Agenda Item: First Friday Fireside Historical Lecture Series
BACKGROUND & JUSTIFICATION:
Every year the Historic Preservation Commission hosts 1 -2 fireside chats to preserve
local history. In the October 6, 2010 and February 16, 2011 meetings, ideas about topics,
guests, location, and date were discussed. Commissioner Richardson volunteered to scout
out guests via her connection to the Pioneers. Commissioner French volunteered to take
the lead if guest or topic could not be found.
RECOMMENDATIONS:
The commissioners need to set a date, location, and topic /guest for an upcoming chat in
May.

BACKGROUND & JUSTIFICATION:
Attached is a list of possible future grant applications that was generated at the July 21
and September 14, 2010 work sessions.
RECOMMENDATIONS:
This is an on -going process of review and revisions. Prioritize and create an action plan
for future.

At the end of the August 18, 2010 regular meeting, Lasota recommended that the
commissioners compose a letter supporting the Seward Community Library /Museum to
present to City Council. During the February 16, 2011 meeting, Vice -Chair French
volunteered to write that letter.
RECOMMENDATIONS:
Review and approve that letter of support.

Agenda Item: Cemetery Grant and Contract Work
BACKGROUND & JUSTIFICATION:
In 2010, the HPC received a CLG grant to digitize Seward obituary and cemetery
information to make it accessible to the public via the Internet. Commissioner Reynolds
was contracted for data entry into PastPerfect at the Seward Museum.
RECOMMENDATIONS:
Commissioner Reynolds needs to collaborate with the commission to determine what
information is entered into the database, what his plan of action is, and what assistance he
needs. A work session may be necessary.

called to order at 6:31 p.m. by Chair Linda Lasota.

Friends of the Jesse Lee Home Update
Richardson reported that the Friends of the Jesse Lee Home have qualified for 501(c) non -
profit status. They also are in process of negotiating land transfer with the City of Seward. She also
reported that they recently had an assessment study which recommended temporary building
strengthening.
Website Updates & Historical Site Inventory — Chair Lasota & Commissioner Reynolds
Reynolds reported that there was nothing new with the website because he still has to acquire
access to the site. He said that he still needs to get in touch with Jolund Luther and /or Josh Estes to
find out about becoming website administrator. Lasota asked if Reynolds would be ready to present
some new information at the next meeting. Reynolds said that it would be possible.

Lasota reported that she does not have any updates concerning the Historical Site Inventory.
She then said that when more is completed, the commission will need a work session for this.

Lasota reported that there is nothing new to report concerning this grant. She hopes to
continue more of this work in the spring, when she can get out and take pictures. Hinders offered to
assist Lasota with picture taking. Richardson also offered to assist.

A. First Friday Fireside Historical Lecture Series
Lasota clarified what and when the Fireside Chat is. She reminded them that it is
usually a casual chat atmosphere that occurs in the spring and the fall. Lasota encouraged
the commissioners to be diligent about using older residents before they are no longer
able to relay their stories.
Richardson offered to talk with the Pioneers via her mother to find people
interested in being a guest at the next chat. She suggested that a format or example video
be available to those who will be asked.
Commissioners discussed keeping chat topics strictly local or state inclusive.
Concerning fireside chat location, Lasota suggested using the K.M. Rae Building. French
suggested utilizing the upstairs of AVTEC.
Lasota asked that this unfinished business be brought to next month's meeting so
the guest, topic, location, and date may be decided upon. Richardson will contact Carney
or the commissioners to present a list of topics and /or guests. If she is not successful,
French will decide on a topic.

B. FY11 CLG
Lasota reviewed the terms of applying for the FY11 CLG Grant, which the
commission declined to apply for at the October 6, 2010. She reaffirmed that the
commissioners still wanted to proceed with completing other grants first.
C. Grant List Discussion

Lasota asked all commissioners if they wanted to add anything to the Grant List
for future application. All commissioners had no additions or deletions from the list.
Lasota asked that the report about the Hoben Park grant be brought to next month's
meeting.
D. Letter Supporting Library Museum
French volunteered to write a letter to the City Council to support the
library /museum project. He promised to have it completed by the HPC meeting in
March. Lasota requested it be sent to city staff by March 7 so that it could be sent to
commission before the regular March meeting.
E. Revise HPC Award Resolution 95 -09
All the commissioners reviewed Resolution 2011 -001 (Annual Historic
Preservation Award), which was an update of Resolution 95 -09.

New Business
A. Joint Work Session
Lasota reported that the City Clerk requested a joint work session between Planning
and Zoning Commission and the Historic Preservation Commission. All commissioners
discussed purpose of meeting and a plan of action. Lasota suggested this be discussed briefly
in the March meeting, and delve into greater detail concerning the Priorities List in a work
session to immediately follow that meeting. All commissioners agreed with that suggestion
to prepare for a tentative joint work session in April. Lasota instructed all the commissioners
to review the Priorities List before the March meeting. French suggested that the city staff
disperse to the commissioners the requirements of being a Certified Local Government to
receive grants.

Reynolds promised to have more information on the cemetery grant next week. Hinders said
that she was thankful to be back and doing this work again. French suggested the commission
consider moving their meeting time to 7 p.m. Lasota thanked the commission for all being present,
and thanked the staff for doing a good job.

Dear Ms. Ayers,
The Historic Preservation Commission discussed the 2009 CLG Grant at their Regular Meeting on July 21, 2010.
A site visit was conducted to assist in locating the planters in the park was conducted on August 23. The planters were
installed by Harmon Construction employees as per their bid.
The planters are installed, secured and a weather proof seal has been placed over the top to prevent ice build -up this
winter. Pictures are attached.
The final invoice submitted during this quarter is attached. It is from Harmon Construction for $5000. This
invoice reflects the final cost less $3800 originally bid. Harmon Construction is donating the $3800 estimated costs to
the project. The correspondence is attached.
Dave Hamner, Seward Historic Preservation Commissioner, donated 16 hours on the project drawing specs and
researching possible materials. His hours are also attached.

Certified Local Government Program
How to Become a Certified Local Government
Is your community ready to enhance their commitment to historic preservation? Then now is the time to become a Certified
Local Government (CLG) and an active partner in the National Preservation Program.
First step is to contact the State Historic Preservation Office (SHPO) in your state and ask for the CLG Coordinator, each
state has one. The SHPO facilitates this Federal program for the National Park Service (NPS) and will assist your community
with the certification process. The completed application is then sent to NPS for final review and official certification.
What is a CLG required to do?
A community must address the following minimum goals to demonstrate to the State and NPS that they are committed to
historic preservation.
• Establish a qualified historic preservation commission.
• Enforce appropriate State or local legislation for the designation and protection of historic properties. In most cases this is
done in the form of a local ordinance.
• Maintain a system for the survey and inventory of local historic resources.
• Provide for public participation in the local historic preservation program, including participation in the National Register
process.
• Follow any addition requirements as outline in the State's Procedures for Certification.
Each state has Procedures for Certification that are approved by NPS, and often establish additional requirements for
becoming a CLG in that state. Contact your State CLG Coordinator to learn more about any additional requirements.
