Sponsored by: Hunt <br /> CITY OF SEWARD,ALASKA <br /> RESOLUTION 2014-069 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br /> ALASKA, ACCEPTING A GRANT IN THE AMOUNT OF $29,682 FROM <br /> THE ALASKA DEPARTMENT OF FISH & GAME FOR THE PURPOSE <br /> OF REPLACING AND IMPROVING SEWAGE PUMP OUT FACILITIES <br /> AT THE SEWARD SMALL BOAT HARBOR, AUTHORIZING <br /> MATCHING FUNDS IN THE AMOUNT OF $9,894 AND <br /> APPROPRIATING FUNDS TOTALING $39,576 <br /> WHEREAS, the Seward Small Boat Harbor was designated as an Alaskan Clean Harbor <br /> in early 2012; and <br /> WHEREAS, the Seward Harbor Department continues to take steps to make the harbor <br /> cleaner and to make the sewage pump-out facilities at the harbor easier to use; and <br /> WHEREAS, the Seward Small Boat Harbor features pump-out facilities at five (5) <br /> different docks; and <br /> WHEREAS, the Alaska Department of Fish & Game offers up to $29,682 in federal <br /> rimp grant funds to upgrade sewage pump-out facilities to serve both E and F docks through the Sport <br /> Fish Restoration (SFR) Act; and <br /> WHEREAS, according to federal aid regulations, a SFR grant can be approved only if <br /> they primarily benefit the recreational boating and sport fishing public. These funds cannot be <br /> used for projects that primarily support subsistence, personal use, or commercial fishing groups. <br /> Other users may use an SFR project, but such use cannot displace recreational boater and sport <br /> angler use; and <br /> WHEREAS, the City is required to provide matching funds in the amount of 25%, or <br /> $9,984 to replace the sewage pump that serves both E and F floats, for a total project cost of <br /> $39,576. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF SEWARD, ALASKA that: <br /> Section 1. The City Manager is hereby authorized to enter into a grant agreement with <br /> the Alaska Department of Fish& Game, and accept grant funds in the amount of$29,682. <br /> Section 2. Matching funds in the amount of 25% of project costs, or $9,894 are provided <br /> from the Harbor Major Repair& Replacement Fund. <br /> f.. <br />
