ADJOURNMENT City of Seward, Alaska PACAB Agenda November 6, 2013 Page 2 2013 SMIC Vessel Wash Down Pad Rates and Rules Updated 11/4/2013-- 1st DRAFT 3/29/2013 1. The purpose of the system is to clean boat bottoms and to collect harmful chemicals and/or invasive biological species. 2. No pressure washing will be allowed in the SMIC boatyard other than on the pad. The only exception will be boats that are hauled out on the shiplift. 3. The harbor workers will set up the wash water recycling system and two diesel pressure washers at the pad. 4. The pressure washing will be performed by private personnel-either vessel owners or licensed and insured vendors (such as Strom Chasers, Raibow,Seward Ships Dry Dock, etc.). 5. Pressure washing is mandatory for all boats hauled out. The vessel owner can determine how thoroughly they want to perform the job with a 30 minute minimum. (30 minutes is about how long it takes to set up and later put away the equipment, but the vessel won't be charged any extra for that time). 6. The Harbormaster or his designee shall have the authority to waive the mandatory pressure washing requirement. For example, a vessel owner may request a waiver for hauling out and hanging in the boat lift slings for short in and out jobs such as: prop repair, shaft work, stuffing box, and inspections. Each such request will be evaluated by the Harbor staff. 7. If the vessel owner asks to wash the entire boat bottom, including beneath the slings of the boat lift, the Harbor staff has blocks for that purpose. The Harbor workers will carefully set the boat's keel on blocks during the pressure washing operation. 8. The pressure washing equipment is portable. When it is not being used it will be stored inside away from freezing weather. During severe or extended freezing weather the Wash Down pad may be temporarily or seasonally shut down. (More than 70%of haul-outs occur between May and October). 9. If for whatever reason,the wash down system is not useable, the Harbor may issue a "rain check" so that the facility can be used at another time and at the Wash/Hang Rate stated below. 10. Public use cranes are found in small boat harbors across the state, particularly in harbors that moor commercial fishing fleets. Public use cranes allow commercial fishermen less restricted access than privately owned cranes. Cranes can also be used by sailboats, charter vessels, and other harbor users for various purposes. The Seward Harbor currently has no public crane access. The local cannery, Seward Fisheries, has a privately owned crane on T-dock which is not available to the general public. Commercial fishermen and others currently park boom trucks on the deck of existing timber piers to load/unload gear and fish. This method works, but it can be awkward and dangerous. In 2012, a fatal accident occurred when a boom truck loading fishing gear tipped, throwing the operator off of T-dock. Permanently mounted public cranes could provide a more stable, user friendly way of loading and unloading the vessels of qualified users. The City of Seward is considering installation of one or two cranes on the existing I-dock and/or the travel lift-dock bulkhead structures. Under direction from the Seward harbormaster, Moffatt & Nichol performed preliminary design calculations, estimated construction costs, and developed preliminary design drawings for each of the alternative sites. Site Photos, crane specifications, and preliminary design drawings can be found in the appendices of this report. Alternative 1 - I-Dock I-dock is a timber pier originally built in the 1960's. It was rehabilitated in 2008, but still retains most of the original structural framing. The dock consists of a heavy timber deck over creosote treated timber stringers sitting on large timber pile caps with timber piling. The structure is currently in good condition and has a timber fender pile system, shore power service, lighting, and steel ladders. I-dock is centrally located along the north edge of the harbor basin, directly seaward of the Seward Fisheries building. Access to I-dock on the land site is slightly congested, due to the limited space between the pier and the building. Large vehicles or vehicles with trailers could have difficulty accessing the crane site. It may be desirable to install protective bollards to prevent vehicles from damaging the crane. Moffatt & Nichol analyzed two potential cranes at two different locations on I-dock. A 5 ton crane placed at the south face of the dock and a 1.5 ton crane near the south end of the west face. The existing timber framing of the dock, while in good condition, was not designed to accommodate the loading from either crane. A heavy steel frame constructed of rectangular steel HSS sections is proposed to transfer the forces from the crane into the dock's piling. It is not anticipated that additional piling will be required to support the loads from the proposed cranes. Appendix B contains a photo showing a steel hss frame installed to support a crane in a different harbor. The pictured framing is similar to what is proposed for I-dock. Placement of the cranes and preliminary design of the steel framing can be found on sheets S'1 and S-2 of Appendix C-Preliminary Design Drawings. Alternative 2 -Travel LifT-dock- Bulkhead The existing travel lift dock and bulkhead were constructed in the northwest corner of the harbor in I008. The sheet pile bulkhead adjacent to the dock is not equipped with fenders, ladders, or other appurtenances. As an alternative to modifying I-dock, installation of a new 5 ton crane at the bulkhead site was analyzed. The bulkhead offers easy vehicle access, as the upland area is vacant. The bulkhead is located in the northwest corner of the harbor, possibly making maneuvering of larger vessels more difficult. Due to the limited size of the bulkhead, only the installation of a single crane was considered. The proposed crane