It � . i 8 Council Agenda Statement Meeting Date: February 11, 2008 sr.-s Through: Phillip Oates, City Manager Bob Hicks, Community Development Direct() �Z45 From: Donna Cilcnz, Planning Assistant/1(0 Agenda Item: Supporting the Renewal of the Seward Fireside Chats and Selection of "Alaska, 50 -Years of Statehood" as the Historic Preservation Commission Project for National Preservation Month, May 2008 BACKGROUND & JUSTIFIC=ATION: Fireside Chats In the fall of 2003, the Seward Historic Preservation Commission wanted to foster a forum for presenting and preserving the personal historical accounts of local residents, so the Commission initiated and hosted the First Friday Fireside Historical Lecture Series. Several very successful Fireside Chats were held over the winter of 200312004. Following the winter season the Commission was unable to locate a group or organisation willing to take over the organization and preparation for the Fireside Chats. The Commission had other obligations and was unable to continue the Chats at that time. At the October 17 work session, the Commission requested the topic of the Fireside Chats be added to the November Agenda for discussion. The Commission set and held a work session on January 9, 2008 and requested stair to bring forward a Resolution in support of renewing the Fireside Chats and requesting City Council support for the project. Historic Preservation Resolution 2008 -02 was approved by the Commission at a Special Meeting on January 24, 2008. National Preservation Month The National Trust for Historic Preservation provides leadership, education and advocacy to save America's diverse historic places and revitalize our communities. Each year a topic is selected and communities across the country celebrate during the month of May. At this time, the 2008 topic has not been announced. Preservation Month is NI- sponsored by the State of Alaska, Alaska Association for Historic Preservation and the National Trust for Historic Preservation. The Commission held a work se=ssion on January 9, 2008 and requested stall' bring forward a Resolution supporting "Alaska, 50 -Years of Statehood" as the Commission's pmject celebrating National Historic Preservation Month, May 2008 and requesting City Council support for the project Historic Preservation Resolution 2008 -03 was approved by the Commission at a Special Meeting held January 24, 2008. 20 9 The Seward Historic Preservation Commission is charged by the Seward City Council to work toward the continuing education of citizens regarding local historic preservation and community history. The Commission will continue to plan the details of the "Alaska, 50 -years of Statehood" celebration, focusing on the May Fireside Chat as the main project. The Commission, working through the City Manager, plans to invite State and Local Public Figures to participate in the Seward Celebration of National Preservation Month. City of Seward, Alaska Historic Preservation Commission Minutes July 21, 2010 Volume 2, Page 189 Call to Order The July 21, 2010 regular meeting of the Seward Historic Preservation Commission was called to order at 6:37 p.m. by Vice Chair Linda Lasota. Opening Ceremony Commissioner Hinders led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and John French Monica Hinders Tim Sczawinski Catherine Richardson Absent Commissioners were Dave Hamner and Ryan Reynolds. Comprising a quorum of the Commission, and Patricia Linville, Library Director Amy Carney, Library/Museum staff Special Reports Linville followed up on HPC jurisdiction in context of the Grant Lake /Falls Creek Hydroelectric Project. From her contact with Jo Antonson, the deputy of SHPO, via phone, she learned that the HPC's jurisdiction fell only within Seward city limits. Linville's discussed this with Sue McClure, as well, and McClure indicated that there is a folder covering the Kenai Borough's involvement. French acknowledged that someone needs to keep an eye on this project. Lasota said that the HPC could send a letter to the project to inform them that it is out of HPC's jurisdiction. Linville said that she would follow up with Antonson for more details concerning the HPC's active role in the project. City Administration Report — Patricia Linville Linville reported that she was invited to meet with Jesse Lee folks on July 23, 2010. She will report on her encounter at the next HPC meeting in August 18, 2010. Linville reported that the City Council passed a resolution at their July 12, 2010 meeting that directed City staff to create a plan to transfer operation/management of the Seward Museum from the Resurrection Bay Historical Society to the City of Seward. She requested an HPC commissioner be active in this process. Linville reported about her attendance at the Rasmuson reception on July 1, 2010. They toured the Jesse Lee Home and Museum, and they expressed interest in the new library /museum project. 