HomeMy WebLinkAboutRes2012-020 Sponsored by: Hunt fir= CITY OF SEWARD, ALASKA RESOLUTION 2012 -020 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROVING AN ENGINEERING CONTRACT WITH PND ENGINEERS IN THE AMOUNT OF $60,352.50 FOR A VESSEL WASH - DOWN AND WASTEWATER RECYCLING FACILITY AT THE SEWARD MARINE INDUSTRIAL CENTER WHEREAS, the Seward Harbor Department has received grant funding to design a Vessel Wash -Down and Wastewater Recycling Facility (VWDWRF); and WHEREAS, the Seward City Council on January 9, 2012 approved the grant that requires a professional design engineer; and WHEREAS, the City issued a public notice on January 13, 2012 soliciting proposals from qualified firms; and WHEREAS, PND Engineers was chosen as the best qualified firm and they have executed a contract to provide engineering services. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Manager shall execute an engineering contract with PND Engineering for the professional design engineering of the Vessel Wash -Down and Wastewater Recycling Facility. Section 2. Funds in the amount of $60,352.50 were appropriated by Resolution 2012 -05 and are available in account no 278 - 2781 -5390. Section 3. This resolution shall take effect immediately. The City Council approved the grant on January 9, 2012. A public notice requesting proposals from qualified firms was issued on January 13, 2012. Seventeen entities received the public notice. Three engineering firms submitted proposals on February 3, 2012. A panel of four city employees reviewed the proposals and selected the best qualified firm - PND Engineers. This firm has designed other projects for the City of Seward and there is no record of any litigation. References on other similar projects were checked and found satisfactory. A City Engineering Services Contract has been executed by the selected firm. The fee amount is $60,352.50 compared to a budget amount of $72,675. The city also is holding a 10% contingency amount of $8077.50. INTENT: The Council Resolution will authorize the City Manager to execute the engineering contract. The Harbormaster will serve as project manager. It is anticipated that the first phase of work will be completed by May 15, 2012 and the entire design will be completed by the end of 2012.
