HomeMy WebLinkAboutRes2010-086 Sponsored by: Oates CITY OF SEWARD, ALASKA RESOLUTION 2010 -086 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH CITY ELECTRIC INC. TO REROUTE THE TRANSMISSION LINE FOR THE NORTH FOREST ACRES LEVEE PROJECT AND TO SPEND UP TO $178,828.40 FOR THE PROJECT WHEREAS, the City is extending the Japanese Creek levee to the Seward Highway; and WHEREAS, the existing electrical transmission line along the Seward Highway must be relocated and raised to allow for clearance over the proposed North Forest Acres Levee; and WHEREAS, the City Electric Department does not have the capability to perform this work; and WHEREAS, the firm of Dryden and LaRue was contracted to provide the City with the Technical Construction Specification, Long Lead Major Material List, Plan Profile and Engineer Effort for the rerouting project on April 9, 2010; and WHEREAS, the firm of Dryden and LaRue estimated the cost to be $319,994.03 which included materials and generations time; and WHEREAS, the firm of Dryden and LaRue, estimated the cost to be $202,000 excluding materials and generation costs; and WHEREAS, City Electric, Inc. was the lowest responsive bidder in the amount of $178,828.40. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA THAT: Section 1. The City Manager is authorized to enter into a contract with City Electric, Inc. and to spend an amount up to $178,828.40 for rerouting the electrical transmission line for the North Forest Acres Levee Project. Section 2. Funding in the amount of $178,828.40 is hereby appropriated form the Electric MRRF Fund net assets account no 502- 0000 -3050. In the event the North Forest Acres Levee Project has funds remaining, after project construction, that funding source will replace Electric MRRF fund as the funding source. SEAL �� • • 1• V • ■ a r •••.�F OF AVr ♦♦ Council Agenda Statement Meeting Date: September 27th, 2010 Phillip Oates, City Manage ,v o From: John Foutz, Manager Electric Utility Agenda Item: Transmission Line Repair Contract with Chugach Electric Association BACKGROUND & JUSTIFICATION: The North Forest Acres Levee Project requires the City of Seward's existing transmission line be relocated and raised to allow for clearance over the proposed levee. The firm of Dryden and LaRue was contracted to provide the City the Technical Construction Specification, Long Lead Major Material List, Plan Profile and Engineer Effort for the rerouting project. The work consists of the relocation and the upgrade of a 69kV transmission and 12.47 kV distribution line to 115/12.47 kV in accordance with the attached drawings and specifications. The relocation work is located just south of Resurrection River and consists of the construction of six 115 kV transmission structures with 12.47 kV distribution underbuild and the retirement of five each existing 69kV overhead transmission structures with 12.47 kV distribution underbuild. The Contractor shall supply all necessary surveying, equipment, materials, (other than Owner furnished) and labor for the completion of this work. The City of Seward's Electric Department does not have the capability for the repairs. Dryden and LaRue estimated the cost to be $319,994.03; this cost includes materials and generation time. the request for proposal was first advertised on 22 August 2010 in the Anchorage Daily News with the pre -bid conference held on 1 September and bid opening on 10 September. Two bids were submitted by the deadline; the submitted bids were by City Electric Incorporated and Northern Powerline Constructors Incorporated. The winning bid is by City Electric, Inc. with an average score of 98 out of a possible 100. The grading criteria were as follows: 1) Qualifications — 25 points. 2) Work Plan — 25 points. 3) Proposal Price — 25 points. 4) References —15 points. 5) Litigation History — 10 points. The winning bid indicated a start time during the first week of October and a sixteen day schedule to complete. The winning bid amount is $178,828.40. INTENT: Authorizing the City Manager to join into a contract with City Electric, in the amount of $178,828.40, to construct the transmission line reroute of power pole structures from GL -18 to GL- 16 and retire the old structures. CONSISTENCY CHECKLIST: Where applicable, this agenda statement is consistent with the Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures. In the event that there are funds remaining in the North Forest Acres Levee Project, that project will pay the costs. As of today, construction costs for the levee /road project are unknown.