14 City of Seward, Alaska Historic Preservation Commission Minutes July 21, 2010 Volume 2, Page 190 Linville reminded the HP Commissioners about the upcoming City Council meeting on July 26, 2010, which will consider a resolution of intent to Bond for $2.5 million supporting the Rasmuson request for $1.5 million. She invited the HP Commission to attend that meeting. Other Reports, Announcements & Presentations None Friends of the Jesse Lee Home Update Lasota asked the City Administration if they would like a HP Commissioner take on the Friends of the Jesse Lee Home. Linville suggested the Commission vote on it during the Vice Chair and Chair elections. Then, she said that she would suggest to the Jesse Lee folks on July 23, 2010 that the HPC should be involved. French and Richardson each volunteered to be an active role if no others were interested. Website Updates & Historical Site Inventory Reynolds was absent, so no website update report was given. Website updates and historical site inventory agendas were combined. Lasota reported that she had been slowing entering data into the database, but she is still waiting to meet with Reynolds to collaborate on inputting information into the website. Photos for CLG Grant 2008 — Chair Lasota Lasota reported that the photo project is advancing. Commissioner Hinders added that she needs to take more pictures to give to Lasota. Public Hearing None 15 City of Seward, Alaska Historic Preservation Commission Minutes July 21, 2010 Volume 2, Page 191 Unfinished Business A. Historic Preservation Award Nomination Linville reviewed the list of candidates. Then she recommended that the award be discussed, as well as the conduct of nomination. Lasota suggested a motion to follow nomination procedure of Resolution 9509. French and Hinders agreed to the resolution. Sczawenski suggested that all Commissioners should submit nomination forms of these candidates to Linville. After much discussion among Commissioners, Lasota stated that Commissioners should submit their nomination forms to Linville by August 9, 2010 so that Linville can prepare a list for the Commission to vote on during the next meeting on August 18, 2010. That vote was passed as follows: Motion (French/Sczawinski) Approval to Fill Out Nomination Forms Motion Passed Unanimous Consent Linville will add consent line on the forms. Each commissioner was assigned a nomination to call for consent. Grant Lake /Falls Creek Hydroelectric Project Report Lasota attended the Project meeting via teleconference on June 24, 2010. In her summary to the Commission, Lasota reported that a synopsis was given in discussion addressing knowledge of concerns regarding cultural resources in the study area and the effect the project would have on those resources. She shared copies of the draft study plan and research that was being done for this project. In conclusion, the company was convinced that there will not be any disturbance of cultural resources, though some participants expressed concern of the disturbance or historical and recreational resources. Lasota referred the Commissioners to the hydroelectric project website http: / /www.kenaihydro.com for more information. Sczawenski confirmed Lasota's report. He, too, attended via teleconference that day. New Business A. Discussion of Current and Future Grants Linville recommended that the Commissioners prioritize the grant applications and opportunities. Grant Updates — Linville 1. CLG Grant: Hoben Park Restoration, PH III Planters Linville reported progress of planter ideas for Hoben Park project, including photos of model planters made Harmon Construction. The placement of the planters had not been decided yet. Lasota asked if the company would be willing to hold a presentation for the Commission at a future meeting. Linville said that she would ask the company. French inquired about the jurisdiction over maintenance of all the planters. Linville confirmed that the City has jurisdiction over the designated lawn area and the depot building area. 2. CLG Grant: Iditarod Trail Centennial Memorial Monument Linville reported that Dan Seavey is staying busy helping with this grant. Lasota suggested that Seavey attend a future HPC meeting to update Commissioners about grant progress. 3. CLG Grant: Providing Access to Seward Cemetery Information Linville reported that the copyright situation for this project should not be a problem. She suggested that the obituary information could be entered into the Seward Museum's database PastPerfect for anyone to physically access at the museum, but not through the Internet. • Lasota asked Linville to send the grant information and details to all the Commissioners so they could review what it was about. French asked Linville if other software, such as genealogy- geared databases, could be researched and utilized if PastPerfect would not work. Hinders inquired about adding photos of headstones to the database to create a virtual cemetery, in a sense. 