RESOLUTION 2014-102
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING AN ENGINEERING CONTRACT WITH R & M
CONSULTANTS IN THE AMOUNT OF $151,102 FOR THE DESIGN OF
THE REPLACEMENT OF B, C, S, AND A PORTION OF G FLOATS AT
THE SEWARD SMALL BOAT HARBOR, AND APPROPRIATING
FUNDS
WHEREAS, the Seward Harbor Department is planning to replace B, C, S, and a portion
of G Floats in the Seward Small Boat Harbor; and
WHEREAS, the Seward City Council authorized the City to apply for a 50/50 matching
grant from the State of Alaska for this project, requiring a City contribution of$2.684 Million for
construction, with said grant not covering engineering costs; and
WHEREAS, the City of Seward solicited competitive proposals as required by Seward
City Code §6.10.210 Use of Competitive Bids in October, 2014, and received four qualified
responses, and the proposal by R & M Consultants was found to be responsive and was selected
by the review team as the best qualified proposal for engineering services to prepare the design,
permit, and bid documents for this project; and

WHEREAS,the fee to hire R& M Consultants for the project is $151,102.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to execute an engineering contract
with R & M Consultants in substantial form as attached hereto, in a lump sum amount of
$151,102.
Section 2. Funding in the amount of$151,102 is hereby appropriated for the engineering
portion of this project from the Harbor Major Repair & Replacement Fund reserves account no.
11001-0000-3721 to the SBH Float Replacement Fund infrastructure account no. 11400-0000-
8101.
Section 3. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this Stn

Agenda Item: Engineering Contract to design the Replacement of B, C, S, and a portion
of G docks in the Small Boat Harbor
BACKGROUND &JUSTIFICATION:
As you may recall, on July 14, 2014 by Resolution 2014-057, the City Council authorized the
City to submit a grant application in the amount of$2.684 Million to the Alaska Department of
Transportation and Public Facilities' (DOT&PF) Municipal Harbor Facility Grant program.
Part of Res 2014-057 included the City's commitment to provide both the cost of engineering
and $2.684 Million for construction. If the grant application is successful, the state funds for
construction would be available in mid-2015. The grant requires an equal match of $2.684
Million in City funds for construction (total amount $5.368 Million), but does not cover
engineering services.
Per the attached engineer's drawing, the scope of the project is proposed as follows:
1)Replace C dock in place.
2)Replace B dock in place.
3) Remove fingers from the north side of A dock to allow a wider fairway.
4) Remove B dock to be rennovated and reinstalled at the S float location, for side tie,
linear moorage.
5) Renovate the relocated B dock to include additional floatation. Install bullrails across
former finger float access and provide water service and fire protection. Electrical
service may be included as an additive alternate.
6) Replace trestle and gangway at S dock.
7)Drive new pilings B, C, and S docks.
8) At the top of B dock, reuse the nearly new, 100-foot, fully compliant with Americans
with Disability Act (ADA) aluminum gangway set aside during the D dock project.
9) In order to accommodate the ADA gangway, reduce the length of the B dock trestle
and tie the new trestle in at Saltwater Safari..
10)Replace G dock(headwalk)between B & D docks.
11) Design the electrical distribution system to comply with all code requirements
especially with regard to Ground Fault Circuit Interrupters (GFCI).
In addition to designing replacement docks to achieve the above stated goals, the engineer will
also prepare all permit applications and bid documents. Once a construction contract is awarded
(approximately May 2015) the City will need to decide how best to manage construction
inspection services.
A public notice requesting proposals from qualified engineering firms was issued on August 21,
2014. Four firms submitted proposals and R & M Consultants was chosen by an evaluation
panel as the best qualified to perform the design work. This firm diligently worked with harbor

staff on the replacement of D Float and the lessons learned will be applied to this bigger project.
The amount of the proposed engineering contract is $151,102.
INTENT: The intent of this action is to execute an engineering contract with R&M Consultants
for the design phase of this project. The Harbormaster will serve as project manager. It is
anticipated that the design phase of work will be completed by June 30, 2015.
