reviewed Resolution 2008-OS and stated a few clerical errors would be corrected by staff. She stated the Statehood Grant was awarded and accepted by the City and C~nunissioner Luther would give a more detailed report. She stated staff recommended approval of Resolution 2008-OS to host the lecture portion of the Symposium and recommended the Commission set a Work Session to further discuss the project. Luther discussed the Alaska Statehood Grant project in great detail. He stated the project would entail a mural and a symposium with the focus on the Alaska State Flag. He noted the Commission should have a Work Session to discuss who should be invited and discuss the project in further detail. Swann stated he wanted to have all the Commissioners at the Work Session and asked if there was a timeline. In response to Swann, Luther stated the event would occur the first week of May and he mentioned other events that would occur at the Symposium. 17 City of Seward, Alaska Historic Preservation Commission Minutes July 16, 2008 Volume 2, Page 9 7 In response to French, Luther stated the group had considered having two to four speakers at the lecture series. In response to Luther, Glenz suggested the Commissioners write a letter to Council thanking Kovac for her services. Swann congratulated Luther on becoming Vice Chair and thanked him for stepping forward. French congratulated. Swann and Luther on their new positions.