17 City of Seward, Alaska Historic Preservation Commission Minutes July 21, 2010 Volume 2, Page 193 Linville encouraged Commission to be active in this project. She suggested that another grant could pay for temporary staff to input all the cemetery information. She also suggested Reynolds as a candidate due to his experience at the museum, but she was not sure if his position on the Commission would disqualify him. Sczawenski suggested that position be subcontracted. He also said that other Cemetery access models could be followed. Linville and Carney confirmed that they would research PastPerfect's capabilities and capacities. They will report back to the Commission with their findings at the next meeting on August 18, 2010. Commission Comments Vice -Chair French welcomed new Commissioners Richardson, Sczawenski, and Reynolds (absent) to HPC since we was absent at the June 16, 2010 meeting. Commissioner Hinders seconded that comment since she, too, was absent at that meeting. Chair Lasota thanked everyone for all their hard work, with special appreciation to the administration. Bittner, State Historic Preservation Officer Office of History and Archaeology Alaska Department of Natural Resources 550 West 7th Ave., Suite 1310 Anchorage, AK 99501 -3565 Dear Ms. Bittner: 1 received a Historic Preservation Fund grant to reconstruct the planters as part of the Hoben Park Restoration Project for F/Y 2009. It has been brought to our attention that a Section 106 review is required to complete the documentation of this project. Below and attached is project documentation to fulfill the Section 106 responsibilities: • Drawings, specifications, description of work to be done, products to be used, and photographs of existing conditions if not submitted with application (see attached) • Names of project manager, architect or design consultant, contractor and subcontractors, addresses, and as needed, statement of qualifications (see attached) • Project schedule: project is scheduled to be completed by September 1, 2010. • An extensive review of historic photos of Hoben Park was conducted for the design and materials selection for the planters, similar to the process followed in reconstructing the fountain during an earlier phase of Hoben Park Restoration Project. All efforts to adhere to The Secretary of the Interior Standards for Treatment of Historic Properties, 1995 have been applied. The above information should provide the necessary information for you to determine there will be no adverse effect on the historic property. It will become the base for a monument dedicated to the National Iditarod Trail, in honor of its centennial. The rock was donated by Al Schafer of Afognak Logging Inc, and the crane to be used to extract it, and lower it into place, was donated by Seward Dry Dock owner Jim Pruitt. The crane will be operated by Dennis Gault, with the help of a city flatbed truck and the volunteer labor of several city workers. The rock was originally removed from the city quarry at Fourth of July Creek. "If things go right, we'll have the base in place and not have spent a dime of our resources," said Dan Seavey, Founder and President of the Historic Iditarod Trail Alliances' local group spearheading the Iditarod monument effort. The cost of putting the massive rock in front of the new visitor's center at Exit Glacier was more than $5,000; Seavey said That rock also was donated by Al Schafer. The Iditarod Trail group has been working with a noted sculptor, who will estimate the size, design, and cost for a statue to sit atop the rock, and informational plaques will be placed on the rock face. The preliminary design is of a bronze statue of a prospector with a walking staff, and a freight /pack dog following close at his heels. Far more prospectors with small groups of one to three dogs actually walked the trail than dog mushers with dog teams ever did, said Seavey, a noted musher and former Seward history teacher, who helped Joe Redington, Sr found the Iditarod Sled Dog race in 1973. The local Iditarod group plans to dedicate the completed monument on August 28 2012, Seward Founders Day, and the hundredth anniversary of the discovery of gold in Iditarod Country. The trail committee has been working for 28 years on trail - related projects, including clearing brush from the trail, building the bike path along the beach front at Iditarod Trail mile -zero in downtown Seward, and creating the Iditarod Mural in 2003. It has received help from the US Forest Service and Bureau of Land Management. Currently in the midst of a four -year centennial celebration, group members also wanted to create a local monument that will last at least another 100 years, Seavey said. The Sea Life Center is donating the Iditarod monument site, but the City of Seward presumably will take over ownership of the rock and statue when it is completed, so that it can be preserved for posterity, Seavey said. The 1910 Seward -to -Nome Iditarod trail was originally a mail trail, surveyed by the U.S. Army's Alaska Road Commission. Thousands of people and tons of gold, mail and supplies were carried over the trail between Seward and the Iditarod mining district until the 1920's when mining declined, and the airplane began to replace the dog team. Yet for most Americans today, the "Iditarod Trail" refers solely to the annual long distance sled -dog race between Anchorage and Nome. Those who would prefer that the monument portray a musher with a sled dog team rather than a prospector may share that popular misconception — Seavey said. This rock, weighing almost 17 tons was lowered into position where it will sit for future generations to enjoy. It will be the base of a statue commemorating the Iditarod National Trail's Centennial. The Seward Trailblazers, headed by Dan Seavey, will commission a statue of an Alaska miner /prospector with a walking stick and a dog at his heels to go on top of the monument base.
