As promised in the December 14, 2011 regular meeting, Commissioner Richardson presented a draft of this letter at the February 15 2012 Work Session. This letter was proposed because the HPC desires to establish a formal request for consistent communication with a representative of the HPC and the Friends of the Jesse Lee Home. This letter was approved by majority vote to be signed by Lasota during the April 18, 2012 regular meeting and was afterwards signed and mailed by Lasota to the Friends of the Jesse Lee Home. Additionally, the Clerk's Office recommended that this letter be distributed to the City Administration and City Council upon approval by the Historic Preservation Commission. RECOMMENDATIONS: Staff recommends that the Commissioners review the attached letter for approval to distribute to the City of Seward Administration and to City Council. 3 Seward Historic Preservation Commission c/o Seward Community Library Museum P.O. Your website hasn't been updated in some time, and there have been contact people and phone numbers that have changed over the past several years, making regular communication a real challenge. We would ask that your organization help us by providing updates to present to the Commission for presentation at our monthly meetings or work sessions. Nominations are accepted through the month of April so the award can presented in the month of May, although the deadline for submission was extended to May 16, 2012 with prior advertising for the HP Award and extended date in the Seward Journal, Seward Phoenix Log, and the Seward City News Website. To date, one nomination has been received by the Seward Community Library and the City Clerk's Office. RECOMMENDATIONS: Staff recommended that the Commissioners review all nominations and vote on a nominee to present the HPC Award in May 2012. 5 SEWARD HISTORIC PRESERVATION AWARD NOMINATION FORM Nomination forms must be received by the Seward Community Library or City Clerk's Office by: May 16, 2012 Person you are nominating for this award: (self nominations are acceptable). KMTA NHA has recently provided assistance and grants to the following Seward groups and projects: • Seward Museum Exhibit Plan: Grant helped plan historic exhibits for this state -of -the -art facility. • Mariners Memorial: Grant helped with construction and installation of a memorial for fallen Mariners. • Iditarod Trail Monument: Grant helped purchase the base and pay for creation of this Seward landmark commemorating the historic Iditarod trail. • Seward Divide Ski Trail: A grant for restoration of the trail included gates to prevent motorized use of this historic site. • Seward Murals: Grant is paying for installation of lighting for Seward murals, many of which depict the history of the area. KMTA National Heritage Area continues to partner with Seward groups to preserve and promote Seward's historic and cultural resources. The KMTA National Heritage Area was established in 2009 to recognize, preserve, and interpret the historic resources and cultural landscapes of the Kenai Mountains- Turnagain Arm transportation corridor. National Heritage Areas are designated by Congress and administered by the National Park • Service. The purpose of the designation is to support community- centered initiatives that enhance and preserve local historic, scenic, and outdoor recreational resources. Committed to protecting and promoting the cultural, historical and natural assets of a region, National Heritage Areas play a vital role in maintaining both the physical character and the cultural legacy of the United States. 7 Historic Preservation Agenda Statement -� s , Meeting Date: May 16, 2012 � � �t�aswP To: Historic Preservation Commission From: Library Director, Patricia Linville Library /Museum Staff, Tember Eliason Agenda Item: Historic Preservation Plan Update BACKGROUND & JUSTIFICATION: "A Plan for Historic Preservation in Seward, Alaska" was last updated in 1996. The City has recommended that the Commission review the plan and update as it sees fit. On February 15 2012 a HPC Work Session was held to discuss the possible revision ideas. At this Work Session, Commissioners were asked to review the Historic Preservation Plan on their own time for the next upcoming regular meeting on April 18, 2012. During this meeting, it was suggested by Lasota to review the Juneau City Plan and the Historic District Information Packet during the next upcoming meeting on May 16, 2012 for review and comparison. The Historic Preservation Plan may be accessed at http : / /history.cityofseward.net. RECOMMENDATIONS: Staff recommends the Commission confirm updating the Historic Preservation Plan at the next CLG grant application and set up a timeline for completion. 8 Historic Preservation Agenda Statement e of SF. < 14� o Meeting Date: May 16, 2012 , '� 'a4ASKP To: Historic Preservation Commission From: Library Director, Patricia Linville • Library /Museum Staff, Tember Eliason Agenda Item: CLG FY12 Travel and Training Grant BACKGROUND & JUSTIFICATION: The SHPC FY2012 CLG Grant application for travel and training funds was denied as per the April 27, 2012 letter from SHPO that is included in the packet. On the same date we received a new grant announcement entitled Historic Preservation Fund FFY12 Travel and Training Grant. We spoke with SHPO and were told that the second round of CLG funding was encumbered for capital projects and they are using travel funds for the new Travel and Training Grant. The options for training are attendance at the National Alliance of Preservation Commission Biennial forum in Norfolk, VA on July 18 -22 or the National Preservation Conference in Spokane, WA on October 31- November 3. We are encouraged to apply. The new application is straightforward and easy to complete. Decisions on whether to apply, where to go and who should attend need to be made by the Commission. Application due date is May 30, 2012. OHA will be accepting applications for training & travel grants from the Historic Preservation Fund to the following two conferences: • National Alliance of Preservation Commissions Biennial Forum: "Charting the Course." Norfolk, VA: July 18 -22, 2012 • National Trust for Historic Preservation: 2012. Spokane, WA: Oct 31 -Nov 3, 2012. Information for each conference, and a grant application, is attached. Deadline for application is May 30, 2012. Applications must be postmarked, faxed, or e- mailed no later than Wednesday, May 30, 2012. A Certified Local Government (CLG) may apply to one or the other conference, but not both. Each CLG may send up to 2 people, but only one application from a CLG will be accepted, so be sure it covers both individual's estimated costs. These grants, as with others for CLGs, will