RESOLUTION 2014-101
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
PURCHASE AGREEMENT WITH MEYER'S POWER PRODUCTS TO
PROVIDE 5KV ELECTRICAL SWITCHGEAR IN SUPPORT OF THE
MOVEMENT OF TWO (2) ELECTRO-MOTIVE DIESEL (EMD)
GENERATORS FROM ARCTIC PACK ENCLOSURES INTO THE NEW
GENERATOR BUILDING FOR AN AMOUNT NOT TO EXCEED $182,270
WHEREAS, June 11, 2012, the City Council approved Resolution 2012-028 accepting a
grant from Alaska Energy Authority to upgrade and update generation facilities at Fort Raymond
Generation Plant for $3,960,000 and appropriating funds; and
WHEREAS, April 28, 2014, the City Council approved Resolution 2014-043 purchasing
electrical engineering services from Electric Power Services, Inc (EPS); and
WHEREAS, EPS prepared engineered specifications for 5KV switchgear and solicited
proposals for the procurement of same; and
WHEREAS,EPS received three(3)proposals and found that all three were responsive;and
WHEREAS, Meyer's Power Products submitted the low bid, at $182,270.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD,ALASKA that:
Section 1. The City Manager is authorized to enter into a purchase agreement with Meyer's
Power Products in an amount not to exceed $182,270 for the purchase of 5KV switchgear.
Section 2. Funding for this contract in an amount not to exceed $182,270 is hereby
appropriated from the AEA Grant Account no.15322-0000-3400 to the Infrastructure account no.
15322-0000-8101.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward,Alaska,this 8th day
of December, 2014.

Agenda Item: Purchase agreement with Meyer's Power Products for Electrical Switchgear
BACKGROUND & JUSTIFICATION:
June 11th 2012,Council approved Resolution 2012-028 accepting a grant from Alaska Energy Authority to
upgrade and update generation facilities at Fort Raymond Generation Plant for $3,960,000 and
appropriating funds.
April 28th 2014, the City Council approved Resolution 2014-043 purchasing electrical engineering
services from Electric Power Services,Inc(EPS).As a part of those services,EPS prepared engineered
specifications for 5KV switchgear and solicited proposals for its procurement.Three proposals were
received and all three were deemed to be responsive. All three fulfill the requirements of the
specifications.The low bidder was Meyer's Power Products at$182,270.This price includes shipping
to the job site in Seward.
INTENT: To authorize the City Manager to enter into a purchase agreement with Meyer's Power
Products to provide 5KV Electrical Switchgear in support of the relocation of two(2)EMD generators
from Artie Pack Enclosures.
