Sponsored by: Oates <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2009-038 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, AUTHORIZING THE PURCHASE OF AUTOMATED PAY <br />STATIONS TO COLLF,CT DAILY PARKING FEES AND APPROPRIATING <br />FUNDS <br />WHEREAS, the Seward City Council seeks improved customer service, advanced <br />technology and operational efficiencies; and <br />WHEREAS, the Anchorage Parking Authority, Diamond Parking and the University of <br />Alaska Anchorage utilize the Luke pay station by Digital; and <br />WHEREAS, the administration seeks to test the technology in Seward prior to making a <br />larger commitment to operational changes; and <br />W HEREAS, Digital Payment Technologies submitted a sales quote of $23,193.12 for two, <br />solar-powered, wireless multi-space payment machines. Shipping is estimated at $1,500 and set <br />preparation, installation, set up and training are estimated at $4,000 for a total of $28,693.12; and <br />WHEREAS, it is the City of Seward's best interest to purchase from Digital according to City <br />... Code Section 6.10.120. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THF, CITY <br />OF SEWARD, ALASKA, that: <br />Section 1. The Seward City Council hereby finds that it is in the public interest to waive <br />SCC 6.10.120, requiring competitive procurement procedures, based on the fact that previous <br />attempts to purchase automated paid parking machines resulted in an unwillingness of vendors to <br />service equipment in Alaska. In addition, the City of Seward desires to utilize solar energy-powered <br />equipment to save on installation and operating costs, and such equipment has recently been installed <br />--with positive operating experience -- by three other Alaskan governmental entities, utilizing Luke <br />Radius. <br />Section 2. The City Council of the City of Seward authorizes the purchase and installation of <br />two Luke Radius in the amount of 528,693.12, and hereby appropriates said amount from the <br />Parking Enterprise Fund Undesignated Net Assets account no. 403-0000-3050 to the equipment <br />account no.403-4030-4930. <br />Section 3. This resolution shall take effect immediately. <br />
