RESOLUTION 2008-085
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO EN R INTO A
CONTRACT WITH ARCHITECTS ALASKA, INC. O PROVIDE
PROFESSIONAL DESIGN SERVICES FOR THE .IESSF F.E HOMF.
WHEREAS. resolution 2005-66 recognized the Jesse Le ome as a historical landmark
for the State of Alaska and the City of Seward, and recogiuz~ the restoration of~ the Jesse I_ee
Home as a City priority, and directed the city manager or s designee to support the Historic
Preservation Commission to develop relationships with pr' ate, state and federal organizations to
further pursue the preservation and restoration of the Jes Lee Home; and
WHEREAS. resolution 2005-83 supporte the use of the Jesse Lee Home as an
educational institution and directed the city ma ger or his designee to support the Historic
Preservation Commission to apply for grant or ants intended to develop a feasibility study and
continue to pursue relationships with private, ate and federal organizations; and
WHEREAS, the City of Seward proved resolution 2006-119 recognizing the Friends
.~ of the Jesse Lce Home (Friends) as a st wide interest group and project partner dedicated to the
restoration of the 7esse lee Home as a atewide leadership school; and
WHEREAS, resolution 2 06-119 directed the city manager to support the Friends in
seeking private grants and/or t funding for the Jesse lee Home and support the Friends to
assure the success of this part rship; and
WHEREAS, in 2 7, the Friends of the Jesse Lee Home secured a slate grant oI~ $1
million for the purpose o immediate stabilization of the Jesse Lee Home; and
WHEREAS he State of Alaska has appropriated grant f~uids to the Department of
Natural Resources taling $1 million; and
WHER AS, in 2008, the Friends of the .Icsse Lee Home secured another $500,000 for
the purpose o immediate stabilization of the Jesse Lee Home; and
W EREAS, resolution 2008-034 directed the City Manager to accept the $1 million
grant Ii- the Department of Natural Resources and administer a contract to secure services
from a rofessional to prepare an engineering report; and
WHEREAS, this report will recommend appropriate strategies for rehabilitation,
de elopment and management of the Home in a manner that recognised the Jesse i,ee Home's
""' storical significance; and

WHEREAS, the report will help outline the most immediate~~structural needs, prioritize
the highest priorities and provide recommendations for immediatestabilization to the Friends of
the Jesse Lec Home and the City of Seward; and
WHEREAS, the remaining funding will be used tA'`stabilize the Jcssc Lce Home until
additional funds are secured. ,
NOW, THEREFORE, I3E IT RESOLVED' BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that: ,y~'
Section 1. The City manager is ~ithorized to enter into a contract, in substantial
Form as presented at this meeting, with Archit~ts Alaska to for the Professional Design Services
Contract-Jesse Lee Home Restoration in an~mount not-to-exceed oue hundred eight thousand
and five hundred dollars ($108,500). ~~"

Section 2. Authorize t~~ city manager to include a 10% contingency of $10,850
for a total amount of $1 19,35
Section 3. Fund ~(n the amount of $119,350 are hereby appropriated from the
Jcssc Lee Home Rehabil~ation Fund accolmt no. 271-2719-4680-0200.
Section 4. T1~+Ys resolution shall take affect immediately upon its adoption.
