RESOLUTION 2011 -069
A RESOLUTION OF THE SEWARD CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, DESIGNATING STATE OF ALASKA,
DEPARTMENT OF ENVIRONMENTAL CONSERVATION (ADEC)
GRANT FUNDS FOR THE PROJECT ENTITLED NORTH SEWARD
WATER STORAGE TANK AND PUMPING FACILITY PHASE II AS
THE NUMBER ONE LOCAL STATE FUNDING PRIORITY FOR
FISCAL YEAR 2013
WHEREAS, the City of Seward through the State of Alaska, Department of
Environmental Conservation, will request grant funding for the North Seward Water Storage
Tank and Pumping Facility Phase II; and
WHEREAS, the State of Alaska, Department of Environmental Conservation has
requested that the City of Seward identify this project as the community's number one local state
funding priority for fiscal year 2013; and
i.. WHEREAS, the North Seward Water Storage Tank Phase II will provide the required
chlorine contact time for disinfection to the City water Supply, as well as, additional storage
capacity for the water system adding a needed buffer during peak demand periods that occur
frequently in Seward due to seasonal increases in population because of the tourism and fishing
industries.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
SEWARD, ALASKA:
Section 1. The Seward City Council hereby designates the North Seward Water Storage
Tank Phase II as the City's number one local state funding priority for fiscal year 2013.
Section 2. This resolution shall take effect immediately upon its adoption.

Agenda Item: Designating the North Seward Water Storage Tank
Phase II as the number one local state funding
priority for fiscal year 2013
BACKGROUND & JUSTIFICATION:
The North Seward Water Storage Tank Phase II will provide the required chlorine contact time for
disinfection to the City water Supply, as well as, additional storage capacity for the water system which will
add a much needed buffer during peak demand periods that occur frequently in Seward due to the seasonal
increase in population because of the tourism and fishing industry. The City of Seward through the State of
Alaska, Department of Environmental Conservation will request grant funding for the North Seward Water
Storage Tank and Pumping Facility Phase II.
The City of Seward received re- appropriated funds in the amount of $1.992 million from Designated
Legislative Grant #10 -DC -024, Dredging Cruise Ship Berthing Basin Approaches, for building a new water
storage tank and distribution system that will establish the excess capacity to provide water and improved fire
protection to cruise ships.
The City applied for a grant with the Alaska Department of Environmental Conservation (ADEC) and was
given permission to use the $1.992 million as a 30% match for this grant. Generally, grant applications will
be denied if they exceed $3 million so the City leveraged the available money to reduce the project cost and
provide the required 30% match. The Alaska Department of Environmental Conservations' 70% funding is
$2.508 MIL.
The grant application submitted by the City has scored well but did not receive points for local support
because the supplied resolution did not have the specific language required by ADEC. The State of Alaska,
Department of Environmental Conservation has requested that the City of Seward identify if this project is the
community's number one local state funding priority for fiscal year 2013.
INTENT:. The Seward City Council designates the North Seward Water Storage Tank Phase II as the number
one local state funding priority for fiscal year 2013.
FISCAL NOTE: The required match for this grant will come from a state designated legislative grant in the
amount of approximately $1.9 million
