HomeMy WebLinkAboutRes2014-103 Sponsored by: Hunt CITY OF SEWARD, ALASKA RESOLUTION 2014-103 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH YOUR CLEAN ENERGY, LLC TO COMPLETE AN ECONOMIC EVALUATION OF STARTER DISTRICT HEAT SYSTEM IN THE LIBRARY MUSEUM AND CITY HALL ANNEX, AND APPROPRIATING FUNDS WHEREAS, the City of Seward seeks to conserve energy and save taxpayer dollars on city owned facilities; and WHEREAS, council has tasked the Port and Commerce Advisory Board, along with administration, with exploring alternative and renewable energy opportunities; and WHEREAS, conceptual strategies for reducing energy costs and consumption should be evaluated by qualified experts before committing city resources; and WHEREAS, the Alaska SeaLife Center and some other local structures have realized significant savings by using heat pumps and heat pumps have been suggested as a concept for the city to pursue; and hos WHEREAS, city administration and staff consulted with Your Clean Energy, LLC, (YCE), recognized as experts in this field, on identifying areas most likely to realize savings by employing a heat pump loop or district; and WHEREAS, the four target buildings identified by YCE are the likeliest, in a compact area, that can take advantage of a district heating loop and this phase includes the Library Museum and City Hall annex buildings; and WHEREAS, any and all savings realized through the implementation of this project will be shared equally by all city taxpayers; and WHEREAS, this project will deliver the city a grant ready package for federal or state funding including Clean Energy grants; and WHEREAS, the Your Clean Energy's proposal for this project is $48,000. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,ALASKA that: Section 1. The City Manager is hereby authorized to enter into an agreement with Your Clean Energy, LLC as attached hereto, in a lump sum amount of$48,000. CITY OF SEWARD, ALASKA RESOLUTION 2014-103 Section 2. Funding in the amount of$48,000 is hereby appropriated for this project from the General Fund reserves account no. 01000-0000-3400 to City Hall Annex building account no. 01000-1352-8102. Section 3. Meeting Date: December 8, 2012 : a Through: Jim Hunt, City Manager 4�ASM�� From: Ron Long, Community Development Director/Assistant City Manager Agenda Item: Starter District Heating System BACKGROUND & JUSTIFICATION: Sea water heat systems are used widely in Scandinavian countries and parts of Canada, as well as locally at the Alaska Sea Life Center. These systems transfer the heat present in sea water to provide clean, efficient energy through exchange pump systems. Council has directed administration and Seward's Port and Commerce Advisory Board to research and develop feasible alternative and renewable energy sources for City buildings and the Seward area. Recognizing Your Clean Energy's (YCE) expertise and Resurrection Bay's readily available resource of unfreezing sea water, City Admin and staff worked with Andy Baker, of YCE, to identify a starter district for implementing a sea water heat system in Seward. Four buildings were identified where implementation is likely to result in significant taxpayer savings. These included the Library, Annex building, City Hall and Fire Station. The Library and Annex building were selected for this starter loop design proposal. The age and building envelope insulation qualities of City hall and the Fire hall require significant further investment before cost savings from this kind of system can be realized. The proposal will assess both buildings, produce a conceptual design of a ground source borehole field on City waterfront property and complete an economic evaluation of the starter project. The resulting design plan and economic evaluation will demonstrate the potential benefits and savings of a district heating loop in Seward and can be leveraged as the basis for possible grant funding. The amount of the proposed design and contract is $48,000. INTENT: The intent of this action to authorize the City Manager to enter into an agreement with Your Clean Energy, LLC for the design assessment and economic evaluation of a starter district heating loop project at the Annex and Library Buildings. Agreement Your Clean Energy, LLC for Engineering Service to Prepare an Economic Evaluation-Starter Ground Source Heating District for City Library Museum and Annex This AGREEMENT, is made and entered into this day of December, 2014 between the CITY OF SEWARD, a home rule municipal corporation located within the Kenai Peninsula Borough and Your Clean Energy, LLC organized under the laws of the State of Alaska, and, authorized to do business in Alaska. We the undersigned agree to the terms described in the proposal attached hereto, for engineering services with Your Clean Energy, LLC to prepare an Economic Evaluation-Starter Ground Source Heating District for City Library Museum and Annex, for an amount not-to-exceed $48,000.
