From: Staff Agenda Item 9 A.: Plan the next Fireside Chat BACKGROUND & JUSTIFICATION: According to past records, statements made by Historic Preservation Commissioners, and city staff s personal memories, the Fireside Chats lecture series have had the greatest public outreach effect of Historic Preservation Commission's outreach programs. Also, according to the Historic Preservation Commission's Annual Schedule, October is the month of the Fireside Chat. INTENT: To plan what happens next with the Fireside Chat lecture series. An example of a proclamation form years past is included in the informational items section (page 8) as well a copy of this year's recipient's nomination form (page9). Opening Ceremony Commissioner Hedman led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and John French Catherine Hedman Sarah Fink Frank DeMarco Comprising a quorum of the Commission, and Patricia Linville and Tim Morrow, Library /Museum staff Special Reports City Administration Report Linville updated the Commission on Founders Day festivity plans. Linville announced Douglas Deur and Rachel Mason will be speaking during the September 18 2013 meeting about the traditional uses of the Kenai Fjords National Park locale. Other Reports, Announcements & Presentations None Friends of the Jesse Lee Home Update None. Website Updates & Historical Site Inventory None. Citizens' Comments on Any Subject, Except Those Items Scheduled For Public Hearing 5 City of Seward, Alaska Historic Preservation Commissii*Minutes August 21, 2013 Volume 2, P 193 Tom Kain of Alaska State Parks, Seward Office spoke on the historical preservation efforts in- Caine' s Head State Recreational Area. Efforts included trail maintenance and restoration, interpretative signage, building stabilization and graffiti removal. He inquired of the commission what the requisites are to list Caine's Head State Recreation Area on the Register of Historic Places. The commission responded that they would support and assist the application process and that it was up to the State Parks to submit an application or at least a letter of intent to the commission. Approval of Agenda and Consent Agenda Motion (French/Hedman) Approve the Agenda and Consent Agenda Motion Passed Unanimous Consent * The following items were approved under the Consent Agenda: Meeting Minutes for the July 17, 2013 Meeting of the Historic Preservation Commission, with the following changes: Commissioner Richardson's name changed to Lasota on top of page 6. On page three, insert agenda item title same as item 8 A. "Vote for 2013 Historic Preservation Award." On page 2, change item 9 A to "Discuss quotes from consulting agencies for historic plan." On page 4, change the agenda title to "Discuss quotes from consulting agencies for historic plan." Public Hearing None Unfinished Business A. 2013 Annual Historic Preservation Award Nomination Linville revealed that this year's sole nominee, Carol Griswold, was financially compensated for some of the historic preservation work she had done, but not all. Linville also reminded the commission of Griswold's extensive photo documentation of the Seward area and said Griswold may be "the Silvia Sexton of the 2000's." Linville personally recommended that this year's award go to Carol Griswold. Motion (Fink / Hedman) Award Carol Griswold the 2013 Annual Historic Preservation Award Motion Passed Unanimous Consent New Business A. Discuss quotes from consulting agencies for historic plan 6 City of Seward, Alaska Historic Preservation Commission Minutes August 21, 2013 Volume 2, Page 194 Linville listed the three organizations contacted for quotes: Foraker, Agnu/Beck, and Nuka Research. Fink asked if tiey`were all in -state companies. Linville responded that they were and proceeded to read each organization's quote response letter. Foraker didn't send a quote response letter and their quote was based on initial phone contact with Linville. French commented that he didn't know Agnu /Beck though he knew of local projects of theirs that had gone off well. French continued to be enthusiastic about Nuka Research though he mentioned a non - monetary conflict of interest. Fink liked that Nuka Research's response seemed more specific. Headman stated that Nuka Research's greater detail appealed to her as a decision maker. Lasota asked if the commission was bound to choose a quote on monetary basis only. Linville replied that one of the quotes went above the money that had been awarded in the historic plan grant. French asked if the commission was supposed to make a recommendation to council. Linville responded that the commission got to choose on their own. Herewith is my self nomination, submitted both humbly and with pride: For the past 10 years, Carol has researched Seward's history and created educational interpretive signs incorporating her photographs and Photoshop skills. Locals and visitors alike can learn a lot about Seward's pioneers. civic leaders, events. and our natural history as they stroll around town. Below is a brief description of several of the signs, and a walking tour map. Enjoy! Who was Scheffler? Did you know Hermann "Henry" William Scheffler cane to,Resurrection Bay in 1897 before Seward was founded and married 21 year old Alice Sarah Lowell? Did you know the newlyweds moved far from the Lowell family homestead and lived in a cabin on a 360 -acre homestead at the head of the bay. now the site of the horse corral? To learn more about Scheffler and his original homestead boundaries. and the Scheffler Creek watershed, visit the interpretive sign at Scheffler Creek pedestrian bridge. This project entailed research into the archives of the Seward Library and Museum, and historic documents at Community Development. correspondence with a relative of Mr. Scheffler, consultation with Lee Poleske, on -line research on homesteads and land titles. research in Mary Barry's invaluable hooks. and numerous photography sessions of the site. Hoben Park: Gateway to Alaska Did you know Canadian Harry Hoben came to Alaska with the Gold Rush and