Agenda Item: Letter to the Friends of the Jesse Lee Home
BACKGROUND & JUSTIFICATION:
Attached is a letter compiled by the Historic Preservation Commission addressed to the
Friends of the Jesse Lee Home. As promised in the December 14 2011 regular meeting,
Commissioner Richardson presented a draft of this letter at the February 15 2012 Work
Session. This letter was proposed because the HPC desires to establish a formal request
for consistent communication with a representative of the HPC and the Friends of the
Jesse Lee Home.
RECOMMENDATIONS:
Staff recommends that the Commissioners review the attached letter. Upon majority
approval, Chair Lasota will sign.

The Seward Historic Preservation Commission is tasked by the City of Seward with
identifying and preserving the historic aspects of the city. In that capacity, it is our wish to
establish a working communication with your organization.
Your website hasn't been updated in some time, and there have been contact people and
phone numbers that have changed over the past several years, making regular communication a
real challenge. We would ask that your organization help us by providing updates to present to
the Commission for presentation at our monthly meetings or work sessions. This could be
accomplished in the form of a written letter, an e -mail, or a phone call to one of the serving
commissioners.
Please contact our City of Seward liaison, Tember Eliason, at the above address to
discuss the possibilities of setting up this arrangement as well as to work out the logistics.

Agenda Item: Discussion of 2012 -2013 Annual Priorities List
BACKGROUND & JUSTIFICATION:
At the February 15, 2012 Historic Preservation Work Session the Commission reviewed
and changed the 2010 -2011 Historic Preservation Priorities List. The Commissioners
requested changes be made every 2 years. The HPC updates the priorities list for the next
2 years.
A joint work session with City Council will be held March 28, 2012 at 8:00 p.m. This
work session may initiate more discussion and changes concerning the Priorities List.
RECOMMENDATION:
The Commission should review and discuss the revised 2012 -2013 Historic Preservation
Priorities List.

Public Outreach
• Historic Preservation Website- Continual updating, work on the Seward Register
Sites
• National Historic Preservation Month- Continue to participate and plan celebrations
for the recognition of H.P. Month. The scope of the activities will vary from year to
year, but activity needs to be identified many months in advance.

Agenda Item: Historic Preservation Proclamation for National Historic
Preservation Month
BACKGROUND & JUSTIFICATION:
The National Trust for Historic Preservation provides leadership, education and advocacy
to save America's diverse historic places and revitalize our communities. Each year a
topic is selected and communities across the country celebrate during the month of May.
The theme for 2012 is "Discover America's Hidden Gems ". Preservation Month is co-
sponsored by the State of Alaska, Alaska Association for Historic Preservation and the
National Trust for Historic Preservation.
Every year the HPC plans for Historic Preservation Month by writing a proclamation to
send to City Council.
RECOMMENDATIONS:
Commissioners need to discuss what they would like to do for Historic Preservation
Month. Approve attached proclamation.

WHEREAS, historic preservation is an effective tool for managing growth and sustainable 1
development, revitalizing neighborhoods, fostering local pride and maintaining community 1
1 character while enhancing livability; and 1
WHEREAS, historic preservation is relevant for communities across the nation, both urban and 1
1 rural, and for Americans of all ages, all walks of life and all ethnic backgrounds; and 1
WHEREAS, it is important to celebrate the role of history in our lives and the contributions 1
made by dedicated individuals in helping to preserve the tangible aspects of the heritage that has 1
shaped us as a people; and

WHEREAS, "Discover America's Hidden Gems" is the theme for National Preservation Month 1
2012, cosponsored by the Seward Historic Preservation Commission and the National Trust for
Historic Preservation; and 1
1 WHEREAS, over the course of the past year the Seward Historic Preservation Commission has
initiated and contributed to local historic preservation activities and projects such as the Historic 1
Property Survey, Historic Iditarod Trail Monument, restoration of Hoben Park planters, 1
1 conducting a Survey of Seward's Cemeteries and fireside chats that tap into the oral histories of
Seward. '
NOW, THEREFORE, I, David Seaward, Mayor of the City of Seward, do proclaim May 2012 as 1
National Preservation Month, and call upon the people of Seward, Alaska to join their fellow 1
1 citizens across the United States in recognizing and participating in this special observance. 1

