RESOLUTION 2009-O10
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING THE CITY MANAGER'S APPOINTMENT OF
JOHN FOUTZ AS MANAGER OF ELECTRIC UTILITY
WHEREAS, Section 2.20.015 of the City Code requires the City Manager's selection for the
Manager of Electric Utility position to receive approval from the City Council; and
WHEREAS, Mr. Foutz recently graduated with a Bachelor of Science Electrical Engineering
Degree and also has an associates degree in Business Administration; and
WHEREAS, Mr. Foutz has knowledge of three phase motors and generators,
electrical/mechanical conversion, power system components and power line transmission.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Council approves the City Manager's appointment of John Foutz as Manager of
Electric Utility effective February 9, 2009.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe City of Seward, Alaska, this 9th day
of February, 2009.

Agenda Item: Approval of Manager of Electric Utility
BACKGROUND & JUSTIFICATION•
The Electric Utility Manager position was opened for recruitment within the City employees and then
to the public in November 12, 2008. Onsite interviews were conducted by the City Manager and an
interview committee. Based on education and communication skills, John Foutz was selected for the
Manager of Electric Utility.
Mr. Foutz recently graduated from California State University, Chico with a Bachelor of Science
Degree in Electrical Engineering. He also has an associates degree in Business Administration.
Mr. Foutz has knowledge of three phase motors and generators, electrical/mechanical conversion,
power system components and power line transmission. In addition to his exposure to power
systems, his associates degree in Business Administration brings an understanding of the economic
aspect of the power industry and an understanding of the bottom line with respect to costs.
John Foutz has been offered the position of Manager of Electrical Utility. X2.20.015 requires the City
Manager's selection for the Manager of Electric Utility position receive approval from the City
Council.

the written notice calling a Special Council Meeting for the
purpose of:
Going into Executive Session to discuss the appointment of John Foutz as
Manager of the Electric Utility.

NOTICE IS HEREBY GIVEN that the Seward City Council will
conduct a special meeting on the following items of business on
February 9, 2009.

Of John Foutz As Manager Of Electric Utilities.
2. Resolution 2009-010, Approving The City Manager's Appointment Of
John Foutz As Manager Of Electric Utility.
The special meeting will commence at 8:00 p.m., or as soon thereafter the regularly
scheduled council meeting has adjourned, in the City Council Chambers, City Hall, 410
Adams Street, Seward. All interested persons are invited to attend the meeting and
participate in the discussion; or, written comments may be sent to the City of Seward, c/o
