RESOLUTION 2008-094
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER FOR A SOLE SOURCE
PURCHASE IN THE AMOUNT NOT-TO-EXCEED $19.105.88 FOR THE
PURCHASE OF A LSCAN 1000TvS LIVE SCAN FINGER PRINT
EQUIPMENT FROM CROSSMATCH TECHNOLOGIES
WHEREAS, the Seward Police Department has several needs to upgrade the
procedures of obtaining finger prints; and
WHEREAS, $19,105.88 is the entire cost of the Live Scan Fingerprint system, set up of
the system, and the training of Seward Police Department personnel, who will be using the system;
and
WHEREAS, the Seward Police Department runs one of thirteen Community Jails in
the State for the Department of Corrections and the LSCAN 1000Tvs Live Scan with Integrated
Full Hand Scanner from Identix is identical to the equipment currently being used by the
Department of Corrections- compatibility of this equipment is essential; and
WHEREAS, the current ink and paper system the Department is using has become costly
and outdated and many agencies around the State are currently using these Live Scan systems
automated fingerprint systems that is compatible with this equipment; and
WHEREAS, the Live Scan Fingerprint system will allow for quicker positive
identification of suspects and persons who may have previously been involved in crimes and will
process partial handprints increasing the ability to identify suspects; and
WHEREAS, currently the turn around time for a set of print cards is approximately ninety
days, longer if the prints have to be redone and the LSCAN 1000Tvs Live Scan will eventually
reduce this time to as little as a few hours; and
WHEREAS, the Live Scan Fingerprint system will allow Department personnel to obtain
good readable set of prints each and every time; and
WHEREAS, there are a number of people in town who require prints for job applications or
recertification'sthat have to come innumerous times before a good set of prints can be obtained and
the LSCAN 1000Tvs Live Scan should eliminate having to redo fingerprints; and
WHEREAS, the Police Department will have the ability to access backup documentation of
fingerprints easily and quickly when necessary and to provide quality assurance that can be

WHEREAS, The State of Alaska has deployed the Crossmatch Livescan systems in six DOC
facilities, and Valdez, Cordova, Homer and Sitka Police Departments have all purchased live scans
off of the State contract; and
WHEREAS, The State of Alaska currently has contracted with Crossmatch technologies for
their Livescan fingerprinting equipment; and
WHEREAS, Crossmatch had to comply with the electronic transmission of criminal or
criminal justice employment applicants to the State of Alaska (and through them to the FBI), they
had to meet their system requirements such as SMTP transmission of fingerprints that must be
captured at least 1000 ppi and the Crossmatch contract allows users to interface with APSIN and/or
OTIS to pull down person specific information to populate the fingerprint card.
NOW, THERE FORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. Authorize the City Manager to enter into a sole source purchase in the amount
not-to-exceed $19,105.88 for the purchase of a "LSCAN l OOOTvS Live Scan Fingerprint System,
and utilizing funds from existing police department budget.
Section 2. This resolution shall take affect immediately upon. its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 22nd day of
September, 2008.

Agenda Item: Purchase of LiveScan fingerprint equipment
BACKGROUND & JUSTIFICATION:
The Seward Police Department runs one of only 12 Community Jails in the State for DOC, if
approved, will acquire a LSCAN 1000 TvS Fingerprint Scanner (LiveScan) with Integrated Full
Hand Scanner from Crossmatch Technologies. This equipment is identical to the equipment
currently being adopted by the State Dept. of Corrections. Compatibility is essential. This
equipment will process partial handprints increasing the ability to identify the suspect. We would
have the ability to eventually transmit the prints electronically and assist in rapidly identifying a
subject using false identification documents.
The Sales and Installation Quotation for the LSCAN 1000Tvs Scanner with manual, Laptop
computer, Firewall card, Live Scan Management Software (LSMS), LSMS Manual set, FBI
Approved Network System Printer, other related equipment and aone-year warranty is $19,105.88
which also includes their travel and training of our personnel.
The Live Scan Fingerprint system will allow for quicker positive identification of suspects and
persons who may have previously been involved m crimes. It will process partial handprints
increasing the ability to identify suspects. Nobody wants to have someone who preys on children
working m our schools or running a daycare center.
Currently the turn around time for a set of prints cards is approximately ninety days, longer if the
prints have to be redone. The LSCAN 1000 TvS Fingerprint Scanner will eventually reduce this
time to as little as a few hours.
Live Scan Fingerprint system will allow Department personnel to obtain a good readable set of
prints each and every time. There are a number of people in town who require prints for job

can be obtained. The LSCAN 1000 TvS Fingerprint Scanner should eliminate having to redo
fingerprints.
SOLE SOURCE JUSTIFICATION:
The Seward Police request an exception to the general rule concerning free and open competition to
purchase the Livescan Fingerprinting system from Crossmatch Technologies based on the following
criteria:

1. The State of Alaska currently has contracted with Crossmatch technologies for their
Livescan. fingerprinting equipment.
2. Crossmatch recently worked out most of the `kinks' for their implementation of our
transmission specifications.
3. Crossmatch had to comply with the electronic transmission of criminal or criminal justice
employment applicants to the State of Alaska (and through them to the FBI), they had to
meet their system requirements such as SMTP transmission of fingerprints that must be
captured at least 1000 ppi. Also, the Crossmatch contract allows users to interface with
APSIN and/or OTIS to pull down person specific information to populate the fingerprint
card.
4. The State of Alaska would not authorize this interface with a different live scan company.
5. The State of Alaska has deployed the Crossmatch Livescan systems in six DOC facilities,
and Valdez, Cordova, Homer and Sitka Police Departments have all purchased live scans
off of the state contract.

knowledge and judgment that includes analysis, evaluation, prediction, planning or
recommendations and which results in the production of a report or the completion of a
task
6.10.130 Where competitive bid proposals are not in the public interest.
Restrictions and provisions of this title shall not apply where the city council determines and
makes written findings that the public interest would be best served by not requiring
competitive bids/proposals.
Supporting Justification:
ProComm is Motorola's authorized distributor, installer and maintainer in Alaska. The contract includes
professional services {engineering). The federal funds grant was awarded through the Office of Homeland
Security based on grant request as specified, award contains specified equipment. ProComm Alaska is a
state contractor with a local office, and the City of Seward would benefit from the State discount price
schedule. Management of this project is the responsibility of the City of Seward and not the contractor.
CONSISTENCY CHECKLIST:
Where applicable, this resolution is consistent with the Seward City Code, Charter, Comprehensive
Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.

Funding for this project will come from the 2008 police and jail budget although the cost for the

RECOMMENDATION:
Council approve resolution 2008-~~ uthorizing the City Manager to approve payment and
enter into a sole source contract with Crossmatch Technologies for purchasing and
installation of a LSCAN 1000 TvS Fingerprint Scanner (LiveScan) with Integrated Full
Hand Scanner in the amount not to exceed $19,105.88
