Sponsored by: Oates <br /> CITY OF SEWARD, ALASKA <br /> RESOLUTION 2010 -091 <br /> A RESOLUTION OF THE CITY COUCIL OF THE CITY OF SEWARD, <br /> ALASKA AUTHORIZING A SOLE SOURCE PROFESSIONAL SERVICE <br /> AGREEMENT WITH PND ENGINEERS TO ENGINEER AND DESIGN <br /> TWO DOLPHINS AND DOCK IMPROVEMENTS FOR THE ARRV AT <br /> THE SEWARD MARINE CENTER FOR AN AMOUNT NOT -TO- <br /> EXCEED $202,359, AND APPROPRIATING FUNDS <br /> WHEREAS, the City of Seward secured a FY 2010 Designated Legislative Grant in the <br /> amount of $1,500,000 to provide funding for dolphin installation and dock maintenance at the <br /> Seward Marine Center (SMC); and <br /> WHEREAS, this project will provide dock infrastructure for the new Alaska Region <br /> Research Vessel located at the Seward Marine Center, which is necessary to secure the vessel in <br /> Seward; and <br /> WHEREAS, grant funds may be used to provide contractual services, engineering, <br /> design, planning, permitting, project management and construction; and <br /> WHEREAS, the City has worked collaboratively with UAF to develop a scope of work <br /> for architectural and engineering services for the Seward Marine Center ARRV dolphins and <br /> dock improvements and UAF has a concept design completed in 2001 by PND Engineers, Inc.; <br /> and <br /> WHEREAS, PND's proposal revealed that PND Engineers, Inc. is one of the few <br /> marine -based consultants in the Northwest and are extremely qualified in designing dolphins and <br /> dock improvements and the State of Alaska, USCG and the petroleum industry use PND's <br /> design services for most marine type docks and wave barriers in Alaska, because of their <br /> expertise; and <br /> WHEREAS, the UAF staff assisting with this project has encouraged the City to sole <br /> source and enter into a professional service agreement for the design of the dolphins and dock <br /> improvements with PND Engineers, Inc. due to their previous history and knowledge of this <br /> project and desire to move forward expediently; and <br /> WHEREAS, PND Engineers, Inc. has provided excellent services at competitive prices <br /> for the City of Seward; and <br /> WHEREAS, the City will carefully manage the project with PND Engineers, Inc. to <br /> assure all efficiencies are considered and implemented to save on initial and long -term costs, and <br /> the City will continue to seek additional funding for continued dock improvements, dredging and <br /> upgrades of the cathodic protection systems; and <br />