would be mounted on a new concrete footing capable of resisting the proposed crane's overturning forces. When finalizing exact placement of the crane, interference with an existing light pole should be considered. The installation of the crane on the proposed concrete footing presents an economical solution for installation of the crane itself. A drawback of the bulkhead site is that further development of the bulkhead structure is recommended. Installation of a new fendering system and ladders would facilitate use of the proposed crane. Two steel ladders secured to the face of the bulkhead would allow users to access the crane area from their vessels. A fender sys em similar to that already installed in the travel lift bay is proposed. The fendering system consists of extruded rubber fenders mounted on a steel frames, then welded or bolted to the face of the bulkhead at a regular interval. Additionally, it is recommended that steel pipe bollards be placed in front of the crane to prevent vehicles from damaging the crane or its controls. Preliminary design drawings for the proposed footing and bulkhead modifications can be found on sheet S-3 of Appendix C- Preliminary Design Drawings. Design Requirements The minimum required lifting capacity desired by the City of Seward, is 10,000 lbs. at 10' for the 5 ton crane and 2,000 lbs. at 10' for the smaller crane. The City provided Moffatt & Nichol with crane specifications from several manufacturers including: Hydra Pro, Seven Stars Industries, North Pacific Crane, and Maximum Performance Hydraulics. Each of the specified cranes is capable of meeting or exceeding the design parameters. For the purpose of preliminary design, the North Pacific Crane K8[F53Owas used as the 5 ton crane and the Max Performance 1.45 ton MPH 1.45'I0F was used for preliminary design purposes at the 1.5 ton crane site. The proposed modifications to the structures have been developed based on the design drawings and site photographs. The structures appear to have been constructed as designed; however, subtle changes made during construction could have an impact on the final design and installation of the proposed modifications. Structural dimensions and details should be field verified prior to final design of the crane support modifications. Card Reader/Access Control It is recommended that a card reader, key pad, or other means of access control be installed to keep under-qualified users from operating the cranes. An access control device would also give the Harbor staff a means of capturing revenue from the cranes. A card reader system capable of wirelessly connecting to Seward's Full Service Marina Software (FSM) is recommended. Companies such as ALX Technologies offer components and software capable of interfacing wirelessly with the FSM software system. Electrical Considerations The existing switch board near I-dock has sufficient capacity to power each of the proposed cranes. The switch board distributes 208VAC 3-phase power. It is recommended that cranes be ordered with electric motors rated for use with the supplied power to avoid the added cost of installing a transformer. A card reader or keypad may be used in addition to the standard crane control box to control power supply to the crane. The proposed power service to the crane sites on I- dock consists of type W cables routed through conduit mounted on the framing beneath the deck of the dock. Approximately 300 If of power cable will be required to power both of the proposed cranes. Installation of a crane at the bulkhead will require a buried power cable running from the switch board near I-dock to the crane site. Approximately 350 If of cable would be required for the bulkhead option. Opinion of Probable Construction Cost The following tables show a breakdown of the costs associated with construction of each of the proposed alternatives. For the purposes of this report, it is assumed that the City of Seward will purchase the crane(s), and hire a contractor to fabricate and install the required support structures, electrical components, and access control system. A 25% contingency is included for each estimate due to the preliminary state of the design. I-dock offers convenient vessel access, while being separated from areas of the harbor frequented by visitors. The bulkhead offers simplified crane installation, but the site is limited to one crane, and requires the addition of fenders and ladders. From an engineering standpoint there is not a preferred alternative; the preferred alternative should be based upon the preference of the City of Seward, and the future crane users. Harbor Master Report, Regis— The D float project was moving forward and on schedule.The harbor was busy prepping for winter, many boat lifts. The board had some questions that Regis fielded about the D float project and planning. 2. Chamber of commerce report- Clock, Report on the Silver salmon derby. Salmon was $1.30 per lb and it was deemed to be a successful year! The Chamber Luncheon was on Friday the 6th and Dan Seavy was scheduled to speak. Other upcoming events were coming up,including institute of the north conference and the upcoming "Meet the Candidates" night. General discussion with the board about stocking the lagoon, possibly dredging and how to protect the smolt. 3. Admin report- Long Smic development project was being submitted as the number one priority. AVTEC was hosting a marine firefighting symposium in late September. Long cut his comments short to meet with a contractor about repairing the roof at City Hall. He made apologies for leaving and excused himself from the meeting. The Board decided via unanimous consent to move revisions of the Small Boat harbor development plan to the September 18th work session. BOARD COMMENTS Fink informed the board that he was resigning his Avtec position and would be working for the Army Rec Camp. Jaffa was encouraged by local development.