Agenda Item: Nominations for Historic Preservation Award
BACKGROUND & JUSTIFICATION:
In conjunction with the Historic Preservation Month, per Resolution 2011 -001 (see
attached) the HPC accepts nominations from the public for the Historic Preservation
Award to honor an individual or organization within the community who has volunteered
their time in preserving Seward's history. Nominations are accepted through the month of
April so the award can presented in the month of May.
RECOMMENDATIONS:
Commissioners are encouraged to discuss the steps that need to be taken to make the
public aware of the award nominations by way of advertising.

RESOLUTION 2011 -001
A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF
THE CITY OF SEWARD, ALASKA, RECOMMENDING THAT THE
SEWARD CITY COUNCIL ESTABLISH AN ANNUAL SEWARD HISTORIC
PRESERVATION AWARD.
WHEREAS, it is the responsibility of the Historic Preservation Commission to work toward
the continuing education of citizens regarding local historic preservation and community history; and
WHEREAS, an annual Seward Historic Preservation Award will serve to publicly recognize
the citizens and/or organizations in the community who contribute to historic preservation in Seward;
and
WHEREAS, the award will educate and raise the public awareness regarding the importance
of local historic preservation; and
WHEREAS, this award was established in 1995, but revisions to this award concerning
grammar updates and city department responsibilities were necessary.
NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION
COMMISSION OF THE CITY OF SEWARD, ALASKA that:
Section 1. The following procedure will be used to nominate an individual(s) or
organization(s) for the Seward Historic Preservation Award:
1. Nomination forms can be obtained by any individual or organization from the City
Clerk's Office, Seward Community Library, or the Seward Museum.
2. Nomination forms must be submitted to the Library or Museum by April 1 of each
year. All nominations must include the nominee's signature of consent.
3. The Historic Preservation Commission will evaluate the nominations, choose the
award recipient(s) and the City Council will award the individual(s) and /or
organization(s) through proclamation in March of each year.
Section 2. The proposed resolution, attached and incorporated herein by reference,
recommending that the City Council establish the annual Seward Historic Preservation Award, is
forwarded to the City Council for consideration.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the Seward Historic Preservation Commission of the City of
Seward, Alaska, this day of 16 day of February, 2011.

Agenda Item: Discuss possible revision of Historic Preservation Plan
BACKGROUND & JUSTIFICATION:
"A Plan for Historic Preservation in Seward, Alaska" was last updated in 1996. The City
has recommended that the Commission review the plan and update as it sees fit. On
February 15 2012 a HPC Work Session was held to discuss the possible revision ideas.
At this Work Session, Commissioners were asked to review the Historic Preservation
Plan on their own time for the next upcoming regular meeting on March 21 2012.
The Historic Preservation Plan may be accessed at http : / /history.cityofseward.net.
RECOMMENDATIONS:
Staff recommends the Commission discuss possible avenues of updating and revising the
Historic Preservation Plan via consultant or future work sessions.

Agenda Item: Discussion of Jesse Lee Home requested by French
BACKGROUND & JUSTIFICATION:
Commissioner French has expressed concern about Heidi Zemach's article about the
Mayor facing possible censure for stating support for renovation of the Jesse Lee Home.
Commissioner French has brought attention to the fact that the Jesse Lee Home is an
important project and is on the HPC priority list and that it is listed as such in the Seward
Historic Preservation Plan.
RECOMMENDATIONS:
Staff recommends that the Commission discuss the decisions made by City Council about
the Jesse Lee Home Project.

