Adjournment Historic Preservation Commir.rion Regular ,fleeting Agenda May 2Q 2009 Historic Preservation Agenda Statement Meeting Date: May 20, 2009 To~ Historic Preservation Commission From: Library Director, Patricia Linville Agenda Item: Discuss and request volunteers or set a work session for the 2009- 20010 Historic Preservation Priority List BACKGROUND & JUS"fIFICATION• Every two years the Seward Historic Preservation Commission develops a Priority List for the upcoming two years. The last copy covers the years 2007-2008. RECOMMF,NDATION: The Commission should request volunteers or schedule a work session to develop the 2009-2010 Historic Preservation Priority List. Historic Preservation Priorities List 2007-2008 Public Outreach 1. Historic Preservation Websitc- Needs updating, work on the Seward Kegister Sites 2. The National Historic Preservation Month- Continue to participate and plan celebrations for the recognition of H.P. Month. The scope of the activities will vary from year to year, but activity needs to be identified many months in advance. o The month of May is Historic Preservation Month o Place the National Historic Preservation Month on the January Agenda 3. Seward Annual Historic Preservation Award- Continue to select an outstanding award winner each year and bring the plaque in City Hall up to date. o The Historic Preservation award is given in May. o Place the Seward Annual Historic Preservation Award on the January Agenda. o Solicit the public to nominate people they think deserve to be a recipient of the award. 4. Local Plants and Trees A. Inventory of Local Plants and Trees B. Solicit Nominations From the Public 5. The First Friday Fireside Historical Lecture Series- Keep on priority list and work on bringing back to the public. o Ground rules need to be set when this is brought back. o Discuss possible locations for the lectures to occur (i.e. SeaLife Center, Library Basement, and Theater) 6. Cemetery Information Project o Place Cemetery/Obituary Information on Seward Ilistoric Preservation website, develop an informational pamphlet, create a book and compile obituaries. Historic Structures & Sites 1. Hoben Park has been approved for historic reconstruction by Council- The Commission continues to support and is willing to assist with this project. * 2. Continue to Update Seward Inventory of Historic Places 3. Continue to Nominate Structures and Sites to Seward Local Register A. Water Intake Building B. World War H Era Structures C. Monitor the Multi-Agency Center Historic Preservation Plan * 1. Seward Historic Preservation Plan- The plan needs to he reviewed and updated. 2. Evaluate the Establishment of a Historic District Other Required Tasks * 1. Establish and maintain a basic working inventory of cultural resources in the local area, compatible with the Alaska Heritaee Resources Survev and annually provide new data to the Offices of History and Archaeology. - CLG Historic Preservation Program, State Guidelines Pg. 3. * 2. Survey and inventory community historic architectural and archaeological resources within the community. 3. Set priorities for the DNR grant applications. A. The National Park Service/LJS Forest Service Multi-Agency Facility- Continue to monitor and present a strong voice during the design phase of the project. * Required by City Code Updated June 26, 2008 Historic Preservation Agenda Statement Meeting Date: May 20, 2009 To: Historic Preservation Commission From: Library Director, Patricia Linville Agenda Item: 2009 Historic Preservation Award Nomination Request BACKGROUND & JUSTIF[CATION• Attached for the Commission's review and approval is the draft release of the 2009 Historic Preservation Award Nomination Request. Following the Commission's approval, staff will submit the press release to Scward City News and the Phoenix Log. RECOMMENDATION: The Commission should select a final date for submitting nominations prior to the July 15`~ regular meeting, at which time Staff will provide submitted nominations to the Commission for review and selection of the 2009 winner. Discuss and approve by motion the 2009 Historic Preservation Annual Award press release as amended. SEWARll HISTORIC PRESERVAT[ON COMMISSION Public Information Notice 5/20/2009 Do you know a person or organization in Seward who has made a significant contribution toward local historic preservation? Preservation includes not only buildings and objects but also stories, legends and lore. Now is the time to nominate this individual or group for Seward's 2009 Historic Preservation Award. The purpose of the award is to recognize local preservation efforts and encourage community understanding and appreciation of Seward history. Nomination forms which must be submitted by (DATE NEEDED), and can be obtained and returned at the Seward Connnunity Library. The commission will make its selection at the July 15th meeting and the award will be presented by Seward City Council in August. Established in 1995 by the Seward City Council by request of the Historic Preservation Commission, the award's purpose is to recognize local preservation efforts and encourage community understanding and appreciation of Seward history. So far the award. has been given to 22 different organizations and groups. These include: 1996 Virginia Darling, Mary Barry, Millie Blackjack Johnson and Margaret Jackie Deck 1997 Lee McAncrney and Pat Williams 1998 "the Gage Family, Donna Kowalski, Lee Poleske and Herman Winifred Leirer 1999 Mike Stalling 2000 Jennifer Headtke, Jeannie Shirk, Pam Hermann 2001 Dave Crane 2002 Dan Seavey, Kerry Martin 2003 Staff of the Seward Community Library 2004 Brown & Hawkins Family Legacy 2005 Jon Faulkner Van Guilder Hotel 2006 Congregation of S. P~Qe 9 ~ Call to Ordcr The April 15'h, 2009 regular meeting of the Seward Historic Preservation Commission was called to order at 6:35 p.m. by Chair Jolund Luther. Opening Ceremony Commissioner Swami led the Pledge of Allegiance to the flag. Roll Call 77iere were present: Chair Thomas Swann presiding, and Jolund Luther John French Greg Carpenter Doug Capra Linda Lasota Absent was .lohn French (excused) comprising a quorum of the Commission; and Patricia Linville, Library Director Ryan Reynolds, Library/Museum Staff Special Reports City Administration Report- Library Director Patty Linville reported on the following issues: • City staff had been reviewing the Stimulus Package information to take advantage of any opportunities Seward qualifies for. • The April 8'h work session with City Council was productive. Council members Bardarson and Keil were appreciative of the meeting. • Linville discovered files on Historic Districts discussed during 4/8 work session and would have them available. • Linville added that a proclamation was written for City Council celebrating National Historic Preservation Month in Seward. She asked that Chairman Luther attend the meeting with Council, to which Luther agreed. • The Seward Community Library Museum Building Committee announced that Senator Garv Stevens had requested $Smillion for the Library Museum project, but that amount did not make it into the capital budget. The Symposium has been added to the Events page. Alaska Statehood Experience Grant - Linville- • A walk through of AVTEC facility was done to determine evening layout for Symposium. • Linville sent out memo of responsibilities for people helping with Symposium by Monday. • The statehood mural is complete and ready to be displayed. • Capra stated would not be available to be a handler for Jackie Pels. • Commissioners chose to call the presenter assigned to them to introduce themselves and inform presenter of availability to help. • Lasota informed she had lined up a substitute handler, Stephanie Moreland, to fill in for her on Friday night of the Symposium. Alaska Historical Society- Doug Capra • Capra attended a teleconference and a motion was passed to have lobbyists work on Senate Bill 119. • Commissioners can make suggestions to Capra and he will pass them along to AHS lobbyists. Photos for CLG Grant 2008 -Lasota • Lasota stated that she had not been taking photos but would in the future. She was almost finished with typing the photo details. • Luther brought a list of photos he had taken. • Lasota reminded Commissioners to keep track of the time they spent on taking photos. Lasota asked about picking HP award recipient and establishing 2009 priorities. Luther agreed and requested those two items be added to next meeting's agenda. Swann expressed his appreciation for the work done on the Symposium. Carpenter expressed regret for missing the City Council meeting as well. Luther stated he was thankful for the work of all Commissioners.
