CITY OF SEWARD, ALASKA PORT AND COMMERCE ADVISORY BOARD RESOLUTION 2009 -09 A RESOLUTION OF THE SEWARD PORT AND COMMERCE ADVISORY BOARD RECOMMENDING THE CITY COUNCIL DECLARE THE CITY'S INTENT TO CONTINUE TO OPERATE THE 250 -TON TRAVELIFT AND TO IMPROVE THE ASSOCIATED INFRASTRUCTURE Whereas; the 250 -ton TraveLift provides an essential service for Seward vessels and vessels traveling from other areas; and Whereas; in order to be compliant with applicable laws and regulations various infrastructure capital improvements to the area will be necessary; and Whereas; discussion of how to proceed towards compliance led to a range of options including status quo, cease operations altogether, lease or sell to a third party without completing the infrastructure improvements, lease or sell to a third party after completing the infrastructure improvements, or pursue the improvements and permits and continue City operation; and �.. Whereas; PACAB work sessions and discussion with the administration resulted in the City contracting with Northern Economics to conduct a formal feasibility study of the various options; and Whereas; the completed study identified the option of pursuing the infrastructure improvements and continuing as a City operation as the clear preference among the users interviewed; and Whereas; at a joint work session of the City Council and PACAB the consensus was that the preferred option presented in the report, i.e. pursuing the improvements and continuing as a City operation, was in the public's and the City's best interests NOW, THEREFORE, BE IT RESOLVED by the Port and Commerce Advisory Board that: Section 1: That the Seward Port and Commerce Board respectfully requests the City Council to declare it a priority of the City to pursue the necessary improvements to the 250 -ton TraveLift and work station operation, and to reiterate the City's intent to continue as the operator. how Section 2: That the City Council directs the administration to develop a plan and schedule for the improvements and to pursue funding. yogi Section 3.
