Adjournment Historic Preservation Commission Regular Meeting Agenda November 16, 2011 Historic Preservation Agenda Statement a °F sets, :p Meeting Date: November 16, 2011 To: Historic Preservation Commission From: Library Director, Patricia Linville Library/Museum Staff, Amy Carney Agenda Item: Revision and Updates of Priorities and Grant Projects BACKGROUND & JUSTIFICATION: Every year the Seward Historic Preservation Commission reviews and updates their priorities list and discusses ideas for future grants. RECOMMENDATIONS: This is an on -going process of review and revisions. Prioritize and update SHPC Priorities List and CLG grant application ideas. Seward Historic Preservation Commission 2010 - Priorities List 2011 Public Outreach 1. Historic Preservation Website- Continual updating, work on the Seward Register Sites 2. National Historic Preservation Month- Continue to participate and plan celebrations for the recognition of H.P. Month. The scope of the activities will vary from year to year, but activity needs to be identified many months in advance. a. The month of May is Historic Preservation Month b. Place the National Historic Preservation Month on the January Agenda 3. Seward Annual Historic Preservation Award- Continue to solicit candidates. a. The Historic Preservation award may be given in May. b. Place the Seward Annual Historic Preservation Award on the January Agenda. c. Solicit the public to nominate people they think deserve to be a recipient of the award. d. Update City plaque as appropriate. 4. Local Plants and Tree a. Inventory of Local Plants and Trees b. Solicit Nominations From the Public 5. The First Friday Fireside Historical Lecture Series - a. August meeting agenda item to set up work session to brainstorm program ideas 6. Cemetery Information Project a. Place Cemetery /Obituary Information on Seward Historic Preservation website, develop an informational pamphlet, create a book and compile obituaries. Historic Structures & Sites 1. Hoben Park has been approved for historic reconstruction by Council a. The Commission continues to support and is willing to assist with this project. 2. Continue to update the Seward Inventory of Historic Sites 3. Continue to nominate structures and site to Seward Local Register 4. Monitor the Jesse Lee Home Project 5. Monitor the Library Museum Project 6. Monitor the National Park Service Project Historic Preservation Plan 1. Seward Historic Preservation Plan- The plan needs to be reviewed and updated. a. Future CLG Grant Application 1'Page Seward Historic Preservation Commission 2010 - Priorities List 2011 Other Required Tasks 1. *Establish and maintain a basic working inventory of cultural resources in the local area, compatible with the Alaska Heritage Resources Survey and annually provide new data to the Offices of History and Archaeology. — CLG Historic Preservation Program, State Guidelines Pg. 3. 2. *Survey and inventory community historic architectural and archaeological resources within the community. 3. Set priorities for grant applications. a. Schedule annual work session to discuss future grant applications * Required by City Code Updated May 12, 2010 PL 2IPage List of possible CLG Grant applications (as per July 21 and September 14, 2010 Grant Work sessions) updated at November 6, 2011: 1) Hoben Park: (Listed in priority as per Resolution 2003 -085) a. Lamp posts (complete) b. Fountain (complete) c. Fence d. Lilac Bushes e. Benches f. Birdhouses g. Flowers /Plants in planters (complete) 2) Digitize the Index to the Seward Gateway 3) Continue scanning of historic photos and uploading to AK Digital Archives 4) Develop a historic preservation plan as per priorities — consultant would be needed 5) Plants & trees update, possible grant to get more work done on the lists. 6) Historical Trails /Routes: consult Parks Service, Forest Service, Trailblazers, and Pioneers to create a thorough inventory of historical trails and routes such as Iditarod Trail, Resurrection River, old road to Moose Pass City of Seward, Alaska Historic Preservation Commission Minutes October 12, 2011 Volume 2, Page 192 Call to Order The October 12, 2011 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Chair Linda Lasota. Opening Ceremony Commissioner Heim led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and John French Patricia Heim Catherine Richardson Doug Capra Absent Commissioners were Monica Hinders (excused) and Ryan Reynolds. Comprising a quorum of the Commission, and Amy Carney, Library /Museum staff Special Reports None City Administration Report None Other Reports, Announcements & Presentations Commissioner Capra was welcomed into the Commission. Friends of the Jesse Lee Home Update Richardson had not spoken recently with anyone from administration recently. They felt that they were through Phase 1. Now they were working on site control in order to achieve Phase 2. Meanwhile, they were actively fund- raising. On the academic /school aspect, there is nothing further being done. Their status as a legal entity had lapsed. Richardson stated that not much has changed since the last report. However, the Friends of the Jesse Lee Home are currently negotiating with the City of Seward about site control, and whether to maintain ownership of property. Commissioner Heim added that it did appear to be a long -term project. Website Updates & Historical Site Inventory City of Seward, Alaska Historic Preservation Commission Minutes October 12, 2011 Volume 2, Page 193 Reynolds reported that there are no website updates. Concerning the inventory, Lasota reported that she is still plugging away at entering the inventory data. Photos for CLG Grant 2008 — Chair Lasota Lasota reported that Reynolds is uploading photos into the website. Cemetery Headstones for CLG Grant 2011— All Commissioners Lasota reported that she and Commissioner Richardson still had a row of headstones in Woodlawn to take pictures of. She also wanted to re -take some photos. Richardson mentioned that there is a website with listings in alphabetical order. Public Hearing None Unfinished Business A. Resolution 2011 -003 The HPC had been compiled a FY2012 CLG grant requesting approximately $14,000 from the State of Alaska, Department of Resources, Historic This resolution passed as follows: Motion (French/Richardson) Approval to postpone Award Nomination Motion Passed Unanimous Consent New Business City of Seward, Alaska Historic Preservation Commission Minutes October 12, 2011 Volume 2, Page 194 *A. June 15, 2011 Regular Meeting Minutes Informational Items Capra mentioned that, in October 2013, the Alaska Historical Society/Museums Alaska Joint Conference will be in Seward. He suggested that the HPC add that to a future agenda. Commission Comments Capra said that it was a pleasure to be back and looks forward to working with everyone for the next few years. Heim welcomed Capra to the HPC. French welcomed Capra back to the Commission. He said that he is happy to see a full commission again and thankful that the FY2012 grant came together came together quickly with the help of Linville and Chair Lasota. Lasota said that she is excited that in December 2012 the Commission will be presenting to the community, and recommended that they start planning ahead of time!
