RESOLUTION 2009-029
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, SUPPORTING THE SEWARD POLICE
DEPARTivIENT'S "RECOVERY ACT: ASSISTANCE TO RURAL
LAW ENFORCEMENT TO COMBAT CRIME AND DRUGS:
CATEGORY I: COMBATING RURAL CRIME" APPLICATION
IN THE AMOUNT OF $300,000
WHEREAS, The American Recovery and Reinvestment Act (ARR.A) of 2009 is
intended by Congress to stimulate the American economy; and
WHERF,AS, appropriations have been made to federal agencies through the
ARRA in order to help stimulate local economies: and
WHEREAS, ARRA presents the City of Seward and Sera-ard Police Department
with the opportunity to apply for granted funding, with no match required; and
WHEREAS, $2 billion in Recovery Act 2009 funding allocations for state and
local law enforcement assistance is available through the Edward Byrne Justice
Assistance Grant (JAG) Programs; and
WHEREAS, the Seward Police Department's current video surveillance system
is a piece of critical city infrastructure and is outdated and iu need of expansion; and
WHEREAS, the Department of Justice, Office of Justice Programs, Assistance to
Rural Law Enforcement to Combat Crime and Drugs Competitive Grant program
includes $125 million in funding available through competitive grants.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1: The Seward City Council recognizes the need to upgrade and expand
the existing video surveillance system.
Section 2: The Seward City Council supports the Seward Police Department's
application through the Department Justice, Office of Justice Program, Assistance to
Rural Law Enforcement to Combat Crime and Dnugs Competitive Grant for $300,000.
Section 3: This resolution shall take effect immediately upon its adoption.

BACKGROUND & JUSTIFICATION:
The American Recovery and Reinvestment Act (ARRA) of 2009 is intended by Congress to
stimulate the American economy, presenting the City of-Seward and Seward Police Department
with the opportunity to apply for granted funding. with no match required. The application for
this grant will be submitted through the Department of Justice, Ollice of Justice Program,
Assistance to Rural I,aw Inforcement to Combat Crime and Drugs, and will consist of a funding
request for upgrades to the exiting surveillance camera system for city infrastructure.
I~.xpansion of this system will help to improve officer efficiency and enhance public salcty,
focusing on Intelligence Led Policing (II,P) and Community Oriented Policing (COP), both
practices strongly encouraged in application instructions. Seward Police Department is
requesting city council support through resolution, for a proposal of $300,000.
