RESOLUTION 2008-091.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE REPAIR
PARTS FOR THE 1996 OSHKOSH SNOW BLOWER FROM
RESURRECTION BAY AUTO PARTS FOR AN AMOUNT NOT-TO-
EXCEED $27,200 AND APPROPRIATING FUNDS
WHEREAS, the Public Works Department experienced a mechanical failure of the 1996
Oshkosh Snow Blower; and
WHEREAS, the Public Works Department issued an Invitation to Bid for the purchase of
the necessary repair parts; and
WHEREAS, the Resurrection Bay Auto Parts store in Seward was the only responsible and
responsive bidder; and
WHEREAS, the procurement of these parts is necessary to enable the Public Works crew to
load snow with the Snow Blower.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to purchase repair parts for the 1996
Oshkosh Snow Blower from Resurrection Bay Auto Parts in the amount of $27,200.
Section 2. Funding in the amount of $27,200 is hereby appropriated from the General Fund
fund balance account no. 101-0000-3050 to the snow removal repair and maintenance account no.
1.01-1314-5380.
Section 3. This resolution shall take affect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, September 22,
2008.

BACKGROUND & JUSTIFICATION:
The used 1996 Oshkosh Snow Blower that the City of Seward purchased in 2007 has experienced a
mechanical failure. The hydraulic motors that propel the ribbons at the front of the machine have
failed. The Oshkosh hydraulic pump that drives the hydraulic motors has also failed. The staff
investigated the failure and has determined that the hydraulic motors failed and consequently the
pump failed when broken parts and pieces were carried back through it, via the return line. In order
for the snow removal crew to use the blower to load snow, the machine needs to be fixed.
On August 31, 2008, the City of Seward published an Invitation To Bid in the Anchorage Daily
News, and posted the notice in City Hall, harbormaster's Office and U.S. Post Office. Bids were due
on September 15, 2008, at 1:00 pm in the Clerks Office. The City Clerk opened the single bid packet
from Resurrection Bay Auto Parts (Napa), at 1:03 pm on September 15, 2008 in the City Council
Chambers. The bid from Resurrection Bay Auto Parts for an amount not to exceed $27,171.25 is the
only responsible and responsive bid received. It is staff recommendation that Council appropriate
funds in the amount of $27,200 for the repair of the snow blower.
INTENT:
Appropriation of funds not to exceed $27,000 for the repair of the 1996 used Oshkosh Snow Blower.
CONSISTENCY CHECKLIST:
Where applicable, this resolution is consistent with the Seward City Code, Charter, Comprehensive
Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.

FISCAL NOTE:
The General Fund fund balance is well below even the minimum required fund balance according to
the City Council's fund balance policy. Assuming that the Council authorizes all of the
appropriations requested in the meeting of September 22, the undesignated General Fund fund
balance will be approximately $500,000.

RECOMMENDATION:
City Council approve Resolution 2008-091, authorizing the appropriation and transfer of $27,200
from the General Fund fund balance to account no. 101-1314-5380 for the procurement of Oshkosh
Snow Blower parts to be supplied by Resurrection Bay Auto Parts (Napa).