Call to Order
The December 14, 2011 regular meeting of the Seward Historic Preservation Commission
was called to order at 6:30 p.m. by Chair Linda Lasota.
Opening Ceremony
Commissioner French led the Pledge of Allegiance.
Roll Call
There were present: Chair Linda Lasota presiding, and
John French Patricia Heim
Catherine Richardson Doug Capra
Absent Commissioners were Monica Hinders (excused) and Ryan Reynolds (excused).
Comprising a quorum of the Commission, and
Patricia Linville, Amy Carney, and Tember Eliason (Library /Museum staff)
Special Reports
Fritz Klasner, representing the National Parks Service, reported about the Shea Lot Recovery
Project and the Section 106 compliance that the NPS is conducting.
City Administration Report
Linville reported that the CLG FY11 was approved by the City Council. Linville also
reported that the Library Museum building footings have been built, and the construction company
PCL will return in March. She said that it they anticipate building completion by this time next year.
She added that the Library Museum staff will be working on taking over the Seward Museum in
2012.
Next, Linville reported that the Resurrection Bay Historical Society applied for an Alaska
State Grant -in -Aid project to hire a museum consultant to enlist volunteers to pack and preserve
museum collections. She stated that February 27, 2012 will be the first week of training for packing
volunteers.
Linville then reported about that a 2012 -2013 budget was passed at City Council meeting on
December 12, 2011. She informed the commission that this budget does not include any additional
staff to be added to library museum. She then introduced Tember Eliason as the new executive
liaison for the Historic Preservation Commission.
Then Linville reported that she has begun meeting with an Alaska SeaLife Center exhibit
expert to develop exhibits for the museum.

Linville reported that both past CLG grants (Iditarod Memorial Statue and Cemetery Digital
Access Project) have been fulfilled and turned in.
Lastly, Linville reported that the new City Manager is Jim Hunt and the new Assistant City
Manager is Ron Long.

Friends of the Jesse Lee Home Update
Commissioner Richardson reported that she had nothing new to tell about the Jesse Lee
Home project. Commissioner Capra suggested that the Commission send direct questions to the
Friends of the JLH via a letter in order to find out more. Chair Lasota added that she spoke with Tom
Swann and left Richardson information with him. Richardson agreed to draft a letter for the
commission to the Friends of the JLH, and she would pass it on to Linville and Eliason to proof.
Website Updates & Historical Site Inventory
Commissioner Reynolds was absent. Carney reported for him that there are no new website
updates.
Photos for CLG Grant 2008 — Chair Lasota
Chair Lasota reported that she had been searching through photos on the website to see what
is missing. She promised that she would bring to the next meeting a list of what is missing from the
historical inventory site. She also suggested that the other commissioners go online to find other
photos that may be missing.
Citizens' Comments on Any Subject, Except Those Items Scheduled For Public Hearing
Klasner thanked the commission for letting him present the NPS project at their meeting.
Mayor Seaward thanked the commission for inviting him to their meeting. He stated that he
supports this commission and the historical preservation work that they are doing. He said that he
would like to see many historical sites preserved, if possible.

A. Review and Update Priorities List
The commissioners agreed to hold a work session on February 15, 2012 to revise their
Priorities List and review the Historic Preservation Plan. The commissioners agreed to bring
appropriate Juneau materials to this work session. Linville said that she would bring copies
of the current Historic Preservation Plan to that work session. She also said that she and
Eliason would compile an update web resource list to share with the commissioners. The
Commission agreed to not meet in January due to busy schedules.
B. October 12, 2011 Regular Meeting Minutes
These minutes were unanimously approved under the Consent Agenda.

Commissioners Comments
Commissioner Capra introduced the Common Ground publication to the other
commissioners. He also recommended a book he owned by Father Hubbard. Capra then stated that
he is in support of the Jesse Lee Home project as a state project.
Commissioner French thanked the mayor for attending this meeting.
Chair Lasota thanked Klasner for his presentation, and said that she was sad to hear about his
leaving. Lasota also welcomed Eliason to her new liaison position.
