Adjournment Historic Preservation Commission Regular Meeting Agenda February 19, 2014 2 Agenda Statement e of sett, Meeting Date: February 19, 2014 :CAlth \ 0 To: Historic Preservation Commission it:AsvJ' From: Staff Agenda Item 9 A.: Draft wording of the 2014 Seward's Day Proclamation BACKGROUND&JUSTIFICATION:A proclamation honoring the man who pulled the strings of a 19th century executive administration to such an extent that an attempt was made upon his life; the man who was a primary catalyst in the purchase of the Alaska territory from the Russians; the man who despite being both famous and infamous in his own time,predicted that it was the purchase of Alaska that would be his legacy. We've all heard of him.We loved him enough to name our town after him. We even gave him the last Monday of every March. Let's hear it for William H. Seward. An example of a proclamation from years past is included in the informational items section(page 11.) INTENT: To draft wording of the 2014 Seward's Day Proclamation. Armed with this draft update of the annual priorities this commission can work sapiently with our duly elected officials to better accomplish historic preservation. An example of a past priorities list can be found in the informational items section(pages 12 and 13.) INTENT: To review the Historic Preservation Commission's priorities and update where needed. BACKGROUND&JUSTIFICATION:Fully involved in Seward's Historic Plan revision process, the Historic Preservation Commission stands just before a significant milestone: input from the public on proposed changes to the historic plan. An information packet on proposed public outreach strategies can be found in the informational items section starting on page 14. INTENT: The Commission should make official its intent to elicit public input on proposed changes to the Seward Historic Plan. X FISCAL NOTE: Approved by Finance Department: N/A ATTORNEY REVIEW: Yes No RECOMMENDATION: The Historic Preservation Commission review and act upon the best outreach strategies to encourage public input on proposed changes to the Seward Historic Plan. 5 City of Seward, Alaska Historic Preservation Commission Minutes September 18, 2013 Volume 2, Page 192 Call to Order The September, 18 2013 regular meeting of the Seward Historic Preservation Commission was called to order at 6:32 p.m. by Chair, Linda Lasota. Opening Ceremony Commissioner Fink led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding,and John French Catherine Hedman Sarah Fink Absent was: Frank DeMarco Comprising a quorum of the Commission, and Patricia Linville and Tim Morrow, Library/Museum staff Special Reports City Administration Report Linville began with a summary of Library Museum Statistics so far this year. The facility served 10501 people in August with a year to date total of 63045. 2012 figures for the whole year were 60298. The first pre-school story-hour of the season was September 13. Linville alerted the commission to upcoming library events such as book discussions for the months of September,November and January, and for the alternate months of October, December and February, short story readings at noon for adults. The first book discussion is Tuesday, September 24 at 6:00 pm. The book is The Book Thief by Markus Zusak.The October short story series will begin on October 2 at noon with a Scary Story theme. The museum is officially closed for the season. Winter hours will start Saturday,October 5 from 1-5 pm. Special arrangements can be made with library museum staff to open the museum for groups and special events. Kate Rullman, Library Museum Collections Coordinator will coordinate some special programs for these days during the fall and winter. Linville went on to summarize new Library Museum equipment and project updates including a museum security camera system,presentation boards and panels,and periodical shelving. The museum work and storage space has been tiled. Tentative plan is to have a final accounting and report of completion for the public available in December. 6 City of Seward, Alaska Historic Preservation Commission Minutes September 18, 2013 Volume 2, Page 193 Linville forewarned of General Meeting of the Seward Community Library Association Thursday September 19 at 6:30. They are seeking to reorganize and would love to have interested people join. There will be refreshments. Linville also forecast the Resurrection Bay.Historical Society's regularly scheduled meeting Thursday, September 26th. They have submitted a proposal to host the Annual Alaska Historical Society/Museums Alaska Joint Conference in 2014. RBHS is hosting the Kenai Peninsula Historical Society Annual meeting on October 5 from 8:30-4: Linville reported that she will be out of town for the Alaskan Library Directors Annual Workshop in Girdwood October 9-12 and then to Port Townsend,WA for the Pacific Northwest Library Association Leadership Institute through October 19.More immediately she will be out of the state on family related business from September 25-29 