HomeMy WebLinkAboutRes2010-089 Sponsored by: Oates CITY OF SEWARD, ALASKA RESOLUTION 2010 -089 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONSTRUCTION AGREEMENT WITH METCO INCORPORATED FOR $423,027 FOR THE UNITED STATES COAST GUARD RELOCATION PROJECT TO CONSTRUCT THE PHASE 1 -WATER LINE, RELOCATION OF THE STORM DRAIN, FOUNDATION, AND PHASE 2- WATER LINE FOR THE DEVELOPMENT OF THE Z FLOAT AND APPROPRIATE FUNDS WHEREAS, the City of Seward was awarded grant money to provide a foundation and utilities to relocate the USCG facility to the North Harbor and the construction of the water line to the Z float; and WHEREAS, the City was allocated $300,000 State funding for the USCG grant, and contributed $116,681 in cruise ship head tax to construct the foundation and utility extensions necessary to relocate the USCG to the North Harbor and prepare for the Z float development; and WHEREAS, the City developed a competitive bid package for the USCG foundation, relocation of the storm drain, and phase 1 and 2- water utilities and advertised according to SSC6.10.210 and SCC6.10.215; and WHEREAS, four contractors submitted bids to the City Clerk's office by 5p.m on September 22, 2010; and WHEREAS, the Public Works Department determined all bids were qualified and responsive; and WHEREAS, Metco Incorporated was the lowest most qualified and responsive bidder; and WHEREAS, the foundation, relocation of the storm drain and water utilities will not be able to proceed until the contract is awarded; and WHEREAS, time is of the essence. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SEWARD, ALASKA: Section 1. The city manager is hereby authorized to enter into an agreement in substantial form as attached hereto, with Metco Incorporated, for $423,027 for the USCG foundation, storm drain relocation, and phase 1 and 2- water utilities. CITY OF SEWARD, ALASKA RESOLUTION 2010 -089 Section 2. Funding in an amount not -to- exceed $254,410 is hereby available in esti account no. 277 - 2770 -5390 and $168,617 is hereby appropriated from account no. 402 - 0000- 3071 -0274 to account no. 274 - 2746 -5390. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the City of Seward, Alaska, and this 27 day of September, 2010. The City was allocated $300,000 State funding for the USCG grant, and is utilizing $116,681 in cruise ship head tax proceeds to complete this project. The City developed a competitive bid package for the USCG foundation, relocation of the storm drain, and phase 1 and 2- water utilities and advertised according to SSC6.10.210 and SCC6.10.215. number of contractors collected bids and number of contractors submitted bids to the City Clerk's office by 5p.m on September 22 The Public Works Department determined there was one responsive, qualified, low bidder to proceed with a contract award. was the most qualified and responsive bidder. The foundation, relocation of the storm drain and water utilities will not be able to proceed until the contract is awarded and time is of the essence. INTENT: To authorize the City Manager to enter into an agreement with to install infrastructure necessary to relocate the US Coast Guard Building in preparation for construction of the security float. FISCAL NOTE: Funding for this project will come from a $300,000 State grant, and $116,681 in cruise ship head tax proceeds.
