Adjournment Historic Preservation Commission Regular Meeting Agenda May 29, 2013 2 Agenda Statement Meeting Date: June 19, 2013 ° se tt' q, A To: Historic Preservation Commission vi o From: City Staff • Agenda Item: BACKGROUND & JUSTIFICATION: In partial pursuance to CITY • OF SEWARD ALASKA RESOLUTION 2011 001, A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF SEWARD ALASKA RECOMMENDING THAT THE SEWARD CITY COUNCIL ESTABLISH AN ANNUAL SEWARD HISTORIC PRESERVATION AWARD, the Historic Preservation Commission would like to vote on the 2013 Historic Preservation Award Nominations. RECOMMENDATION: Staff recommends that the Commissioners vote cogently on any existing Historic Preservation award nominations. 3 Agenda Statement Meeting Date: June 19, 2013 joF sFt To: Seward Historic Preservation Commission From: Seward City Staff Liaison, Tim Morrow " Agenda Item: Discuss implementation of the Historic Preservation Plan Revision BACKGROUND & JUSTIFICATION: In light of AK Historical Society's recent award of CLG FY13, it is time to discuss applying that award toward the revision of the Historic Preservation Plan. RECOMMENDATION: Discuss. 4 City of Seward, Alaska Historic Preservation Commission Minutes May 29, 2013 Volume 2, Page 201 Call to Order The May 29, 2013 regular meeting of the Seward Historic Preservation Commission was called to order at 6:43 p.m. by Chair Linda Lasota. Opening Ceremony The Pledge of Alliance was performed; led by Commissioner Fink. Roll Call There were present: Chair Linda Lasota presiding, and John French Sarah Fink Catherine Richardson Absent was Commissioner Frank DeMarco. Comprising a quorum of the Commission, and Patricia Linville, Library /Museum staff City Administration Report Linville thanked the Commission for meeting with the AK Historical Commission while they were in town on May 24 2013. She addressed changing city staff issues with the retirement of Sheila and David Squires from the Fire Department and Amy Carney's move to the State Library Archives and Museums. Linville expressed gratitude to all Historic Preservation commissioners who participated in the planning and execution of the Museum opening on May 11 2013. She also passed along an invitation from the Friends of the Jesse Lee Home community reception on May 31, 2013. Linville reminded the Commission that their quarterly report in front of City Council was due at either the July 8 or 22 City Council meeting. Commissioner French informed Linville that the CLG grant application to the AK Historical Commission was the only one that had not been reduced in financial award this year and thanked her for all her hard work on the grant application. Friends of the Jesse Lee Home Update None Website Updates & Historical Site Inventory 5 City of Seward, Alaska Historic Preservation Commission Minutes May 29, 2013 Volume 2, Page 201 Lasota had nothing new to report about the website updates or historical site inventory. Citizens' Comments on Any Subject, Except Those Items Scheduled For Public Hearing Bob Reisner addressed the commission about his upcoming Seward Phoenix Log articles based on his research on Russian American activities in the Seward area. Commissioner French asked about research on Mary Lowell and if Mr. Reisner would be willing to share his original research. Mr. Reisner expressed a willingness to bequeath his research upon his death. Carol Griswold wanted to know about the downtown' s place in the Seward Historic Preservation plan. Linville and French let her know that revision of the Historic Preservation Plan had not begun yet. In further discussion it was revealed that the AK Historical Commission had indeed approved the FY2013 CLG grant application at their May 24 meeting. French imparted that Seward's was the only grant application to be approved unscathed. Approval of Agenda and Consent Agenda Motion (French/Richardson) Approve the Agenda Motion Passed Unanimous Consent * The following items were approved under the Consent Agenda: Meeting Minutes for the March 13 2013 Regular Meeting of the Historic Preservation Commission. Public Hearing None Unfinished Business None New Business A. Historic Preservation Award Nominations Linville reported that no nominations had been submitted as yet. In the discussion that followed it was suggested that the Community of Seward could be nominated for its pride of history. 6 City of Seward, Alaska Historic Preservation Commission Minutes May 29, 2013 Volume 2, Page 201 A motion was made to postpone the vote until the June 29 regular meeting. March 13 2013 Regular Meeting Minutes Informational Items None Commission Comments Commission Chair Lasota reported on the Historic Preservation community outreach booth at the Museum Grand Opening. There was community interest in the proposed revision of the Historic Preservation Plan. Commissioner French discussed the proposed multi modal trail to Exit Glacier. The trail's route is projected to cross railroad property. The part of the trail that goes across railroad property and by the bay might be a prime target for interpretative signage focusing on historic aspects. French put forth that Jeff Mow would be a good contact person on the trail's planning progress; but that there were many jurisdictions to be dealt with as the trail is planned to cross so many properties. He encouraged commissioners to attend the Alaska Railroad's master plan meeting at the Library Museum from 5:00 pm to 8:00 on the following evening, May 30 2013. Lasota proposed that city staff contact Jeff Mow for any future presentation on the multi modal trail. French volunteered to attend the Alaska Railroad's master plan meeting. Citizens' Comments Bob Reisner commented on the AK Railroad's proposed expansion affecting potential • historically significant property like the airport. Commissions and Administration Response to Citizens' Comments Lasota hypothesized that the civil air patrol might be a resource on the airport's history. Linville volunteered to obtain information regarding historically significant properties adjacent to the AK Railroad's proposed expansion. The Alaska Historical Commission met May 23 and 24, 2013 in Seward to review the applications and make recommendations for funding. With the limited amount of funding available, two projects were recommended for their full requests, while three others were capped at $20,000 for their federal requests.
