Sponsored by: Oates <br /> CITY OF SEWARD, ALASKA <br /> RESOLUTION 2010 -100 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br /> ALASKA, APPROVING EMERGENCY REPAIRS IN THE AMOUNT OF <br /> $330,886 FOR FLOOD DAMAGE AT THE LOWELL CREEK BRIDGE <br /> AND APPROPRIATE FUNDS <br /> WHEREAS, Seward and the surrounding vicinity experienced extreme flooding in 2006 <br /> causing damaged infrastructure throughout the community; and <br /> WHEREAS, the City declared this event a disaster; and <br /> WHEREAS, the event resulted in a federal disaster that enabled the City to qualify for <br /> FEMA assistance for damaged infrastructure; and <br /> WHEREAS, during the incident period, severe storm flood waters and debris from the <br /> tunnel above Lowell Creek Bridge caused substantial bridge damage; and <br /> WHEREAS, the City installed temporary jersy barriers to replace the damaged guard rail <br /> at this location; and <br /> WHEREAS, the City does not have the staff expertise in bridge engineering and design <br /> to manage these repairs; and <br /> WHEREAS, PND was hired shortly after the flood incident to help the City inspect and <br /> assess the damage and costs associated with the flooding event; and <br /> WHEREAS, PND Engineers, Inc. has provided excellent services at competitive prices <br /> for the City of Seward; and <br /> WHEREAS, PND has provided a project cost of $330,886 to complete the damaged <br /> bridge prior to the grant deadline of December 8, 2010; and <br /> WHEREAS, the City desires to enter into a contract with PND to develop bid <br /> documents, coordinate ordering of materials, and manage construction of the bridge <br /> replacement /repairs; and <br /> WHEREAS, it is in the City's best interest to utilize PND's services in a timely fashion <br /> to avoid project delays; and <br /> WHEREAS, the City, after four years, was recently notified that FEMA funding is <br /> available but if we do not complete the bridge repair prior to December 8, 2010 the City is at risk <br /> of losing the FEMA reimbursable funding of not less than $136,189; and <br />
