CALL TO ORDER
The September 22, 2014 special meeting of the Seward City Council was called to order at
9:20 p.m. by Mayor Jean Bardarson.
OPENING CEREMONY
City Manager Jim Hunt led the Pledge of Allegiance to the flag.

Motion Passed Unanimous
There were no consent agenda items.
NEW BUSINESS
Resolution 2014-080,Authorizing The City Manager To Apply For,And Accept A Loan From
The State Of Alaska,Department Of Environmental Conservation,Alaska Clean Water Fund,
In The Amount Of$1,200,000 For Sludge Removal And Renovations At The Lowell Point
Wastewater Treatment Facility.

Hunt stated this resolution asked for permission to accept a $1.2 million loan the city had
applied for. The city ranked number one on the State of Alaska's priority funding list. The bid

contract for sludge disposal was more than what was budgeted and this loan would allow for the
contract to be fully funded. The department had the ability to repay this loan. Administration asked
for approval tonight.
Terry asked if there was a reason why the Finance Director did not sign the fiscal note on
agenda statement. Hunt stated it was likely because she was out of town and he was unsure if she
wrote the fiscal note or not. Bardarson asked if they could make early payments on the loan. It was
a 20-year loan and she feared it could be the same situation with the sidewalks where they wore out
but the loan still needed repayment. Public Works Director W.C.Casey said there was no penalty
for making early payments. There was also no stipulation they had to borrow all $1.2 million of it,
so if they received grant funds or other assistance the city would not have to borrow as much. It
came with a good interest rate of 1.5%.

COUNCIL COMMENTS
Squires appreciated the city being able to borrow this money from the state,but hoped there
was another funding opportunity so that the city wouldn't have to borrow the entire amount.
CITIZEN COMMENTS
Sue McClure noted this special meeting was not televised and hoped in the future they
would televise it.