moved to Seward in 1909? That he was a successful businessman and civic leader? That he created four parks in the Seward area? To find out more about the connection between Hoben Park and President Harding's visit in 1 923. and the extent of.the railroad along the bay, visit the interpretive sign near the historic fountain in Hoben Park on Ballaine by the ASLC. This project entailed research into the archives of the Seward Library and Museum. correspondence with the Anchorage Museum. correspondence with Mary Barry and research in her books. and personal interviews with Pat Williams, consultation with Lee Poleske. and numerous photography sessions of the site. Harry Sotaro Kawabe. Alaskan "Sawado" 1890 -1969 Did you know Harry Kawabe came to Alaska from Japan in 1915 when he was 25? Did you know that his Seward laundry business became the largest in the Territory of Alaska until WWII? Did you know he and his family were deported to remote concentration camps in the Lower 48 for three y ears despite his loy alt to America and long time residence in Seward? Did you know he set up a scholarship fund for Seward high school 1 10 graduates? Find out more about this remarkable man at the interpretive sign at Fourth and Adams. This project entailed research into the archives of the Library and Museum, personal interviews with Karen Swartz and Pat Williams, consultation with Lee Poleske, research into Man Barry's hooks. contact with the Kawabe Foundation of Seattle. and numerous photography sessions. Clues to Seward's Past in Two Lakes Park Did you know the only Spanish Mission style cottage in Seward was designed and built by Gerhard "Stucco" Johnson in 1916? Did you know Second Lake used to be Brownell Lake? Find out how the house fell down the cliff and was moved to its present location north of City Hall by visiting the interpretive sign at the Cliff Trail across from the Lagoon boardwalk on Chamberlain Ave. This project entailed original research into the leather -bound hand - written legal Records of Deeds then under the care of the Seward District Court of Alaska, archives of the Library and Museum, personal interview with Pat Williams. and Boy Scout leaders. consultation with Lee Poleske, and numerous photography sessions on site. It was amazing to find the original tbundation ruins and through title search. verity that the lot w as indeed Stucco Johnson's. It was also very cool to find snapped cables on site. but 1 had to change the story when Pat Williams said it was ropes that broke, not cables. And the Boy Scouts' discover of the stone steps was just astonishing. Pat Ray Williams Park • Do you know why there are spruce trees at the tent campground on Ballaine Avenue'' Do you know why City Council named the park for Pat? How old was she when this interpretive sign w as commissioned as a gift in her honor? Visit the interpretive sign on the bike path across from the entrance to the Park on Ballaine. This project entailed personal interviews with Pat Williams, consultation with her daughter. Pat, Colleen Kelly and May or Willard Dunham. and a photo session with Pat on her 100` birthday. Nlarearet Branson Pavilion Did you know Margaret served on many government and civic committees. including terms on city council in addition to operating an art gallery out of her home? Read more about her at the Branson Pavilion on Ballaine and Adams. This project entailed consultation w ith Carole Jaffa. Seward Council members. research into archived Seward Phoenix Log issues, and photo sessions of house. Mt Marathon Race Facts and Trivia and Mt Marathon Race Records Did you know that the Jesse Lee Home students were very instrumental in the success of the Nit Marathon Race? Did you know Ephraim was 16 (not 14) when he set a new race record in 1928 that stood until 1957? Did you know three young w omen broke the gender 2 11 barrier by racing in 1963 before there were any rules against it? Did you know Bill Spencer's 1981 record time was erroneously reported as 43:23 until Carol corrected it to 43:21 by doing archival research of the Logs at the Library? Did you know his Junior Race time was corrected as well? To learn more about the history of the Mt Marathon Race. visit the bulletin hoard on the side of the Senior Center on Third Avenue. This project entailed a lot of research including personal interviews with Ralph Hatch. Ann Wemark Rogers. many other former and current racers, research of Seward Phoenix Logs archived at the Lou office and at the Library. correspondence with Jackie Pels and numerous former and current racers. race officials. and race historians. Plus the usual plethora of photos. Scheffler Creek Kids Did you know salmon live in the Scheffler Creek watershed all ' ear 'round in various stages of their life cycle? Do you know why vegetated banks are important to salmon? Learn more about the kids who cared about the creek and the natural history of the stream by visiting the sign at the pedestrian bridge off Ballaine and D Street. This project included attending the classroom volunteer training followed by a photo shoot of the Scheffler Creek Kids on one of the field trips. and classroom data download: numerous personal field trips to the stream and watershed for research and photos. on- line and reference hook research into the life history of salmon: consultation with teacher Marylynn Barnwell, plus numerous photo shoot sessions on site and one huge session at the elementary school to get all 70 kids in one photo. Scheffler Creek Salmon Did you know all five species of Pacific Salmon use the Scheffler Creek watershed? I)o you know all Pink Salmon are two years old? Learn more about the life history of our salmon by visiting the interpretive sign on the observation platform overlooking Scheffler Creek, upstream of the pedestrian bridge on the bike path. Lots of time spent studying and photographing the salmon in various stages of their life cycle in the local area streams: research on -line and in reference books. interviews with fisheries biologists and hatchery technicians. 12 , . . .