comprise a 60 -40 percent split between federal and local sponsor matching share. A CLG may use their "Personal Services" line item as the 40% match. For example, local government employees and preservation commission members may use the time spent traveling to and from, as well as time spent at the conference, as match. Airfare, lodging, per diem, basic transportation, and basic conference registration fees are also eligible for reimbursement by the grant. (A rental car is not an eligible expense unless that cost is shown to be less than the total of necessary taxi /shuttle fare while at the conference.) The CLG or each traveler is responsible for making travel and training arrangements, and will pay all costs initially. Upon completion of training /travel, the CLG must submit a request for reimbursement and receipts relevant to the grant and identified within your budget proposal. The State of Alaska will issue only one check to reimburse the CLG, so again be sure the request for reimbursement includes each person's relevant expenses and receipts. The rate used should be consistent with the rate paid for similar work in activities of the local government. Supporting documentation in the form of time sheets or pay stubs must be submitted with the billing. Travel: The actual cost of airline tickets can be claimed. Every effort must be made to secure the least expensive fares. Necessary expenses such as airport parking, taxi fare, shuttle bus, etc. may be claimed. The cost of a rental car is not an eligible expense unless it can be demonstrated that this cost is less than the total of necessary taxi fare and /or shuttle bus service while at the conference. Per diem: The cost of lodging and meals while attending the conference. Actual costs may be claimed. Lodging — Room prices may vary: Conference materials show $115 at Norfolk; $125 at Spokane. Meals — Reimbursement is at the Federal rate: $56 /day at Norfolk; $61 /day at Spokane. Other: The conference registration fee is expected to be $190. per person at Norfolk; $200 at Spokane. Please specify any other anticipated costs in the proposed budget. A decision will be made regarding these other costs on a case -by -case basis prior to signing the grant agreement. Volume 2, ifd2e199 Call to Order The April 18, 2012 reg of the Seward Historic Preservation Commission was called to order at 6:33 p.m. by dffair LintraAasota. Opening Ceremony co issioner French led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and John French Patricia Heim Catherine Richardson Monica Hinders Absent Commissioners were Doug Capra (excused) and Ryan Reynolds (excused). - Comprising a quorum of the Commission, and . Patricia Linville and Tember Eliason, Library/Muse staff Special geports None. City Administration Report Linville reported that the letter received from the Department of Nattiral Resources Al kan concerning gathering ideas will be listed on the AFIC website for the Significant as Annt which will occur during 2012-2017. Lint/tile also reported thatunJune 1 1912 was the Incorporation-Of Seward and that 2012 marks.,the 60 "versary of the FirStislational Bank of Alaska Seward. Linville then reportedthaith' ere is-an ad hoc committee who will have their first meeting on Monday, April 23 to begin planning a celebration which includes Margaret Anderson, Bev Dunham Cindy th C4ock and Linville. As for the 150 armwersary of the transfer of Alaska to the US and the 25 'Anut, of the end of the Cold War that possibly these can be includedin tlIeti,,,st of themes for a fire side chat. Library Museum: Linville reported that PCL is on site and workmghard. They have set the substantial completion date as mid to late November depending on their ability to make up a week lost to snow melting and removal before they could start. Harmon Construction is doing the concrete and :isgreat to see local workers on the job. Linville also reported that RBHS members and volunteers have been working 'diligently on the museum packing:project, documenting, cleaning and packing artifacts This activity will, continue throughout the summer with volunteers and staff RBHS will keep the museum open over the summer using volunteers and not charging admission. Other Reports, Announcements :& Presentations None Friends of the Jesse Lee Home Update Richardson reported that she has looked over the Jesse Lee Home website and noticed no updates besides selling merchandise. Richardson indicated that Friends of the Jesse Lee Home has lobbied City Council and the Legislature for support although she does not know the results. Website Updates & Historical Site Inventory Commissioner Reynolds was absent. No website updates. Photos for CLG Grant 2008 — Chair Lasota Lasota reported that by next month more photos would= be uploaded into the website with possible a work session. Citizens' Comments on Any Subject, Except Those Items Scheduled For Public Hearing Margaret Anderson who resides within the City limits who has also served on the Planning and Zoning Commission and City Council thanked the Commissioners for serving the public and indicated her interest in the agenda and the updates of the Jesse Lee Home. Anderson indicated that she would like to see the City reexamine the Jesse Lee Home Project and commented that the cost has not been identified as far as the reconstruction of the building and that the Balto School Model costs in financing are still up in the air_ and that the City Council, Historic Preservation Commission and State Legislature have been on board for this project but in Anderson's opinion, she indicated 21 - . ..,..-- . Nonations for Historic Preservation Award h Conirnission advised administration to advertise for°the HistoriCPreservationAward via newspaper, Seward City News, etc. The Commission indicated that they will then choose a nominee(s) during the May 16, 2012 regular meeting in which the award will be presented to City Council on May. 29 D. Discuss possible revision of Historic Preservation Plan The Commission discussed possible avenues in revising the Historic Preservation Plan which included possible future work sessions, consultants, etc. Chair Lasota suggested that the Commission review the Juneau City Plan dung the next regular meeting for review. E. Discussion of Jesse Lee Home requested by French French advised that the community needs to resolve the Jesse Lee Home Project and indicated that the Commission should pay closer attention to the historic preservation aspect of this project and possibly provide a work session on the Jesse Lee Home and or other alternative means in respect to Anderson's comments. F. December 14, 2011 Regular Meeting Minutes These minutes were unanimously approved under the Consent Agenda.