as well During the past week Linville worked with the City Attorney to craft the contract with Nuka Research which has been signed by all principles. Two members of the firm,Michelle and Sierra, requested that we teleconference with them to introduce themselves and begin preparation for the October 2 meeting with Tim Robertson. The idea is he will meet with us in the evening to begin to firm up our plan for revision of the Historic Plan. It was agreed that his office will create an agenda for that meeting which we will approve. Tim Morrow will send it out to you for additions or deletions prior to confirming it. Other Reports,Announcements & Presentations Douglas Deur,Professor at the University of Washington and Oregon State University,gave a presentation on the traditional use of the Exit Glacier area of the Kenai Fjords National Park. His project worked closely with the National Parks Service and University of Alaska Fairbanks to conduct and collate a series of oral history interviews with local residents who had used the Exit Glacier Area from just after WWII to the time Kenai Fjords National Park was created in 1980.Activities ranged from utilitarian to recreational. The report can be found in its entirety(including an interactive map that indexes many of the audio interviews,) at httpa/jukebox.uaf.edu/exitglacier (which is a broken link as of 9/19/2013.) Commissioner Hedman reported that the Friends of the Jesse Lee Home is presenting its 65% design completion on September 26th 2013(Revised by staff to the September 27th 2013 from 5:30 to 8:00 pm in the Library Museum Community Room)Redman advised Commissioner attendance. Lasota advised requesting a separate presentation from the Friends of the Jesse Lee Home due to scheduling conflicts with the Seward Arts and Music Festival. Commissioner French once again stressed the roofline concerns and a concern that it is easy to lose sight of Historical Preservation requirements in the scope of a large project. 7 City of Seward, Alaska Historic Preservation Commission Minutes September 18, 2013 Volume 2, Page 194 Friends of the Jesse Lee Home Update None. Website Updates & Historical Site Inventory Commissioner Lasota explained that the Seward Historic Preservation website is so obsolescent that modem day links will not embed into its code. Citizens' Comments on Any Subject,Except Those Items Scheduled For Public Hearing None Approval of Agenda and Consent Agenda Motion(French/Fink) Approve the Agenda and Consent Agenda Motion Passed Unanimous Consent * The following items were approved under the Consent Agenda: Meeting Minutes for the August 21, 2013 Meeting of the Historic Preservation Commission. Public Hearing None Unfinished Business None New Business A. Plan the next Fireside Chat French said that it would be difficult to do the Fireside Chat on the same month as Historic Plan Revision(during October.) Hedman suggested that Fireside Chats be integrated with the Outreach for Historic Plan Revision and that we wait until after our first meeting with Nuka Research to address scheduling. French concurred with Hedman. Lasota also wanted to wait until after the commission was deeper into the Historic Plan Revision. 8 City of Seward, Alaska Historic Preservation Commission Minutes September 18, 2013 Volume 2, Page 195 Fink wanted to know what the topic of the Fireside Chat would be Linville responded that staff has a list of potential topics. French said a providing that list of topics at the next meeting would be beneficial to newer members of the Commission. B. Draft wording of the 2013 Historic Preservation Award Proclamation Linville apologized for not having a draft of the proclamation ready to look at this meeting and suggested that the committee wait until the October 2nd work session to look at a draft then. Lasota assigned the commission homework to re-examine the nomination form and get any suggestions for draft wording in to staff by the end of the week(September 21, 2013.) Informational Items None Commission Comments Commissioner French commented that there would be a Prince William Sound Regional Advisory Commission reception at the SeaLife Center Thursday September 19,2013 at 5:30 pm. Lasota asked staff to give the commissioners a copy of the "tickler file" with HP Meeting topics listed by month,and potential topics of Fireside Chats. Email would be acceptable. Month. The scope of the activities will vary from year to year, but activity needs to be identified many months in advance. a. The month of May is Historic Preservation Month b. Place the National Historic Preservation Month on the January Agenda • Seward Annual Historic Preservation Award- Continue to solicit candidates. a. The Historic Preservation award may be given in May b. Place the Seward Annual Historic Preservation Award on the January Agenda. c. Solicit the public to nominate people they think deserve to be a recipient of the award. Nominations must be received by April. d. Update City plaque as appropriate. • Local Plants and Tree a.
